Chapter 3 Self-ordered world, western countries and China

We are participating in a radical change, and soon the balance of power in the world will no longer be a point of contention. In the past three years, with the spread of the world economic and financial crisis, the world has been unable to maintain the original balance. At this decisive turning point, when American hegemony is gradually weakening and giving way to Chinese interests, we observe a gradual shift of global economic power from Europe to Asia, from West to East, and from the United States to China. Currently, the US government is facing a serious banking crisis, and Uncle Sam's empire may decline even faster...in fact, the dominant countries usually fall much faster than expected!

Although the world economy is starting to recover slowly and "in good shape", we will eventually witness the end of a "long cycle".This is not an unrealistic fantasy. The early 21st century will trigger a historic transformation not only in politics, economics, culture and finance, but also in technology and health. Slower economic growth in the West, the loss of Western hegemony, and the rapid development of emerging countries will mark the dawn of a new era, and the world will be dismayed by it.And these are the foreseeable future. In 2010, China became the second largest economy in the world. In 2030, China will become a world-class power, surpassing the United States, Japan, India, Brazil and Russia.

Prior to this, in less than 2020, China has become the world's largest economic power and has been on the podium of the champion of our blue planet.Thereafter, this moment will likely go down in history as a pivotal turning point of our times, as it saw a reversal of international power. There are complex factors behind this result. For Western countries and other regions that pursue unilateral policies and ultra-loose policies, factors such as deindustrialization, short-term gains, lack of foresight, the vitality of emerging countries, and globalization are all factors. is something to consider. And, most notably, we've also had one of the worst economic crises in history.

The US crisis quickly turned into a Western crisis, and finally a global crisis... In order to deal with this crisis, the Western countries have become heavily indebted. At the same time, those emerging countries are rising. China's response was very timely. It has used the crisis as leverage to turn it into a powerful engine for development.China foresaw this crisis and decisively implemented new development policies to respond to it quickly.China has invested heavily in the development and construction of various provinces and various enterprises, targeting seven top strategic fields: biotechnology, advanced materials, environmental protection technology, electric vehicles, new generation information technology, high-end handmade products, and new energy.

This strong world financial turmoil alone is enough for those emerging economies to get rid of their disadvantaged position and take off with their strength. By 2013, the combined economic power of all emerging countries will surpass that of the United States. There are various signs that the United States is gradually heading for recession, and we will witness this slow and cruel process. By 2030, the power of emerging countries will surpass that of all other countries.Western countries have been doubled! At the same time, China, its dynamism, its amazing economic growth, its huge financial resources, its continuous reform, its patriotism, its courage and its determination to win, all these undoubtedly make its international leadership. Before long, China will be the next leader in the world.

China's development can be said to be changing with each passing day.The Chinese are well aware of this and they have experienced many historic moments. After decades of pain and humiliation, they began to taste this new joy that they had long dreamed of.The middle class is growing exponentially. Poverty and ignorance are rapidly disappearing for hundreds of millions of Chinese, although inequalities persist across social classes and across regions. The number of the richest millionaires and billionaires is increasing, reaching new highs in the world. Is the earth spinning backwards? What was once the "Bicycle Kingdom" has become the world's largest car market.China has staggering foreign exchange reserves and it is the world's number one financial power. It lends money all over the world, implements its space program and starts investing in factories all over the world...

The Chinese fill America's fiscal deficit, and they come to aid Europe and many other countries at the same time... Within a few decades, multinational corporations from Western countries began to migrate to China and other parts of the world, thereby reducing the employment situation and employment situation of their own industries. The level of development has shrunk across the board.China has thus become an economic power. Westworld is not in good shape! It has many ills: deindustrialization, unemployment, reduced exports, reduced purchasing power, high public debt, speculation, and a weak currency.About ten years ago, in 2000, the United States, which can be seen everywhere on the international stage, was undoubtedly the world leader!Today, the situation is no longer what it used to be.Already inundated with debt and running deficits, these countries are losing their former hegemony.

