In all ages there has been hotly debated which form of government is best, without realizing that every kind of government will be best in some respects and in others Worst.If it is true for us that the number of administrators should be inversely proportional to the number of citizens, then we can infer that, as a rule, democratic government is suitable for small countries, elite rule is suitable for medium-sized countries, and elite rule is suitable for large countries. It is suitable for absolute monarchy.
