建机场是钟文从刘名启手上接过来的一副重担。然而，1993年6月，中央宏观调控的文件将许多地方的超常建设风潮狠狠地吹了12级飓风——大特区建设中的海南首当其冲。“三亚是个小地方，1992、1993年初形成的房地产热，这时一下出现严重泡沫，整个经济形势急转直下，内地资金猛地抽走5个多亿。资金出现倒流的现象，即原来三亚的资金都是从内地流到我们这儿的，现在突然从我们这儿回流到内地。三亚这么小的地方，几个亿资金一抽走，等于整个身体被抽干了血，还能干啥？”有干部这样告诉我当时三亚所处的危情。
几乎一夜之间，三亚所有的建设大项目都被停顿下来。可是机场建设不能停，而且必须尽快完成。
1994年钟文主持完成新一届党代会组织工作后，紧接着接待了来检查亚龙湾建设项目的美国北美洲国际海南投资集团的董事长澳门的马万祺先生，还有联合国世界旅游组织秘书长萨维尼亚克，及新加坡的李光耀先生，同时还接受了法兰西委员会授予大东海湾旅游中心的“国际旅游金杯奖”荣誉。所有这一切，都是国际组织和人士对三亚旅游的期待……内部遭遇资金紧缩和政策性调整、外部面临催促压力，这就是三亚当时所处的境况。

硬着头皮、顶破头皮向前，是当时唯一的选择。
“苦战九个月，拿下凤凰机场！”钟文向全市党政机关干部和全市人民发出战斗动员令。
“机场建设大战，是检验三亚人民和上上下下战斗力的一次历史性事件，因为当时围绕机场建设，需要牵动全市性的多项建设。除了机场本身外，还有通向机场的大道，几十里的大道，就有桥梁和其他支路的建设，因此当时我们分了九个块块，有道路的、有水电的、有机场航运所用的等等。同时又设计和进行了24条沿线道路、7座桥梁，及三亚二环路建设……那九个月啊，我们全市上下，拧成一股劲，整个三亚像个大工地，到处红旗招展，歌声嘹亮、不分白天黑夜地战斗着。很壮观、很带劲，当然也特别地累。大家心往一处想，劲往一处使。我们在钟文书记为首的市委领导下成功地完成了机场建设和其他辅助建设，当1995年7月1日三亚凤凰机场正式通航的那一天，我们再乘车走一走机场和机场到三亚的路段时，我们猛然发现三亚变大了！”当年参加凤凰机场建设的同志如此激动地回忆道。

三亚因为有了凤凰机场，从此就像阿里巴巴叫开了芝麻开门的致富金宝窟。
2006年，三亚机场接待旅客300多万人次，今年将超过450万人次。现在机场正在扩建。2010年，三亚机场预计接待旅客800万人次，2015年将达1500万人次！一个50万人的小城，一年仅机场就要接待旅客1500万人次，这是何等的热闹和沸腾的世界啊！
其实，现在我们来到凤凰机场，已经能深深地感受到这里忙碌异常的气氛和景象了。这里，每天迎来送往着国内外游客，无论是夏季还是冬季。三亚凤凰机场这只美丽的“凤凰”现在越飞越远、越飞越带劲，从南到北、从东到西，从日本到韩国、到欧洲、到美洲，凡是世界有游客到三亚来的地方，他们都将飞行抵达，成为一只真正的中国“凤凰”——
三亚因为有了这只“凤凰”，开始变得更加浪漫、更加美丽……
我们再回到1994年前后的三亚。
1994年的三亚凤凰机场虽然通航了，可三亚经济并不像一架架“北航”客机一样腾空而起，正好相反，三亚经济所面临的困境和问题此刻已逐渐显露出来，而且随着国家宏观调控的进一步加强，以房地产为标志的三亚经济全面陷入困境。
“1993年下半年开始，在三亚投资的房地产公司开始大批撤资，直到1994年底仍然在不停地撤，等到1995年时，整个三亚与海口的情况一样，满目都是烂尾楼，我当时在房地产交易所当主任，所里的其他人都走了，就留下我一个人。原先一亩地拍卖价可以达到380多万元，到那个时候只剩了50万30万还没人要！”三亚市房地产业协会秘书长蔡兴业先生说。蔡先生是1992年从东北的一所高校辞职到三亚来淘金的。这位怀揣硕士文凭的高校教师本想在三亚大干一番事业，哪知在他把家搬到这里的第二年，他所期待的理想行业——三亚房地产业就陷入了困境，“三亚经济在当时让人看不到希望。人们寄希望于旅游产业的带动，所以那时大家把亚龙湾开发看得特别重，企盼它能给三亚带来新的生命和希望”。