Count our Chinese satellites and we get a gigantic number, representing even greater human power and wealth. The Chinese scattered around the world represent a collection of multi-ethnic groups, business groups, multinational companies in different fields, and individuals who have built cultural, economic, and financial ties. We have Mainland China, Hong Kong, Taiwan, and Macau, but we should also add another huge "Chinese power": the Chinese and Chinese companies that make homes all over the world! These Chinese appear in many countries and regions, such as Singapore, Malaysia, Indonesia, Myanmar, Philippines, Vietnam, Laos, Cambodia, Thailand, Japan, Brunei... These regions are influenced by hundreds of millions of Chinese, and they are distributed in the world The most widespread, Chinese people can be found in more than 130 countries on five continents.

As the world's largest geopolitical power, economy and financial center in the future, China has attracted much attention, and it has also attracted the most vicious criticism and speculation about its future. We've been raving about currency wars! The renminbi is in the spotlight, making headlines every day in the financial press. It is believed that the level of China's currency is underestimated, and it has become the object of criticism and opposition.By 2020, the RMB will become one of the most important international currencies in circulation. Where is China's financial strength? It has the world's largest foreign exchange reserves! And continue to grow rapidly. At the end of 2010, China's foreign exchange reserves reached 2.087 billion euros! Its amount hit a record high. The foreign exchange reserves of Asia and China account for 60% and 30% of the total global foreign exchange reserves respectively. In a four-year period, they've grown beyond that.

In China, investment in new technologies, sanitation, sustainable environmental management and scientific research has become a top priority! In 2010, the number of scientific papers published in China increased by 94%.Patented inventions and cutting-edge technology research can be seen everywhere in various fields and industries! In 3 years, China surpassed the US in microelectronics technology and many other fields!China has the largest number of scientific researchers in the world. Advanced cutting-edge technology, double-digit growth targets for innovative industries, extremely reasonable prices, and international development strategies, all of which allow Chinese companies to accelerate their development.

