Li Ao DPP Legislator Chen Shui-bian had the following questions and answers with reporters after the incident in the "Legislative Yuan" that had no democratic demeanor and tore up books and threw them at the "Executive President" Hao Baicun of the Kuomintang: The reporter asked, "Can you talk about the intention of your actions that day?" Chen Shui-bian replied: "Since Hao Baicun formed a cabinet, he has often acted on his own consciousness, and his policies have repeatedly turned back on his promises, which has caused a serious crisis in democratic constitutionalism. This phenomenon must be highlighted so that it no longer varies from person to person. It should be institutionalized and administered according to the law." The reporter asked: "Has the action of the day been planned in advance?" Chen Shui-bian replied: "No! Look at the word "refund" written on the plan at that time, and even borrowed it from colleagues in the audience. Pen, just because the six-year "National Construction Plan" is too strong a rule of man. In the case of the Beiyi Expressway, why did Guo Wanrong lie? The increase in the ruling party's legislators also opposed the postponement of construction in private, and they were silent when facing Haobai Village. ?Many Yilan voters said that they seemed to be living in another 'country', and their disapproval attitude towards Haobo Village caused a strong backlash from voters. Therefore, the problem must be expressed and highlighted. I chose to tear up the plan in front of Haobo Village. This is the purpose of the book, but later because Zhao Zhenpeng pushed me away, I can't put the refunded and torn things back in my pocket, can I? I have to throw them back to Haobo Village." The reporter asked: "I have never seen you so angry before, Does it have something to do with the Haobo village?" Chen Shui-bian replied: "This is not a dispute of sentiments, I just want to guide the Haobo village to respect the system, and everything is based on democracy and the rule of law."

At the same time that Chen Shui-bian's answer was published, the newspaper also published the column "Scholars Look at 'A-Bian' Throwing Books", and some scholars gave speeches. Qu Haiyuan, a researcher at the Institute of Ethnic Studies of the Academia Sinica and a member of Chengshe, said: "The 'Executive Yuan' is completely unreasonable. Haobo Village disregards public opinion and is self-righteous. It is completely a display of military domineering. What Chen Shui-bian took was just a small move. The ants shook the tree. It's useless." Zhang Zhongdong, a professor of history at National Taiwan University and a member of Chengshe, said: "Chen Shui-bian's actions may be impolite, but a decent and well-behaved 'legislator' like Chen Shui-bian will make violent actions in the 'Legislative Yuan', which is worth thinking about. The ruling party does not reason well. This kind of "irrational" action will happen again in the future. To make the DPP rational, the ruling party and Hao Baicun themselves must first reason. He has always refused to explain the truth clearly." Lin Yuti, a professor at National Normal University and the president of the Taiwan Professors Association, said: "The 'National Construction Plan' is easily decided by the 'Executive Premier' to build or not, and the members of the 'National Congress' responded by throwing it into pieces. Zhi's actions were not excessive, and Chen Shui-bian did not violate him, did not cause any harm to Haobo Village, and would not be sent to the Disciplinary Committee."

Regarding the above reasons of Chen Shuibian, Qu Haiyuan, Zhang Zhongdong, and Lin Yuti, I think they are untenable.Because the key to this incident is not how the Kuomintang Haobo Village is a bastard, but whether the opponents themselves want to be a bastard. The bastards in Haobo Village of the Kuomintang, even if they are all true as they describe, so what? The Kuomintang is a bastard, which is no longer news. However, because the Kuomintang is a bastard, can the opponents use whatever means to "promote them to respect the system" by destroying the system? Is it possible to destroy the method of democracy and the legal system and "promote it... everything is based on democracy and the legal system"?Chen Shui-bian's behavior, whether it is "just a small gesture", "maybe impolite", or "not too much", as scholars argue, is always embarrassing to the parliaments of civilized countries, right? Is it always "Taiwan's No. 1" that others don't have? This kind of scholars don't know how to treat people with righteousness, but instead learn from A Shilai and "A Bian". We dare not accept the teachings to such a level of obsession with the world!

The Chen Shui-bian incident, in my opinion, is more important than the bastard's behavior in Haobo Village of the Kuomintang.Because this incident involves the most basic key in politics - the issue of ends and means. The unscrupulousness of the ends in politics is the root of all our tragedies today. If today's opponents, and even escort scholars, also use unscrupulous means as an example, it will be the beginning of self-degeneration, which is absolutely unacceptable. In politics, the Kuomintang is best at using unscrupulous methods, which leads people who grew up under the rule of the Kuomintang to believe in "the method of using spears to attack shields", "the method of using one's own way to deal with one's own body", and even The method of "anti-communist" with "Marxism". ...In fact, these are all heresy methods that are not aboveboard. Even if the "motivation" of the person who proposes this method is very good, it is useless. We must know:

1. The justification of the ends does not mean the justification of the means; 2. A legitimate end cannot justify an improper means; 3. Improper means affect the legitimate purpose; 4. The so-called "for the end, use any means" is fallacious. Thirty-eight years ago, "Free China" magazine had an article that translated a verse by Ferdinand Lasalle, telling us: Don't give me an end without a means, Ends and means are inseparably intertwined. Therefore, if this aspect changes, that aspect will also change, Different paths lead you to different visible ends. Just because the relationship between ends and means is so clear and so important, once the opponents themselves abandon what they have learned and make mistakes that are more important than trivial things, I have to express serious concern.

Alexander the Great refused to attack the enemy at night on the grounds that he wanted to win the opponent openly and was unwilling to steal the victory.I wrote this article to ask my friend Chen Shui-bian to keep his ambition forever and not to make mistakes again. March 14, 1991
