Jiao Yulu (1922-1964), male, Han nationality, from Zibo City, Shandong Province, a member of the Communist Party of China. He joined the work in 1946 and was Secretary of the County Party Committee of Lankao County, Henan Province before his death. In December 1962, after Jiao Yulu was transferred to the county party secretary of Lankao County, facing the three major disasters that endangered the people's production and life - waterlogging, sandstorm, and salinity, he led the people of the county to devote themselves to the struggle of sealing sand, controlling water, and improving land.He always appears in front of the masses when they are most difficult and need help the most.He has all the people in the county in his heart, except himself.He led the people of the county to work hard to plant trees and control sand, and achieved remarkable results. In May 1964, Jiao Yulu died of liver cancer at the age of 42.He was hailed as "the model of the county party secretary". In 1966, he was recognized as a revolutionary martyr by the Henan Provincial People's Government.

Jiao Yulu was born on August 16, 1922 in a poor family in Beigushan Village, Gushan Township, Boshan District, Zibo City, Shandong Province.Forced by life, he only studied for a few years in his childhood and then participated in labor at home. During the Japanese and puppet rule, life in Jiao Yulu's family became more and more difficult.His father Jiao Fangtian was desperate and was forced to hang himself.Jiao Yulu was captured by the Japanese invaders many times, beaten, imprisoned, and then escorted to Fushun Coal Mine to work as a hard laborer.Jiao Yulu couldn't bear the cruelty of the Japanese invaders, so he escaped from the tiger's mouth in the autumn of 1943 and returned home.Unable to survive, he fled to Suqian County, Jiangsu Province, and worked as a long-term laborer for a landlord family named Hu for two years.

After the victory of the Anti-Japanese War in 1945, Jiao Yulu returned to his hometown from Suqian County.Although his hometown had not been liberated at that time, the Communist Party had led the masses to carry out revolutionary activities here, and Jiao Yulu volunteered to become a militiaman.After serving as a militiaman, he participated in the battle to liberate Boshan County. Jiao Yulu joined the Communist Party of China in his village in January 1946.Soon, he formally participated in the work of the armed forces of the county, led the local militia, and insisted on guerrilla warfare.Later, he was transferred to the Bohai region of Shandong Province to participate in the land reform review work and served as the team leader.

In the later period of the War of Liberation, Jiao Yulu left Shandong with the army, arrived in Henan, and was assigned to work in Weishi County until 1951.He has successively served as deputy district chief, district chief, deputy secretary of the district committee, and deputy secretary of the youth league county committee.Then he was transferred to the Chenliu Prefectural Committee of the Youth League and the Zhengzhou Prefectural Committee of the Youth League, and served as the propaganda minister and second deputy secretary of the Youth League Prefectural Committee. In June 1953, Jiao Yulu responded to the party's call and was transferred to Luoyang Mining Machinery Manufacturing Factory to participate in industrial construction.He served as the workshop director and section chief in this factory.During this period, Jiao Yulu also went to Dalian Crane Factory as an intern for more than a year. In June 1962, in order to strengthen rural work, Jiao Yulu was transferred back to Weishi County and served as the secretary of the County Party Committee Secretariat.In December of the same year, Jiao Yulu was transferred to Lankao County and successively served as the second secretary and secretary of the county party committee.

Lankao County is located in the old course of the Yellow River in the east of Henan Province. It is an old disaster area suffering from sandstorms, salinity, and waterlogging.The year Jiao Yulu set foot on the Lankao land was the year when the area suffered from severe natural disasters for three consecutive years, and the county's grain output fell to the lowest level in history.From the next day, he went deep into the grassroots investigation and research.With his body suffering from chronic liver disease, he traveled to more than 120 of the more than 140 brigades in the county for more than a year.

On May 14, 1964, Jiao Yulu died of liver cancer at the age of 42.His only request to the organization before his death was that after his death, "transport me back to Lankao and bury me on the sand. I didn't cure the sand dunes while I was alive, and I will watch you cure the sand dunes after I die." Jiao Yulu lived in this world for only 42 years, but he touched generations of Chinese people.Every year on May 14th, the anniversary of Jiao Yulu's death and Qingming Festival, tens of thousands of people come to Lankao, Henan spontaneously from all over the country to commemorate this good public servant who wholeheartedly serves the people.
