Among the tens of thousands of markets across the country, the Liushi low-voltage electrical appliance market may be the one that enjoys the hardest blow. In June 1990, Guofa [1990] No. 29 document of the General Office of the State Council forwarded the "Investigation Report and Suggestions on the Production and Sale of Undocumented and Shoddy Products in Yueqing County, Wenzhou City" by six major ministries and bureaus including the State Bureau of Technical Supervision. The counterfeit and shoddy phenomenon in the city's electrical appliance market was denounced and severely demanded for rectification. "The sale of unlicensed and shoddy electrical products in the low-voltage electrical appliance market in Liushi District has caused serious consequences."

Liushi is the first professional market to be rectified by the State Council. Liushi is one of the top ten professional markets in Wenzhou, and one of the earliest markets in Zhejiang Province. The Liushi incident has repeatedly cast a shadow on Zhejiang's market image. Liushi's "prosperity" is an inexplicable mystery. Those who praise it call it "the starting point of the East" and "the main birthplace of Wenzhou's household industry".Destroyers say it is a "smuggling kingdom" and a "mafia center". But after all, it is still a mystery.

We found a document in the vast sea of texts, perhaps it has something to do with the origin of Liushi. That was the No. 150 document issued by the State Council in 1982.The document decided that all mechanical and electrical products accumulated before 1980 should be scrapped, and the total value of scrapped products was tens of billions of yuan. In this context, the people of Liushi, who are seamless and undrilled, have found their own opportunities. As a result, many scrapped electromechanical equipment "disappeared" on the way to the waste recycling station. As a result, hundreds or thousands of large trucks loaded with mechanical and electrical products labeled as scrapped, drove continuously to Liushi, a small town on the East China Sea.

These scrapped mechanical and electrical products are processed and assembled by farmers in Liushi, replaced with new trademarks, and then sold to all parts of the country. Among them, there are qualified products, which are the contributions made by Liushi people to save national resources.Among them, of course, there are also substandard products, which will become the root of the disaster that will destroy Liushi in the future. But at that time, the Liushi people who were eager to make a fortune really didn't have time to take care of these things. In just a few years, Liushi's market turnover has jumped to the top of Wenzhou's top ten markets, and it once became the wealthiest market town in southern Zhejiang.

In 1984, a long reportage about the miracle of Liushi was published in a large domestic literary journal. The writer wrote passionately: Liushi, this ancient land, is depicting the great changes in the lives of Chinese farmers. It is showing the light of a nation. The title of this reportage is "Oriental Starting Point". All Liushi farmers are immersed in the halo of honor. At this time, the ghost appeared. Liushi Electric's "East Window Incident" began in 1984. Back then, several gas explosion accidents occurred in succession at Jixi Coal Mine in Northeast China, causing many casualties. The shadow of the underground explosion has aroused serious concern. The mine sent people to Beijing for help, and experts from the Ministry of Coal quickly flew to Jixi to investigate.

The results of the investigation came out quickly, and it was determined that the accident was caused by an electric spark generated by the leakage of the miner's lamp. check. All 72 spare parts of the miner's lamp are sent to the quality inspection center. As a result, 13 of the 15 test items failed. track down.Where do spare parts come from? A strange place name surfaced: all from the low-voltage electrical appliance market in Liushi, southern Zhejiang. The situation was reported to the higher authorities, and the relevant central leaders were outraged. The Ministry of Coal Industry immediately issued a "communication order": the accessories of miner's lamps produced in Kunliu City did not meet the explosion-proof requirements, and all subordinate enterprises "are not allowed to purchase electrical products in Liushi" and asked Liushi to stop producing unqualified miner's lamps.

In the spring of 1986, Vice Premier Wan Li visited Liushi. At that time, Liushi had just been hit hard by the Ministry of Coal. The local cadres hoped that the deputy prime minister could leave a few words that would benefit Liushi on the grounds that the peasants were afraid of policy changes. The deputy prime minister said earnestly: "The production of electrical products is different from the production of buttons in places like Qiaotou. The change is up to you, and our policy will not change. If you don't improve the quality, it is impossible to produce such products. of."

The deputy prime minister's motorcade disappeared in the light dust, and his teachings were blown away by the wind in the bewildered eyes of Liushi people.Obviously.Liushi did not take the lessons of the miner's lamp incident seriously. Not long after Wan Li left Liushi, in April, the Ministry of Machinery Industry issued the "Notice on the Results of Surprise Inspection of Low-Voltage Electrical Products in Liushi" to the whole country.According to the report, the China Low-Voltage Electrical Products Testing Center conducts random spot checks on low-voltage electrical products in Liushi. The results were found to be "all ineligible" in each of the major categories.

The Ministry of Machinery Industry clearly requires: "All provinces, autonomous regions, municipalities directly under the Central Government and cities with separate plans for machinery, bureaus (companies)...all units are not allowed to use Liushi products." Immediately, the State Economic Commission and the State Administration for Industry and Commerce sent telegrams to the Zhejiang Provincial Government requesting that Liushi's electrical appliance market be suspended for rectification. During this period, the major domestic news media also showed "merciless" towards Liushi, and the "People's Daily" criticized the news. The reporter even bluntly used the title of "Liushi Electrical Appliance Products Are of Substandard Quality, Users Don't Be Deceived", which is very eye-catching.

The second two heavy punches to Liushi. However, even under such circumstances, some operators in the Liushi market still do not want to repent. They also invented a new method of "operating with registered households", hiding the words "Liushi" on the origin of electrical appliances, or simply buying trademarks from companies outside the province, and repeatedly using improper methods such as bribery and kickbacks in the promotion process. At that time, Liushi District had a population of 340,000, but there were as many as 2,300 electrical appliances factories.Liushi finally ushered in the third heavy punch.

And this punch was so clean and thorough. Just after the issuance of the State Council document in 1990, the six major ministries and bureaus of the country jointly formed a working group, stationed in Liushi, and checked and cracked down on counterfeit goods for half a year. The staff adopted the resolute measures of "blocking along the coast, searching the factories and stores, and cleaning up the streets and alleys". The "bad tumor" was removed bit by bit. On September 4th of this year, Xinhua News Agency issued a press release on this nationwide anti-counterfeiting incident: 1,267 low-voltage electrical appliance sales offices in Liushi have all been closed. All 1,544 household production and industrial households have closed down, the business licenses of 59 outlets dealing in second-hand electrical appliances have been cancelled, and the business licenses of 186 enterprises have been revoked. From the end of June to the end of August, 36,000 boxes of unlicensed, low-quality and counterfeit low-voltage electrical appliances were investigated and dealt with. Liushi paid a heavy price for its indulgence.
