Luo Shengjiao (1931-1952), a native of Xiangzi Village, Xinhua County, Hunan Province, was born in a poor peasant’s family in 1931. Luo Shengjiao, born in 1931, is from Xinhua County, Hunan Province.Originally named Yucheng, a native of Songshan Township, Xinhua County.When he was young, he studied in Weixin Primary School and Wende Primary School, but dropped out of school because of his poor family. Due to his poor family, Luo Shengjiao did not go to elementary school until he was 11 years old, and dropped out of school after only one and a half years.In order to have something to eat, his father sent him to become a Taoist priest. At the age of 14, he had to work in the grocery store owned by his uncle in the town. In 1949, Luo Shengjiao's hometown was liberated.In November of this year, he joined the Chinese People's Liberation Army and became a student of the Xiangxi Military and Political Cadre School.Luo Shengjiao's education level is low, and he finds it difficult to listen to the lectures, can't grasp the key points, and can't take notes completely.In order not to fall behind, every time after class, he would borrow other people's notes, compare them with his own, check for gaps, and then copy them neatly with a pen.During the construction of the school, a tree that fell in the river needs to be carried to the bank to build a bridge.Luo Shengjiao was the first to jump into the icy river.Driven by him, twenty or thirty students in the class jumped into the river, and finally dragged the tree ashore and built a bridge. On February 1, 1950, Luo Shengjiao joined the Chinese New Democratic Youth League.

In April 1951, Luo Shengjiao responded to the party's call, joined the Chinese People's Volunteers, and went to North Korea with the troops.Served as the secretary of the reconnaissance team of the 141st Division of the 47th Army of the Volunteer Army.In North Korea he participated in the 1951 position defense operation. During his days in North Korea, Luo Shengjiao always felt the deep friendship of the North Korean people. He forged a deep friendship with the fellow villagers in Shitianli, Seongcheon County, South Pyongan Province.He often helped the landlord's aunt to carry water and chop firewood, and the villagers all praised Luo Shengjiao for his good behavior.

In the early morning of January 2, 1952, Luo Shengjiao and his comrade Song Huiyun went to the river to practice throwing grenades.It was the middle of winter, and the river was covered with thick ice and snow. Several North Korean teenagers were skating, laughing.Suddenly, there was a cry for help, and one of the teenagers named Cui Ying fell into the ice hole!Luo Shengjiao grabbed his hat, threw it on the ground, bent over, and rushed over.He quickly took off his clothes while running, and then jumped into the glacier.After a while, Luo Shengjiao came out of the river, took a deep breath, and got into the water again.After a while, Luo Shengjiao finally lifted the fallen Cui Ying out of the water.When Cui Ying clasped her arms on the ice and climbed up, suddenly, with a crash, the ice collapsed again, and Cui Ying fell into the water again with her body and ice.At this time, Luo Shengjiao's whole body was purple with cold, and his physical strength was almost exhausted, but he dived into the water again, and it took a long time to push Cui Ying out of the water with his head and shoulders.At this time, Song Huiyun had already dragged an electric pole to the river, and Cui Ying hugged the electric pole and was pulled ashore.People were eagerly waiting for Luo Shengjiao, but he never came up again.

In February 1952, the leading organ of the Chinese People's Volunteers awarded Luo Shengjiao a special class posthumously, and posthumously awarded the title of "First Class Model of the Chinese People's Volunteers for Caring for the People".In April of the same year, the Central Committee of the Chinese New Democratic Youth League posthumously awarded him a "Model Youth League Member". In June 1953, the Standing Committee of the Supreme People's Assembly of the Democratic People's Republic of Korea awarded him the First Class National Flag Medal and the First Class Soldier Medal of Honor.In order to commemorate Luo Shengjiao forever, the Korean government and people changed the name of Shitianli to "Luo Shengjiao Village", the Lizhao River to "Luo Shengjiao River", and the cave mountain where the martyrs were buried to "Luo Shengjiao Mountain". "And the Luo Shengjiao monument, on which is engraved with an inscription written by Prime Minister Kim Il Sung: "The internationalist spirit of the Luo Shengjiao martyrs will coexist with the Korean people forever."