三亚海岸之美丽，在中国是独一无二的。而在三亚诸多的海湾中，最早开发的是近市区的大东海湾。三亚建市后，人们的目光开始转向一个更美的海湾，即现在所有到三亚的游客都必须去看一看、最好住上几天的亚龙湾。
亚龙湾之美，据说可以同世界上所有最著名的热带滨海景区媲美，比如印尼的巴厘岛、泰国的普吉岛等，被誉为“天下第一湾”。
亚龙湾的开发建设遇上了好时光。1992年，正是邓小平南巡讲话后不久，国务院在年底批准了亚龙湾作为国家级的旅游度假区，这就给了亚龙湾一个“皇家贵族”的出生证。
从80年代到90年代初的十几年中，关于亚龙湾的开发设想，一直受到中央最高层的关注。1992年，时任中共中央常委的国务院副总理朱镕基专程来到亚龙湾考察，1993年3月底，国家旅游局等12个单位评审通过《亚龙湾国家旅游度假区总体规划》刚结束，4月，江泽民总书记又来到亚龙湾，面对如此美丽的海湾，感慨万千，他深情地对三亚和海南的领导说：一定要保护好它、开发好它！
也就在江泽民考察亚龙湾当天，亚龙湾开发股份有限公司正式成立，除中国的中粮集团公司外，还有美国、日本、新加坡、澳大利亚、香港和澳门及台湾的大财团做股东。
历史性的责任落在了钟文书记、王永春市长这一届领导的身上。
1994年的三亚，是极其忙碌的一个年份。仅6、7月份，市领导出席的大活动就接二连三。梅山电厂的签约仪式刚刚结束，机场上“北航”首架飞机首航仪式还在期待着书记、市长的光临。钟文书记在市土地利用总体规划会议上，刚刚发表完“大三亚”建设的新构想和建设三亚“四大区块”的组团式新思路，南山那边的崖13-1天然气建设工程的海底管道干线工程铺设全线完毕的捷报又传来。
“去吧！20多个国家300多名技术人员苦战了21天，该向他们祝贺和慰问了！”钟文书记和王市长一边擦汗一边直奔目的地。庆功仪式上的彩球还在空中飘扬时，亚龙湾大道竣工通车和滨海大道开工的仪式又在等着领导们到来……这就是大建设时期的三亚和三亚的领导干部们。
省委书记阮崇武于6月22日、7月1日两次来三亚视察工作，9月10日，阮崇武书记又来三亚，这回省委书记来此传达的精神更重要、更紧迫：1996年1月1日，“中国度假休闲重点在海南”的大型活动要在三亚召开，阮书记盯着钟文、王永春等三亚干部说：此次度假休闲会议是中国首次召开，意义非凡，是打开我们海南和三亚国际国内休闲度假旅游的总号召令，我们不仅要把这次会议开好，而且要借这么一次机会向国外旅游界人士充分展示我们海南和三亚的形象！务必要搞成功！给来宾留个好印象！
一个以开发亚龙湾、改进三亚城市基础设施、迎接中国首届度假休闲会议为主题的战斗拉开序幕……
从阮崇武书记来三亚传达首届中国度假休闲会议的议题到正式召开这次会议之间的时间，总共不到16个月，而标志中国度假休闲胜地的亚龙湾必须有个让人看了舒服的模样。或者说，亚龙湾这位“绝代佳人”的亮相，必须做好，做漂亮，否则将对三亚旅游更上一层楼、对海南和中国旅游业所提出的“度假休闲”概念将是毁灭性的打击和影响。
三亚此时的责任重大。
首先是通往亚龙湾的道路必须建设好，这已经不成问题。
其次是整个亚龙湾18平方公里开发区内的搬迁与土地整合，同时必须有标志意义的大酒店的诞生。有意向的国际、国内投资公司很多，但能够在短时间内第一个在海滩上建起最现代的豪华酒店，最为重要。
