In the early winter of 1932, famine prevailed. The life of the people in the Zhaojin area is very difficult, especially the large number of disaster victims who have flowed in from Shandong, Henan, Shanxi, Sichuan and Guanzhong, waiting for food.Under such circumstances, the Shaanxi-Gansu guerrillas of the Chinese Workers' and Peasants' Red Army and the local party organizations on the Shaanxi-Gansu border decided to carry out the grain distribution struggle as a central link in the establishment of the Zhaojin Revolutionary Base Area. In order to do a good job in the grain distribution struggle, the Red Army, guerrillas, local party organizations, and peasant guerrillas sent a large number of cadres and soldiers into the city and Cunzhuang to mobilize and organize the grain distribution. The method is as follows: 1. Election and establishment of a grain distribution group or committee headed by poor peasants.2. During the food distribution operation, the Red Army and guerrillas surrounded the landlord's manor at night, opened the granary, and distributed the food to the poor people who came with the army by the food distribution team or committee.3. After the food distribution, the Red Army and guerrillas escorted the masses back to the villages.

According to survey statistics. There were more than 30 food distribution struggles in the Zhaojin area, among which the larger ones were in Siping, Xipotou, Liulin Shanximiao, Rangniu Village, Chenjiapo and other villages. Chang Xuexian, Mei Shengyu and other rich men distributed hundreds of shi of grain to the poor and disaster victims. The grain distribution struggle in the Zhaojin area had a great influence.People in surrounding areas such as Duantouchuan, Wufangchuan, Wafangchuan, Malanchuan, and Quyuan followed suit and launched a vigorous struggle for food distribution. At the beginning of 1933, after the establishment of the 26th Army of the Chinese Workers' and Peasants' Red Army, the distribution of food at Xiangshan Temple became the climax of the struggle for division in the Zhaojin area.Xiangshan Temple is composed of three ancient temple groups including Longquan Temple, Baique Temple and Yunya Temple, with a row of halls. The scale is grand. There are nearly a thousand monks and nuns in the temple, and the real estate is about 100,000 mu.Fuping, Yaoxian, Juyi, Chunhua, Heshui and other counties across Shaanxi and Gansu provinces. The monastery earns most of its income from rent collection, storing grain and storing cloth. At that time, thousands of hungry people gathered under the temple, just as the Second Regiment of the 26th Army of the Chinese Workers' and Peasants' Red Army passed by.The Red Twenty-Sixth Army decided to open a warehouse in Xiangshan Temple to help the poor.In order to absorb more poor people into the food distribution struggle. The Red Twenty-Sixth Army and Party organizations at all levels in Yaoxian, Zhengning, Fuping, Xunyi, Chunhua and other counties carried out emergency mobilization, calling on the victims of the disaster and the impoverished people who had no food or food to go to Xiangshan Temple to participate in the food distribution struggle .After hearing the news, people from all over the world flocked to Xiangshan Temple to distribute food every day. There were more than 100,000 people in total.During the grain distribution period, the Second Red Regiment held numerous massive mass meetings, and elected poor peasants such as Wednesday to form a grain distribution committee, which was responsible for specific tasks such as over-elevation and fighting.Propagating to the masses the great significance of the party's land revolution policy and the establishment of the Soviet regime.Mobilize the masses to establish peasant associations and guerrillas. The people who received the food gratefully called the food they received "life-saving food" and the Red Army "life-saving benefactors".

The success of the grain distribution struggle greatly enhanced the revolutionary enthusiasm of the poor people and laid a relatively solid foundation for the further establishment of the Shaanxi-Gansu Bianzhaojin Revolutionary Base.
