其实秦文彩心里苦啊，前些年他从四川“牛棚”里出来，受命赴阿尔巴尼亚指挥了一场油井灭火战斗后，算是获得“解放”。后被余秋里留在北京，在当时的燃化部“油开组”任组长，参与了当时全国石油生产与规划的全过程，所以十分清楚中国海上找油的艰苦与辛酸历程。中国的南海、东海和渤海湾有油的事实早已在上世纪五六十年代时被我国自己的石油部门和地质部门所证实，但由于我们自己没有海上勘探石油的基本设备，其工作进展基本处在停顿状态。中国的海上石油勘探靠的啥设备？秦文彩知道。1960年，石油部在莺歌海打的第一口海上勘探井叫“英冲井”，用的竟是一艘方驳船装上陆地用的那种最简陋的“三角井架”打的一口井，该井水深15米、捞得原油150公斤。这就是被石油人戏称的“中国海洋石油第一吻”。1964年，在石油部和广东省及南海海军的共同努力下，用两个500吨浮筒作基础，上面连接钢架制成的一个宽17米、长22米的平台，这就是中国的“南海一号”。它后来打的“海一井”，就是中国人第一次用自己设计的海上钻井平台，第一次按照严格的科学程序进行的海上石油勘探。康世恩后来常说的“中国海洋石油靠的是两个筒筒起家”，指的就是这个。南海石油勘探后来一直延续进行着，但因南边的战事连绵不断，加上我国的海上勘探设备和调查装备都不能适应海洋石油勘探的特殊性，所以一直到“文革”结束时，整个中国海洋石油事业仍没什么进展。 秦文彩一边听老船长聊着墨西哥湾的种种传说和石油开采的往事，一边不由想起自己在渤海湾的那一次海上经历—— 这是1972年秋天的事。有一天秦文彩突然接到部里的指令——他已经习惯于这种突然的指令，早在川中担任矿务局局长时指挥过那场特大的扑灭井喷事故后，他竟然意外地成了石油部的“灭火专家”，哪里一出现井喷一类的事故，“找秦文彩”差不多成了石油部上下的一句专用语！这次秦文彩接受的任务不一样，是因为井喷发生在海洋里作业的钻井平台上，而这一次抢险也让秦文彩知道了海洋钻井平台和海洋打井是怎么回事。 那次井喷事故是我国自行研制的第一台海洋钻井平台——“渤海一号”，在渤海湾“渤井17号”施工时突然出现的。当时平台上有六七名石油职工，加上“渤海一号”钻井平台本身设计上的缺陷，井喷后舱内迅速囤积了大量海水……在石油人的生命和国家财产面临一场浩劫的紧急关头，秦文彩又被调来指挥这场特殊的海上灭火战斗。 This is how to 先不说从何处下手，仅在准备灭火的油水船上颠簸一天就够受的了。俗话说：海上无风三尺浪。第一次出海，秦文彩感觉自己的双脚就是不听指挥，船来回一摇摆，五脏六腑就跟着翻跟斗……那难受劲儿使你只有一个想法：吐！直想把肠子吐个精光。 经过数小时的拼搏，油水船总算靠近钻井平台。可当秦文彩探头往钻井平台一看，他一下傻了：整个钻井平台被裹在黑色世界里——黑雨、黑浆、黑雾……而且从地底下呼啸而出的井喷仍在不停地加剧这黑色世界！ 厚厚的油污将平台的每一寸地方都粘得又腻又滑。钻井队长好不容易将秦文彩从船上拉到平台，结果稍一松手，就滑了个四脚朝天，好在他早已里外上下成了“非洲人”，所以再摔几跤也无异样。 “那一场井喷，我们用了七天七夜才控制住……中间到底想了多少法子，连我自己都记不住了。总之能想到的和没有想到的，啥法子都用上了，还算我运气好，最后几十名平台上的职工得到了安全转移，'渤海一号'钻井平台保住了。”秦文彩平静地告诉我。 也许正是这次特殊经历，秦文彩此次在墨西哥湾能够意外地与世界上最先进的海上钻井平台的老船长聊天，显得格外专心—— “海上钻井，是不是最怕大风？” “当然。我们也怕风，墨西哥湾的海风一旦吹起来，就像烈马一样，难以驯服。”老船长与秦文彩一问一答。 “我相信，一旦遇上大风，墨西哥湾的上帝也不会保佑你们的。”秦文彩想弄明白美国人是如何来实现事故过程中的人、井、机三保的。 