第三是亚龙湾的标志性建筑——亚龙湾必须有个门面，作为展示“绝代佳人”的地方，在来访者初至此地时，应该给予我们的美女一个“屏风”是非常必要的。
亚龙湾中心广场便是三亚人设计的给所有来访者在此与“绝代佳人”约会的一个“屏风”式的栖息地。当年主政者是如何畅想这个“屏风”的图案构思我不得而知，但现在我们来到亚龙湾首先看到的正是这个美丽壮观的“屏风”——中心广场。
中心广场位于亚龙湾国家旅游度假中心，占地面积逾7000平方米，远远就能见到那根高27米的图腾柱。走上台阶，靠近广场中心，再环视这儿的一景一物，充满了东方远古的神秘文化。那围聚在图腾柱四周的是中国农历24节气的雕塑，气势宏大，用材质朴，形象独特，体现了中华民族的原始自然崇拜和对吉祥太平、丰收富足的美好追求。广场外围所设计的五组造型优美的白色帐篷以及大型彩色喷泉，更衬托出滨海广场的那种独特风情和美感。
今天的亚龙湾已经是个非常成熟和被建设得美丽绝伦的世界级度假休闲地了。可三亚人最清楚，十年前为了让这位“美女”盛装出嫁，他们是何等的费心费力！
中心广场仅用七个月建成。“那七个月里，我们车不熄火，机不停转，昼夜奋战，终于高标准、高质量地建成了以东方远古神秘文化为主题的这个占地面积7000平方米，集观光、集会、娱乐、餐饮、服务等多功能于一体的大型综合性旅游广场。我们的工程后来还获得了1998年度中国建筑工程最高质量奖——鲁班奖呢！”建设者自豪地对我说。
而此时的亚龙湾，还有另一个异常受人关注的大项目——由世界著名的美国维伯特·斯公司按美国职业高尔夫协会颁布的标准设计、建造和监理，风格呈现浓郁的欧美古老“Links”球场韵味的亚龙湾高尔夫球场，也赶在1995年基本完工。
高尔夫球场的建成，一下使亚龙湾这位“美女”仿佛满身绫罗绸缎，珠光宝气……
现在，亚龙湾就缺可以留住宾客的大酒店、大宾馆了！
很显然，亚龙湾这样的美景，没有五星级或超五星级的豪华大酒店、大宾馆是不相配的。
谁来建？谁来第一个建？美丽的亚龙湾更在期待自己出嫁前最重要的一样东西——嫁妆。
“我来！”在众多世界名流巨商的观望中，中粮公司率先投资来做亚龙湾的第一台“嫁妆”。后来这个“嫁妆”取名叫三亚凯莱国际大酒店。
“过去，我们拥有我们的颜色：梦想蓝、喜悦橙、青春绿。现在与亚龙湾结缘，我们将拥有蓝天、白云、沙滩和碧绿的海水及清新的空气，于是我们拥有了地球上的所有……”亚龙湾第一家五星级度假酒店就这样在三亚人和中粮人的共同努力下，开始在“天下第一湾”垒起第一块基石。它的建成速度和竣工后人们所看到的那种皇家风范让当地人第一次感受到什么叫“国际水平”。
亚龙湾到了正式向世人亮相的时候了。
1996年1月1日，中国首届度假休闲会议在亚龙湾中心广场开幕。时任国务院副总理兼外交部部长的钱其琛、国务院外办主任刘华秋和国家旅游局、海南省领导及中外宾客、新闻记者、三亚市民等5000余人出席了这次掀开中国和海南度假休闲游序幕的大会。而此次大会，同时也标志了三亚作为国际热带滨海旅游城市，全面进入以旅游产业为主导的社会与经济发展的全新历史时期。
当时有媒体预测：未来10年内中国将成为世界旅游的热点。因其地域和资源的特殊性，海南在中国旅游业引领着度假游的潮流，而三亚将是海南旅游的重中之重。
1996年3月29日和30日这两个日子，对三亚来说，是需要记住的。
这两天，胡锦涛同志来到了三亚，这是他第一次到三亚，也是到目前为止唯一的一次。这位心怀人民疾苦的新一代中共领导人来到三亚，便提出一定要去比较偏远的贫困山区百姓家看一看。30日，胡锦涛同志来到天涯镇文门村，走进一片低矮的茅草房，逐户看望了这里的黎族群众，并与乡亲们亲切交谈。后来，胡锦涛同志来到了当时的羊栏镇桶井村委会的凤凰村，当他看到这里一幢幢的新别墅时，便问该村党支部书记董文明：“你们村的农户是不是都住上了这样的楼房？还有多少贫困户？”村书记说：“还有个别没住上楼房。”“那你们打算怎么办？”胡锦涛关切地问。“我们通过党员联系户，帮助和带动那些没有致富的农民脱贫，争取让他们早日住上新楼房。”胡锦涛同志听了很高兴，同时对三亚的领导干部们说，任何时候都不要忘记关心贫困群众，一定要努力帮助他们脱贫致富。