China has established scientific research cooperation with pioneers in the field of research and development (R&D) in the world.China's international banks and consortiums quickly climbed to the top of the world capitalization group. The Shanghai Stock Exchange replaced the London market and climbed to the top of the stock market. For many fields, such as scientific research, media, transportation, economics, public works and construction, finance, education, and high-tech (including telecommunications, robotics, information technology, health, bioeconomy, and renewable energy), the United States and Europe are losing its dominance. The fastest supercomputer in the world is in China!Who is working on space exploration of Mars? Also China! By 2025, China will have 1 billion urban population! This country will become a veritable "big urban laboratory", where Chinese architects and architects from all over the world compete to display their creativity and talents. But China's new buildings will not be limited to office buildings, mansions and other buildings competing to show their height, grandeur, brilliance and creativity. Housing, hotels, highways, criss-crossing overpasses, curvy roads, infrastructure and public buildings...everything within the city is joining in a race for innovation and modernization. China is investing in some large-scale projects, but as the exchanges between cities and provinces become closer, it is necessary to consider the future planning of cities, villages and mountainous inland land, while paying attention to social and geographical differences. We can gamble on this fast-growing new land in western China. China's western development strategy will bring new opportunities for Chinese people, foreign companies, and new China's inland-oriented special zones.China's central and western regions are developing rapidly, and it won't be long before they will get rid of their backwardness. China has built the largest project in the history of the world, and it will also face new challenges: urbanization, resources, energy, waste, inflation, environment, public services, and regional economies, etc.To this end, China has implemented large-scale social reforms to restore the balance between "modernization" and "better quality of life". China is poised to become the world's number one country when it comes to sustainable development, recycling waste, and producing clean energy. It currently aims to reduce carbon dioxide emissions per unit of gross domestic product by 40% to 45% between 2020 and 2025. In China, people attach great importance to biodiversity, ecology, resource economy and new clean energy.China has become the world's largest power generation of solar power, wind power and hydropower. And China's cars, high-speed trains and airplanes are also beginning to conquer the world.China already ranks first in the world in many fields: mobile phones, color televisions, textiles, shoes, home appliances, computer equipment, car batteries, ceramics, cement, road paving, steel, wind energy, solar panels, light bulbs, leather, Garlic, wheat, tobacco, sex toys, new Viagra... everything? "Made in China"! If China today does not already occupy all fields (such as pharmaceuticals, agro-food processing, entertainment, luxury goods, etc.), it will soon become unique in many fields: shipbuilding, automobile industry, public works and construction, high-tech, Finance and insurance, clean energy, transportation, oil companies, information technology, telecommunications, networking, and more.It is now positioned to capture dominance in these areas by 2020. From China's cutting and presenting companies to motorcycles, China has no shortage of financial strength, nor lack of vision for its future strength, nor lack of exploitation of its wealth and resources.China holds 97% of rare earth resources on the planet. This is a real asset!Almost a monopoly. When China was still importing natural resources and energy, it controlled a class of metals called "rare earths", which ranked first in the world. In the field of high-tech production, such rare and precious metals have an irreplaceable position. How can the improvement of Chinese people's living conditions be reflected? The Chinese are reclaiming the lost time, and they are creating the future China.History has turned a new page!Chinese people have begun to burst out the passion of consumption and enjoyment!Owning a car or a luxury accessory has now become a symbol of nobility. High-end goods and luxury goods are everywhere in every field: cosmetics, fashion accessories, trendy iPhones, designer watches, fine wines, luxury cars, international travel, and more.At the same time, e-commerce across the country is developing explosively, attracting the world's largest enterprises and groups to invest! All of this is due to the rapid development of consumption levels and hundreds of millions of Internet users! What will happen to China and the world in 20 years?China's growing strength and new international stature will give it greater influence. The Central Empire will participate as an important player in all issues directly or indirectly affecting international interests. China will reach the number one spot in the world by 2020, after which it will continue to grow until 2030, when China will become a behemoth for the first time in history. It's unbelievable! For China, a country full of economic fantasies, there are double challenges: while successfully meeting the challenges of modernization, it also needs to assume the role of an international leader leading many powerful countries in this new world.Of course, China learns fast! In 2030, profound changes await us.What does tomorrow look like for China, for the West and beyond, and for major international issues? How will our relationship with each other change? In tomorrow's world, everyone is Chinese?Or are they all part of this lonely planet? We foresee real revolutions and major changes: climate change, population explosion, geopolitical and social unrest, food riots, global geopolitical changes (especially in places like North Africa), religious conflicts, energy crises, technological leaps, Amazing developments in the field of health (such as the average life expectancy of human beings)... We are about to open up a new world where the environment, technology and humans are interdependent. And this era is bound to have no shortage of conflicts, risks and crises! At the same time, we will also witness astonishing developments, advancements and innovations in various fields, which will surely make up for the crisis of this era to a large extent. We must have anticipated that this might be our common destiny, because only then can we better understand the future. This is the first time I introduce myself to Chinese readers and friends, and I feel honored.I am equally thrilled to be here to introduce you to my major work! "Twenty Years Later, China and