船长耸耸肩，双手一摊：“这很简单，我们不会有这样的问题。大风来了，我们停止作业，撤人！” “撤人？”秦文彩心中顿时冒出一个“国家财产怎么办”的念头，喔，他们的财产是资本家的，可资本家也不会不珍惜这价值一两亿的钻井平台呀！“那……井台怎么办？”他的眼睛盯着比自己年轻的船长。 墨西哥湾的那晚，船长见秦文彩对西方海上勘探的这种“三方责任”管理模式特别感兴趣，于是便进而介绍道：他们所属的钻井公司，作为一个专门从事钻井作业的承包商，主要为石油公司提供钻井作业服务。至于其他相关作业的支持保证，则由多家不同的专业承包公司来完成。合同是唯一联结各个专业服务公司的纽带。这其中，合同就是法则，就是作业的最高指令、管理目标与作业标准。效益则是石油公司以及相关专业承包商追求的终极目标。 I 船长继续说着：“我们的井是石油公司投资的，钻井船和钻井队是承包商雇来的。不仅如此，钻井工程设计、技术服务、海上配餐，都有不同的承包商。” 这承包商这么厉害啊？他们能包起那么多事来？在我们中国，倡导的是一盘棋思想，而且是天经地义的运作方式，并且认为这是最出力量、最出效益的“法宝”！我们不是常说，石油工业，钻井就是龙头，地质研究、材料供应、后勤保证必须围着钻机转！各行各业都要拧成一股绳，心往一处想，劲往一处使才能生产出“社会主义效益”吗？这、这资本主义却采取分而治之，怎么比社会主义的一盘棋更出效益呢？ 秦文彩有些百思不得其解。 “其实我们的石油公司和承包商都是有严格的合同的，承包商要是没有按照合同履行，业主都可拒付承包费或处罚承包商。因此承包商都会千方百计按时按质做好工作，不用你催促和一遍遍地检查，他们不敢怠慢，怠慢了就是自己砸自己的饭碗！”船长娓娓道来。秦文彩听得如痴如醉，有时甚至还不敢相信是脚踏在墨西哥海湾。在中国石油战线工作了许多年，尤其是在“油开组”任职的那些年里，他秦文彩对中国石油开发与勘探过程及管理方法了如指掌，中国的以生产调度为中心、以石油钻井为龙头的习惯做法，早已成为一种传统经验和不可动摇的工作制度。而这一天一个西方世界的石油钻井船船长的话，让他内心卷起了滔天巨浪——这对过去留存在自己内心的那些自认为完整和成熟的“红色经典”，顷刻间出现了动摇与疑问……太不可思议了！大千世界，路路通天堂，可走的方式则完全不一样啊！ 邓小平同志在科学大会上说的“认识落后，才能去改变落后。学习先进，才有可能赶超先进”，是不是就是我们这次出国访美的一个针对性话题？秦文彩心头的疑团渐渐有些明朗起来……难怪中央对“中国石油公司代表团”访美如此重视！李先念同志一再指示说，“应派懂得的同志去，真学点东西”！ 墨西哥湾的一夜海风，让秦文彩获得的意外收获非代表团正常安排中所能学到、听到和看得到的。美国石油公司经营海洋石油开发的理念、模式、体制，甚至包括工人在钻井平台的倒班休息、吃喝玩乐……总之，一切的一切，对秦文彩这位日后执掌中国海洋石油工业船舵的“中海油”老总来说，意义可谓太大了！ 18日，中国石油公司代表团到达路易斯安那州的威尼斯市。这一天，美国另一个著名的石油公司——海湾公司邀请秦文彩他们到海上采油平台参观。 这是中国石油人第一次看到国际现代化近海石油勘探开发作业方式：在一片开阔的滩涂地上，一座座高耸云端的井架倒影在碧波荡漾的海面上，这里的油田施工，完全与中国石油人想象的不一样，其入口处是一条人工开挖出的小运河，再在预定的钻井处挖一个同钻井船一样大小的水池，靠水的浮力把钻井船和钻井设备拉到井位，钻井船则坐在水池的基底上就可以打井。不用插桩和打桩，打完一口井，再把钻井船从人工运河内拖出来。“这方法经济又安全，完全可以用在我们的北部湾和渤海湾的浅滩上。”秦文彩用手捅了捅邓礼让，问他行不行？“好方法！回去我们就试！”邓礼让连连点头。
