During the Great Revolution, the party actively trained Taiwanese party members and Taiwanese cadres in the revolutionary base areas of Guangdong, Shanghai, Xiamen and other places, and carried out revolutionary propaganda activities for Taiwan.The Whampoa Military Academy, where Comrade Zhou Enlai served as the director of the political department, specially absorbed several groups of Taiwanese youths to study in the school.

Since 1972, there have been many Taiwanese students studying in the United States and famous Taiwanese patriots returning from the United States to visit. Premier Zhou met them many times. When he was seriously ill, he still received Taiwanese compatriots cordially, listened patiently to their opinions, and explained in detail the party's Taiwan policy.Taiwan compatriots living abroad all feel warm and excited. In 1973, in response to Lin Biao and the "Gang of Four" attacking and persecuting Taiwan compatriots, Premier Zhou gave clear instructions: implement policies for Taiwanese cadres, dispel doubts, and make reasonable arrangements for their use.

Once, Premier Zhou saw from the State Council's "Letters from the Masses" that the units of three Taiwanese compatriots did not implement policies for them, and immediately instructed the Central Organization Department and two Taiwanese Central Committee members to call the provincial party committees of the three provinces. Called, asked them to send people to investigate, and later instructed these three Taiwan compatriots to come to Beijing to attend the meeting of Taiwan Province to negotiate and elect representatives to the Fourth National People's Congress.Premier Zhou has a lot of opportunities, and he still cares about Taiwan compatriots in every possible way. In 1973, when the Tenth National Congress of the Communist Party of China was held, Taiwan Province, as a unit, produced 2 deputies to the Ten Tenth Congress, and during the Fourth National People’s Congress, Taiwan Province, as a unit, produced 12 deputies to the National People’s Congress. to cultivate.The implementation of this policy is inseparable from Premier Zhou's care. Premier Zhou gave great care and support to the people of Taiwan in their anti-imperialist and anti-Chiang patriotic struggle. In May 1967, the Headquarters of the Taiwan League put forward a plan report on holding a symposium commemorating the 10th anniversary of the "May 24th" Anti-American Patriotic Demonstration in Taiwan.
