Memoirs of Peiqi Gerrard 葛佩琦 2175Words 2018-03-16
On December 25, I went to the reception station of the Appeal Office of the Central Organization Department to appeal. There was already a long line of petitioners. When I received the registration form, the cadre asked me what my name was?I said: I understand Ge Peiqi.Immediately, several petitioners gathered around to ask questions. One person said: I never thought you were still alive! The cadre sent me a registration form and a call number.According to this number, I have to wait until the third day before being received for a conversation.A petitioner said to me: I will be able to answer my number in a while. If we change numbers, you can answer first. With great gratitude, I changed the number for the call with him. When the cadre received the number, I gave the number to the cadre along with my completed registration form. The cadre looked at the registration form and asked, are you Ge Peiqi in 1957?I said: yes.He said: You wait outside first.I muttered in my heart: I, a "rightist" in 1957, was discriminated against everywhere. Could it be that I was also discriminated against when I went to petition? After a while, the cadre called me into the room again. He said, I called my superiors, and the leading cadres will meet you. You should go to the reception room at the front door. The petitioners next to me were a little strange. They said: They only saw petitioners at the front door and were assigned to receive them at the back door (complaint office), but they never saw petitioners at the back door and were assigned to receive them at the front door. Some people continued to say that this is a new measure of Hu Yaobang's appointment as the Minister of Organization.

I went to the reception room at the front door of the Central Organization Department. These are two houses facing north and south. There is plenty of light and the interior is elegant. There is a desk on the east end and sofa chairs around it.The comrades in the reception room were friendly and courteous, and asked me to sign the guest register. She asked me to sit down while she was on the phone.About 10 minutes later, a cadre came from the office building and invited me to the reception room.He poured me a cup of tea first, and then asked me where I lived and a brief situation. She said: The leader received you, but today the leader went to a meeting; please come the morning of the day after tomorrow (December 27).

At 8 am on December 27, I arrived at the Central Organization Department. After a phone call, Comrade Wang Ziji took me to the upstairs reception room.He said: Director Hao of the Propaganda and Education Bureau received you. After waiting for a while, Director Hao came to the reception room.As soon as he entered the door, he shook my hand warmly and called me "Comrade Ge Peiqi".This is the first time I have heard cadres call me "comrade" in many years. I am excited and feel warm!It aroused my sense of glory as a member of the Communist Party!Because people who are detained in prisons are not allowed to address "comrade".Occasionally, if you are not careful, you will be criticized for calling "comrade".I came to the Organization Department of the Party Central Committee today and received such an honorary title. I feel that this is a political concern for me, and it relieves my inferiority complex that has been formed due to years of political repression.

Director Hao asked me how I was released from prison and how I returned to Beijing. He said: Comrade Hu Yaobang is very concerned about rehabilitating unjust, false and wrong cases. If you have any requests, you can try to raise them as much as possible. Don't worry. After I stated my historical experience and the situation of being wronged, I made three requests: (1) request to restore my party organization relationship; (2) request to correct the wrong decision to label me as a "rightist"; Rehabilitation case.Director Hao said: You write me a copy of the problems you want to solve, and I will approve them to Renmin University of China for review and processing. He also said: You'd better ask to correct the mistakenly labeled rightists first, because if you don't correct the wrongly labeled rightists, you can't restore your party membership.I asked again: I broke into the enemy's camp to do underground work, and I was sent by the party organization, step by step, with evidence to check, and no one raised objections even in the "anti-revolutionary movement"; "In the middle, was he suddenly arrested?"Director Hao said that this question should also be asked at Renmin University.

Not long after January 1979, I sent the written materials to Director Hao of the Central Organization Department. In early April 1979, I went to Renmin University of China to inquire about how to deal with my "rightist" issues.I met the person in charge of the rightist hat removal office. He said that the Central Organization Department has forwarded your appeal materials, and we are reviewing them.I told him that my "speech" was published in the "National People's Congress Weekly" on May 27, 1957, which distorted the original meaning of my speech. I immediately made a correction to the party committee, and comrade Nie Zhen, deputy secretary of the party committee, interviewed me.My "speech" published in "People's Daily" on June 8 of the same year was completely inconsistent with my original speech.I wrote to the editorial department of the People's Daily on June 9, requesting a correction.According to the policy announced by the central government, the "speeches" I have corrected cannot be used as a basis for classifying rightists. He said, let's do some research.

On November 12, 1979, the party committee of Renmin University of China sent me the "Review Conclusion on Ge Peiqi's Rightist Problem".Since it was still based on the false accusations against me that were published in newspapers in 1957, the "Reexamination Conclusion" still stated that I "does not belong to wrong designation and will not be corrected."I immediately said: I do not agree with this "review conclusion", and I will continue to appeal. The next day I took the "review conclusion" and my "speech" published in the "National People's Congress Weekly" in 1957 to the Beijing Legal Counsel Office for consultation. The lawyer asked me: Before publishing your "speech" in the newspaper, did you ask for your consent?Have you signed the manuscript that the newspaper is about to publish?I said that before my "speech" was published in the newspaper, my consent was not sought; I have never seen the manuscript, and of course I did not sign it.Not only that, but after I saw the "speech" published in the "National People's Congress Weekly", I immediately went to the Party Committee of Renmin University to make corrections, and there is evidence to check. Then the lawyer said that the speech published in the newspaper without your signature and consent has no legal effect and cannot be used as the main basis for classifying rightists.Your corrected "speech" should not be used as the basis for punishing you.

Based on the reply from the Beijing Legal Counsel Office, I started a new round of appeals and appeals. At that time, the departments responsible for solving the rightist problem in the Party Central Committee and the State Council included the Central Organization Department, the Central United Front Work Department, the State Council, and the Ministry of Public Security.I petitioned various relevant departments many times and wrote complaints to the leaders of various departments. The staff received by each department said: "The conclusion of the re-examination" has been approved by the relevant parties, and it is inconvenient for us to ask. Some people said that the resistance was too great and there was nothing they could do to help. After several months of petitioning, I went all over the relevant departments of the Party Central Committee and the State Council, but nothing worked, and I was at the end of my rope.Well-meaning relatives and friends also persuaded me: Don't waste your energy in vain if you are overwhelmed by a higher official. But I firmly believe that the Communist Party seeks truth from facts, and practice is the criterion for testing truth. So I decided to start the third round of petitions and complaints. For the third time, I took turns to appeal to various departments. When I arrived at the Organization Department of the Central Committee, a young comrade with policy skills told me: Your problem has been finalized. Without instructions from the Central Committee, it is difficult to bring it back to life. This is an important inspiration for me.
