On September 5, 1999, Hsieh Hsieh, Deputy Assistant Secretary of the State Department for Asia and the Pacific, delivered a speech titled "Challenges for China's Sustainable Development" at a symposium for Chinese mainland scholars in the United States, suggesting that the Chinese government's policy towards Taiwan should be changed. The rhetoric of "one country, two systems" and "one country, three systems" show greater flexibility, so as to tell Taiwan that Taiwan is different from Hong Kong.In her view, the mainland must truly have "politicians' creativity" on cross-strait issues and "carrots are as important as sticks", so as to provide incentives for Taiwan's reunification. She also demanded that mainland China should ease its intervention in Taiwan's accession to international economic and technological organizations in order to resolve the Taiwan issue.

Xie Shuli also said, "The mainland's non-use of force is definitely the most important element." The use of force is catastrophic and destructive, and it is the same for the mainland or Taiwan. When the mainland's policies are resisted, one should ask why Taiwan is like this. "Lee Teng-hui cannot be blamed entirely. When the mainland denigrates Lee Teng-hui, he does not know that his policies have sufficient support. These policies are widely supported by public opinion in Taiwan." A number of people from the mainland expressed impassionedly at the venue that Taiwan is an inalienable part of China’s territory, and even if there is bloodshed, they will not hesitate to use force to unify Taiwan, and questioned Xie Shuli’s claim that Lee Teng-hui was based on public opinion. Shouldn't we also respect the public opinion of the mainland people?

Xie Shuli's "one country, three systems" argument put forward by "example" is Taiwan's view that it has involved the substantive issues of cross-strait dialogue, which violates the US's previous position of not intervening in dialogue issues. It is said that the Taiwan authorities expressed dissatisfaction with Hsieh Shuli's "one country, three systems" to the Clinton administration, and the US clarified to Taiwan that this statement did not represent US policy, but was just an example to illustrate that the mainland should be more creative in dealing with the Taiwan issue.

Regarding Xie Shuli's "suggestion", Yu Keli believes that this shows that Xie Shuli, like the US government, does not understand "one country, two systems". In 1997, Yu Keli published the article "The Mission of History and the Requirements of the Times" in the "People's Daily", explaining in detail the core issues of "one country, two systems".He believes that the most realistic, reasonable, practical and positive model for realizing the complete reunification of the motherland is the scientific concept of "one country, two systems" put forward by Deng Xiaoping. With the concept of "one country, two systems" as the basic policy for promoting the great cause of peaceful reunification of the motherland, the Chinese government negotiated successively with the British and Portuguese governments and successfully resolved the Hong Kong and Macao issues left over from history. The smooth return of Hong Kong to the motherland marks the great success of the "one country, two systems" concept.Hong Kong's continued long-term prosperity and stability will further eloquently prove the correctness and practical feasibility of the "one country, two systems" policy with facts. It is the best model for resolving the Taiwan issue and realizing the complete reunification of the motherland. The Taiwan authorities should put the overall interests of the Chinese nation first, proceed from safeguarding the vital interests of Taiwan compatriots, and earnestly consider the issue of realizing the complete reunification of the motherland under the "one country, two systems" model.

In Yu Keli's view, the key to the "one country, two systems" plan is: after the reunification of the two sides of the strait, Taiwan will continue to retain its capitalist system, the same as Hong Kong and Macau, and the economy, social system and way of life will remain unchanged, while the mainland will continue to practice socialism. doctrine system. Both Taiwan and Hong Kong belong to the capitalist system and are the same thing. However, under "One Country, Two Systems", Taiwan's degree of autonomy will be higher than that of Hong Kong, including: Hong Kong cannot have an army, but Taiwan is allowed to maintain its own army and local defense; the mainland does not send any administrative personnel to manage Taiwan's affairs, but Taiwan Managed by local personnel.

Yu Keli later said in an interview with Tang Ben, director of the Asian Studies Center of the Claremont Institute in the United States, that the most important thing is that most Taiwanese people do not really understand what "one country, two systems" is.The Taiwan authorities have stigmatized "one country, two systems".From Chiang Ching-kuo to Lee Teng-hui and Chen Shui-bian, they distorted and smeared "one country, two systems", so that the people of Taiwan have no idea what "one country, two systems" really means. He has visited Taiwan many times, and what he heard is that many Taiwanese people think that "one country, two systems" means that the Chinese mainland will divide the property of the Taiwanese people, that it is a United Front conspiracy, and that the mainland wants to annex Taiwan. He said that if this is the case, he does not agree with such a "one country, two systems".

In fact, "one country, two systems" is to maintain the status quo, and nothing will change in Taiwan.Hong Kong's "one country, two systems" means "the horse runs as it should, and the dance as it dances" according to the popular saying. Taiwan's "one country, two systems" means "the stock market remains the same, and the election remains the same." All ways of life remain unchanged.Taiwan can also save a lot of military expenses and other substantive diplomatic expenses, which can be used to improve the welfare of the common people and carry out infrastructure construction, which will make Taiwan's economy better.

Yu Keli initially studied Hong Kong issues. Before the return of Hong Kong, many of the Hong Kong scholars he came into contact with did not accept "one country, two systems".He believes that the only way for the two sides of the Taiwan Strait to move toward peaceful reunification is "one country, two systems."People on both sides of the strait and Chinese around the world are opposed to using non-peaceful methods, and they all oppose you eating me or I eating you. We hope to solve the cross-strait issue in a peaceful way.The development of Hong Kong is an example. After the return of Hong Kong in 1997, in the financial turmoil, and in the recent trade with the mainland, they have received the support of the motherland. After the reunification of the two sides of the strait, if Taiwan encounters difficulties, the mainland will also extend a helping hand.

Back to Xie Shuli's statement about "one country, three systems".Yu Keli believes that the delay in resolving the Taiwan issue has something to do with the United States. The emergence of the Taiwan issue actually has US factors as well. For its practical and strategic interests, the United States has always intervened in the Taiwan issue in various ways, such as selling arms to Taiwan, using Taiwan to contain China's development, and so on.This policy of the United States will continue. In his view, some people in Taiwan try to "close" to the United States and stay away from the mainland of the motherland. This is really the misfortune of the Chinese people.China has experienced various disasters such as foreign aggression, semi-colonial rule, and domestic divisions, but some people still cannot wake up, and would rather be an accomplice to the West than be their own master. But as the saying goes, flies don't bite seamless eggs. Some people, especially those "Taiwan independence" elements, put on a look of "sadness" at every turn, pitifully begging for "help" from the United States, and hope that the United States will intervene in the Taiwan issue. They have no human dignity. In fact, if you have no national self-esteem, Westerners will look down on you.You may be very excited to get a transit and landing visa, but you are just a tool for others to seek benefits, which is really pitiful!

Yu Keli judged that with the expansion and closeness of cross-strait exchanges and the strengthening of China's national strength, the focus of US intervention will become less and less, and it will eventually be unable to intervene in the Taiwan issue, just like the UK's final withdrawal from Hong Kong. But regarding the current situation, Yu Keli believes that no matter what suggestions the United States puts forward, China still insists that the Taiwan issue is China's internal affairs and does not allow external forces to intervene. He said that China welcomes foreign countries to care about and promote the reunification of the two sides of the Taiwan Strait; however, if they want to interfere in internal affairs, they are absolutely not allowed. This is China's consistent position and attitude, and Xie Shuli is no exception.