the World" is my third major work recently, which has been published in France and other European countries. Here, I present the Chinese translation for Chinese friends. I would like to take this opportunity to express my heartfelt thanks to those whom I love and value, to whom I have known and worked with me, whether you are in China, in other countries in Asia, in France, in other parts of Europe. Country, please accept my sincere thanks.Sorry I can't list them all, but my first thoughts are my parents, family, friends and colleagues. I would also like to thank all the Chinese government, publishing houses, university professors, researchers, journalists, business leaders, students, cadres, workers, farmers, etc. who have hosted me in China, and thank all the Chinese people.Thank you for your warm reception during my many visits to China. I will never forget the good times we spent together, the years of mutual help and fruitful exchanges. I love China very much. She has become one of my important companions on the journey and also my second home.I have many of my fondest memories of China. If you want to ask me why I am so fascinated by China, I would say that it is her beautiful scenery, diverse culture, positive energy, pioneering courage, and the love and enthusiasm of the Chinese people for life that attract me and make me linger. In the past twelve years, I have traveled to China regularly every year, visiting hundreds of cities and towns in various provinces of China, from north to south, from the Central Plains to the coast. After so many trips, one thing is undeniable: I love this beautiful country and her people.Whenever I return to France after my travels, I always miss China.I am proud to be associated with her. Allow me to briefly introduce myself: I was born on Christmas Day in 1951, two years after the founding of the People's Republic of China.I grew up in a small town in Clichy, France, 15 kilometers away from the French capital Paris. At that time, it was a beautiful village with forests and lakes. In a house that my parents had just bought at that time, I lived a simple and happy life with my family—mother Jeanne, father Maurice, three older brothers Marcel, René and Jean Jacques, and younger sister Maud life. During my childhood, between the ages of 7 and 10, our family would often sit around the fire in the living room.Father worked for the railway department as a mechanic. He likes to tell me stories, about the world, France and China... When it comes to China and America, he always says something surprising and interesting: "Just wait and see, China will become a world power" , "The American empire will eventually decline, and there will even be riots and revolutions in the country." I always listened to my father tell these stories with relish, and observed the changing world with equal concentration. From an early age, I was interested in the world and followed its evolution from a humanist perspective.I have always believed that my future career will be closely linked with international relations.I imagined myself traveling the world and devoting myself to the cause of peace for the peoples of the world. It was not long after that that I successfully completed my university education and obtained a PhD in Geopolitics, and my dream came true.As a young man, I have to keep learning while working to realize my long-cherished wish. It is thanks to my studies in sociology, international economics, and geopolitics that I have been able to achieve my goals: to do justice to our times, to teach, to write, to do research, and to participate in international seminars.I was very lucky to come to Paris VIII University and meet the great Professor Yves Lacoste, who gave me confidence. He suggested that I study international relations first, and then study the history of Chinese diaspora in France and the world. Since then, my enthusiasm has completely surpassed the title of my doctoral thesis in human geography and geopolitics.I hope to broaden my international horizons. So, in August 2000, I embarked on my first trip to China with my best friend Jean-Claude Pucciarelli. My first impression of China is still fresh in my memory: the streets of Beijing and Shanghai are "hot", everything is so strange and different! It's a new world for us...but we're confident. We didn't have any restlessness or anxiety, it felt like we were in a friend's house, we were in a big family. Since then, my trip to China has never stopped.I come to China two to four times a year.Since my first visit to China, I have been aware of the gap between the China I see with my own eyes and the China that most Western media say. These trips to China have inspired me to spread my theories and views, to broaden my field of work, and to write more books to change the perception of China in the West and in France. As an EU expert, I have completed my mission in China: recommending China's accession to the WTO and enhancing China-EU relations. It's not easy to fight alone! You have to fight preconceived biases, lies, and repeated false assertions.Whether it is for the highest power class or the ordinary people, my views are not accepted by Western public opinion. So, after my works became known to people, I have expressed my opinion countless times through newspapers, radio and TV programs: to examine China and the world with a more just and honest attitude.Especially during the grand 2008 Beijing Olympics. This grand event is one of the symbols of the success of New China. Recently, I hope to write a more comprehensive book to better introduce "China and the world".I hope to make a perspective on China and its relationship with the world from now to 2031 from the perspective of social outlook. That is to rely on the existing data and extend it reasonably to better explain the major events happening today and predict the new geopolitical balance that may emerge in the future. Geopolitical research does require a very open mind and attitude, but to do a good job in geopolitical analysis, it also requires a rigorous scientific attitude and multidisciplinary knowledge reserves. In order to do geopolitical analysis from an impartial perspective, our work is like doing a large-scale research! We have to take into account the many existing disciplines: it is impossible to study a country without knowing its history, geography, population and customs.Similarly, we will also involve trade, finance, law, sociology, international conflicts, concept collisions, media, public opinion and even psychology and many other issues. It is this comprehensive examination of a subject that gives it impartiality. In other words, it is not to make short-term predictions, but to grasp the ins and outs of a country and observe the direction in which it is heading. Therefore, I am very proud to introduce this work to you, hoping that it will become a vision for China and the world in twenty years. Happy reading!
