After Chen Duxiu was preparing to establish the Communist Party in Shanghai, Zhu Qianzhi, a Peking University student and anarchist, wrote to him, saying: "For the sake of the people's freedom, I swear against you." Wei Jingsky was very fond of Dai Jitao at first, and he hoped that Chen Duxiu, Dai Jitao, and Zhang Dongsun would be the first to initiate the organization of the Communist Party of China.When Sun Yat-sen learned about it, he cursed Dai.When drafting the party program, Dai saw that "Party members should not be bourgeois officials or join bourgeois political organizations", and said: "I have a very different relationship with Sun Wen, and I dare not accept this." In July 1921, the first congress of the Communist Party of China was held in Shanghai. Chen Duxiu, who was the minister of education in Guangzhou, did not attend because he was busy raising funds for the preparatory school of Guangdong University. The delegates finally elected Zhang Guotao to preside over the meeting.Chen Duxiu wrote to Zhang Guotao and put forward 4 comments on the meeting.The meeting lasted until the evening of July 30, when it was interrupted due to an unexpected incident of intrusion by Bao Inquiry, and the meeting was moved to Nanhu, Jiaxing, Zhejiang on the second day.

After the "One Great Congress" ended, Ma Lin, the representative of the Communist International, asked Bao Huiseng to return to Guangzhou and invite Chen Duxiu to Shanghai.He believes that since Chen Duxiu is the secretary of the Central Bureau, he must return to Shanghai to take responsibility, and "there is no country where the leader of the Communist Party is an official in a bourgeois government." On August 17, Chen Duxiu resigned to Chen Jiongming, who was commanding the Cantonese Army in Guilin to fight against Lu Rongting, on the grounds that he had a serious stomach problem and needed to go back to Shanghai to recuperate, but Chen Jiongming refused.Chen Duxiu cut first, then played, and left.
