Seven days before this speech (April 23, 1951), Chiang Kai-shek gave a lecture on "The Importance of the Personnel System and the Method of Examining Talents", and he also sighed like this: From the thirteenth year of the Republic of China to the present, after twenty-seven years, we have successively completed various tasks in the Eastern Expedition, Northern Expedition, Suppression of Bandits, and Anti-Japanese War. So many wars have been won, and such great undertakings have been successful, but we still have to suffer the same severe hardships as the year before. The failure, the so-called revolution and founding of the country, became just a dream, without any results.

Isn't this kind of lament and lament that retreating to an isolated island, "it's just a spring dream" is just the confession of a Ningbo merchant who has been busy all his life "without any results"?Although there are only isolated islands left for merchants in Ningbo, after the spring dream, it is better to have an isolated island than to have no isolated island. The biggest advantage is that it can provide Chiang Kai-shek with the joy of writing empty promises while the army is defeated.He wrote checks for "counterattacking the mainland" on the isolated island. There are many checks before and after. Comparing them one by one can give us a comprehensive understanding of the credit of Ningbo merchants.His check to counterattack the mainland was first seen on June 26, 1949, in his speech at the military conference in the southeastern district of Taipei. He talked about "the history of our party's revolution and the causal relationship between success and failure", and once said:

I think that if our general senior generals can be passive, not corrupt, not smuggling, not empty-handed, and not disturbing the people; Then the fighting spirit and strength of our troops will definitely recover in the shortest period of time, and within three years, we will definitely be able to eliminate the Communist bandits.In order to strengthen everyone's will, and to guide everyone's goals and progress, I put forward a few simple slogans today. I hope you will never forget it, work together, and carry it through.These slogans are: 1. Humiliation and revenge against the country.Swear to destroy the Communist bandits and complete the revolution.

Second, streamline the administration and reduce the number of units.Automatically downgrade and enrich combat power. Three, six months of training, innovative spirit.Counterattack in one year, success in three years. Here, Chiang Kai-shek clearly stated that "counterattack in one year, success in three years" is his timetable. "One-year counterattack" is the starting point on the timetable, and "three-year success" is the end point on the timetable, and the statement is not ambiguous at all.Of course you have to keep your word, but at the end of the year, Chiang Kai-shek proposed a new timetable, and the original timetable was automatically invalidated.On March 13, 1950, Chiang Kai-shek gave a lecture on "The Purpose and Mission of Reinstatement", which had the following words:

Here, Chiang Kai-shek obviously changed the timetable. A year ago, the "one-year counter-offensive" check was still in my ears, but when the year came, it changed suddenly and became a "two-year counter-offensive". It didn't matter if the "one-year counter-offensive" turned into a "two-year counter-offensive". Two months later, Chiang Kai-shek suffered another defeat, and Zhoushan and Hainan retreated one after another.On May 16, 1950, he gave a speech on the Taiwan Radio Station, "Letter to the Compatriots on the Mainland for the Retreat of the Zhoushan and Hainan National Army." There are these words:

Now let me clearly report to you the fundamental plans and steps that the government decided at that time: the first step is to concentrate all forces; the second step is to consolidate Taiwan and its satellite islands; Revive the Republic of China and build an independent and free new China based on the Three Principles of the People. Therefore, half a month ago, we withdrew the troops in Hainan, and today the troops in Dinghai are also actively concentrating on Taiwan and its satellite islands. This is the first step of my plan after my reinstatement has been fully realized... Chiang Kai-shek went on to say:

I can tell you with certainty that if the Communist bandits invade Taiwan in the next three months, it will be an opportunity for our national army to take advantage of the victory and counterattack the mainland. In this way, after three months, we can formally counterattack the mainland.If the communist bandits still dare not invade Taiwan, then we must complete our preparations for counterattacking the mainland within a year, and we will be able to launch a counterattack against the mainland within a year at the latest. What is the necessary relationship between whether the enemy comes or not?From three months to one year, using this argument of "waiting for the enemy not to come" to decide whether to counterattack or not is incompatible with any art of war in ancient and modern China and abroad.Although Chiang Kai-shek wrote a check for the counter-offensive theory in March, his budget was still biased towards "one year later", so he said earnestly, telling everyone to stay calm: Now I will repeat the government's plan to counterattack the mainland in four sentences to my compatriots, which is "one year of preparation, two years of counterattack, three years of mopping up, and five years of success."I hope that you will bear the hardships, work hard, and follow the determined steps and period to prepare for your future actions to respond to the national army's counterattack. Here, we clearly see that Chiang Kai-shek's check for counterattacking the mainland was changed from the theory of counteroffensive in March to the theory of counteroffensive in two years. The words are clear, and it is natural for the compatriots to obey the order "according to the determined steps and period" and prepare "to respond to the national army's counter-offensive operations in the future".However, an interesting change is: on March 13th of this year, Chiang Kai-shek also said that "the sweep of the Communist bandits will be successful in three years", but only two months and three days later (May 16th), he changed his words It is said that "three years of mopping up, five years of success".This gap is too fast, right?The date of Chiang Kai-shek's reinstatement was March 1, 1950. Thirteen days later (March 13), he said, "Sweeping out the Communist bandits will succeed in three years."However, fifty days later (May 2), the Communist Party took Hainan Island; sixty-four days later (May 16), the Communist Party took the Zhoushan Islands, probably because of failure. The period was quickly changed to five years. This timetable of when to counterattack and when to succeed can change at will. Isn't it interesting to compare it? Chiang Kai-shek said this in 1959; in 1959 he said "in another ten years", It was 1969.Here he clearly stated that by 1969, "if the time limit of 'ten years of reunion, ten years of lessons' has passed, and the counterattack and restoration of the country cannot be achieved, then any hope will be shattered."Now, 1969 has long passed, 1979 has long passed, 1995 has come, and Chiang Kai-shek has been gone for 20 years.All the timetables have become death certificates following his departure.However, death certificates belong to death certificates, not death without evidence.
