Qin Wushan (1913-1971), formerly known as Liu Beicheng, was born in Qincheng Village, Dudian Township, Taiyang, Shaanxi. Joined the Communist Party of China in May 1932, served as Secretary of the Special Branch of Taiyang County, Shaanxi Province in July, and served as a member of the Shaanxi Provincial Committee of the Communist Party of China in October. In February 1933, he disguised himself as a disaster victim and worked for the disaster victims in Xi'an City. In March 1933, he worked in the Shaanxi-Gansu Border Special Committee as a political commissar of the Fifth Detachment of the Guerrilla General Headquarters. In May, he served as a member of the special committee of the border area, and in August, he succeeded Jin Like as the secretary of the special committee of the Shaanxi-Gansu border area.When the Red Second Regiment of the 26th Army of the Red Army went south, together with Xi Zhongxun and Li Miaozhai, they persisted in the mass struggle in the base area under difficult circumstances.

In August 1933, he participated in the Chenjiapo meeting convened by the Fourth Red Regiment, the Yaoxian Guerrilla Team (three detachments), the Anti-8th Volunteer Army led by Wang Taiji, and the special committee of the border area, and supported the correct proposition of the Red Army, the Volunteer Army, and the guerrillas acting in unison. In January 1934, he returned to the Provincial Party Committee to report on his work.Later, he served as the chief of the mass section of the local department of the former enemy general headquarters of the Red First Army, and the director of the Democratic Movement Department of the 129th Division of the Eighth Route Army.

From 1941 to 1949, he served as deputy director of the Salt Affairs Bureau of the Shaanxi-Gansu-Ningxia Border Region, director of the Democratic Movement Department of the Political Department of the 8th District of the Shanxi-Gansu-Ningxia Border Region, deputy director of the Political Department of the 358th Brigade of the Jinsui Joint Defense Army of the Shaanxi-Gansu-Ningxia Border Region, and the No. Political commissar of the Third Brigade and Fifth Regiment, deputy political commissar of the Huanglong and Dali military divisions, director of the Political Department of the Ningxia Military Region, etc.

After 1950, he served as deputy political commissar of the Weinan Military Division, director of the Political Department of the Military Division, and deputy director of the Civil Affairs Department of Shaanxi Province. He was attacked and persecuted during the "Cultural Revolution" and died on July 24, 1971. In mid-1979, he was rehabilitated by the Shaanxi Provincial Party Committee and was a member of the Third Committee of the Shaanxi Provincial Political Consultative Conference.
