It was not until 1946 that Zhou Enlai negotiated with the new Northwest Operation Director of the Kuomintang and Chairman of Xinjiang Province, Zhang Zhizhong. More than 100 Communists were released from prison and escorted back to the Shaanxi-Gansu-Ningxia Border Region by special vehicles.
