自然有办法。 要知道,文官与文官可不一样,诀窍就在于宋子文是个管钱的文官。那年头,只要你手上有钱,什么事不能办?又有什么事情办不成?(当然现在可能也是如此) 宋子文之所以能被封为“财神爷”,并非徒有虚名,攒钱那是很有一套的。 Where does the money come from?其实就是收税,重点抓的是盐税。 盐的利润大啊。早在清代,就有天下盐商最富的说法,可以说,整整一座扬州城的繁华,都是用盐商的钱堆起来的。 但正因为利润大,漏洞也就大,官商勾结、偷税漏税的现象屡禁不止,以至于一网撒下去,国家收不到几个钱,全被各个食物链上的大小虾米和私盐贩子捞去了。 针对这种情况,身为财政部长的宋子文不得不下狠心进行制度改革,搞“大部制”,把原有的三个管理机构并成一个,并开始着手建立直属财政部的税警部队。 这就是税警总团的由来。 本来只是一个缉查大队的规模,从理论上来说,职权也仅限于抓私盐贩子和保护盐场。可是在宋子文的领导下,它后来竟然发展到与黄埔军校教导队一个档次了。 没办法,谁让人家是财政部长,有钱。 税警总团的军费,是财政部出的,财政部的这笔钱,又是从盐税里拨的。 盐税收上来,不管多少,当然得由国家统一调拨,不是财政部一家所能做主的。 问题是这笔钱,却是洋人让给的,连老蒋都管不了。 当初孙科之所以下台,一个重要原因就是缺钱,而之所以缺钱,又是因为宋子文不肯帮忙。 说起来,这宋家当年真是不得了,估计要三百年才能出此一家。除了涌现出两个第一夫人外,作为长子的宋子文也是一个能靠自己混饭吃的牛人。 小宋不仅会收税,还善于向洋人借钱。 人家老外不是傻瓜,可不是凭你点个头、哈个腰,就肯把钱借给你用的。 第一要看身份,第二要看素质,第三要看你跟他们说不说得到一起去。 显然,这些条件宋子书完全具备。所以,他能从外国银行借到钱,别人就没这个本事。 借了钱自然要还。政府收上来的盐税,有一部分是专门用来偿还八国银行团借款的。但是这里面实际上存在着猫腻。 因为要还的借款不是一点半点,和你交情不好,可以要求限期还清,而如果跟你交情不错,他也可以缓一缓,今年还一点,明年还一点,或者今年少还一点,明年多还一点。 全在老外一句话。 还老外的少了,多出来的部分就顺理成章地拨给税警总团做军费。 没多久,税警总团便成了全国最阔的一支部队。 起初只有两个团,不过它的团编制很大,一个团相当于别人的两个团。 按说招的人不算少了,可你很难进得去。 那会儿不是现在,想参个军没准还得开后门。那时候如果不是日子实在过不下去,是没多少人愿意主动去干这份高风险工作的。 正所谓:好铁不打钉,好男不当兵。更有老辈人传下来的一句骂人话,叫做“丘八子”。丘八子者,上丘,下八,即为兵。 这与我们当时的夙敌日本有较大差距。 在日本,当兵可是个热门专业,称得上是理想与现实的最佳结合体,不仅富家子弟要借此光耀门庭,穷人家更把它作为一个理想出路。所以,我们看日本军队里面,不光是军官,甚至连很多士兵都有一定文化(至于他们为什么在中国表现得极其野蛮和无教养,那就是另外一个关于战争如何把人变成兽的话题了)。 等到“二战”结束,这些人甚至都可以回去当导演或者作家。比如那个著名的,如果刨去其中对于残暴和罪行的记述,文笔还是蛮流畅的(原谅我用这个词),而东史郎也只不过是日军中的一个上等兵而已。 文化素质有不小差距,这也是造成中日军队战斗力不同的一个不容忽视的因素。 须知,打仗不光是勇敢就行,很多时候也是要靠脑子的。 那么,为什么在我们这里,大家都不愿意去当兵呢? 很简单,没好处。 岂止没好处,坏处多了去了。 首先一个,当兵的没社会地位,被人看不起。这个大概是有些历史传统的,打宋朝时就开始了。想当初,狄青那么巨猛的一个人,为反击异族入侵立下过汗马功劳,就因为人家是当兵的出身,后来再怎么使劲补文化课都不行,所谓的士大夫阶层就是看他不起,结果郁郁而终。自此以后,三百六十行,不管怎么排,当兵的总是垫底,差不多要跟乞丐坐一块儿了。 而在民间,一方面是由于大多数中国老百姓都属于有中国特色的良民,说难听点,就是在性格上比较胆小怕事,平时杀只鸡还没问题,说到杀人脸色就变了。 这位可能要问,那你前面不是提到过东北锦西的民风很强悍吗(就是日本兵拿了他一捆草,他就准备把一群日本兵全给宰掉的那个),这种地方有(同类例子还有后来的广西湖南),但不算太多,多数还是像江南人这种性格的,有一些懦弱,有一些胆小,说来说去都不是敢闹事的料。 另一方面,由于历朝军队扰民过甚,有时剿匪的比土匪还土匪,导致在老百姓心目中,“当兵的人”名声越来越差,渐渐就成了“丘八子”这样不招人待见的货色。 当然了,如果待遇足够好,还是有许多不甘寂寞的人乐于去当兵的。问题是当兵的待遇实在不咋的,本来就拿不到几个饷银,还老拖欠工资(这点连中央军都不能幸免),如果碰上个不厚道的长官再从中克扣点什么的,你基本上就只能等着去喝西北风了。 就算饷银很少或基本没有,对一些人来说,当兵这份工作仍然具有一定吸引力,因为至少它可以让你吃上两口饱饭。 我们得想想那是什么时候,万恶的旧社会嘛,有口饭吃比什么都强。 但是且慢,如果我告诉你,这可能要以送命为代价,你还干吗?