三亚自升格地级市以来的历届领导，也正是这样做的，并且不断取得工作的成效。许多去过三亚的人其实并不清楚，在这个美丽的热带滨海城市的50万人口中，有七成是农民，这30多万农民中山区少数民族农民又占了多数，而且还有相当一部分农民生活在贫困线下。
1998年2月，三亚迎来了一位年轻的书记，他便是王富玉。王富玉的到来，给三亚带来了一阵清风、一片激情、一个新的时代……
王富玉之前的三亚市委书记是洪寿祥，这位人称“文人书记”的洪寿祥在三亚待的时间并不长，只有9个来月，但他留下的政绩不少。三亚人记忆中印象最深的“大手笔”，是洪寿祥书记开始了有“椰风走廊”之称的三亚湾开发。
洪寿祥同志的功绩中还有一个重要的内容，那便是在他任职时积极推进南山佛教文化区的建设与完善。他个人在研究佛教文化方面颇有造诣。洪寿祥离开三亚后出任了海南省委宣传部长。
钟文书记和王永春市长是1997年5月同时调离三亚的。
1997年和1998年，三亚市的领导层调换频繁，可以说有些超乎寻常。三亚作为旅游城市，直接受到了亚洲金融危机的冲击。加之当时海南房地产出现泡沫，面临“崩盘”的严峻形势，三亚的经济陷入了最低谷……
王富玉就是在这个时候被任命为中共三亚市委书记的。副书记和市长是陈孙文。那一年，王富玉44岁，是省委常委中最年轻的一位。之前，王富玉在琼山市任市委书记，他还当过海口市副市长，来海南之前他是石家庄市的副市长。现在他是贵州省省委副书记。这位有着十年副省级职务经历的高级干部，对海南和三亚充满了感情。党的十七大召开期间，我去采访他，请他谈谈在三亚的经历，他对我说：“我到三亚后一看，面临的问题要比我想象的严重：一是土地资源处于枯竭；二是遍地都是烂尾楼；三是财政没钱，机关和事业单位的干部职工发不出工资，处在初一收入税、初二发工资的状态；四是旅游市场严重不足，酒店就吃春节那几天的生意，一过初八，酒店、宾馆就没有人了。全市上下，有相当多的人不安心工作，对三亚缺乏信心。我对上面的问题有自己的看法，认为主要是干部队伍不团结，城市建设定位不正确，没有好的环境，硬的软的环境都不行。怎么办？团结问题在党代会上得到了基本解决，日后又处理了几个爱闹事的人，又提拔了一批事业心强的同志。其次是抓城市建设定位。我提出：'环境是生产力，环境是生命线，是三亚发展的后劲。环境是三亚的生命、三亚的饭碗、三亚城市建设第一位的工作。谁破坏了环境，就端掉谁的饭碗。'在当时提出'环境第一'，把环境提到如此高的位置是很不容易的。而后来我们都是围绕这个中心和科学发展的思想进行三亚城市建设的。”
王富玉可能是所有三亚市委书记中最有影响力的人物，而且又是最有争议的人，因为他的一声“炸楼”，使他名扬全国，同时又引来许多争议。有关“炸楼”的是与否，历史已经作出结论。这个结论是：王富玉的“炸楼”把三亚“炸”美了……
不是所有的人都能对一件颇有争议的事果断处理的。如今在全国各地随处可见的违章建筑、违反规定的“开发区”、违反环境治理条例的项目，中央早已三令五申，可动真格的有几个？Why?原因很简单，又很复杂：这些违规和违法的背后，都有各种各样的利益，都有各种各样的权与利的交易，即使有心想“公事公办”的好干部、好领导，也未必能摆平这样的事。但王富玉做到了，三亚做到了，而且在十年前他们就做到了，可以说三亚是全国率先做到并获得全胜的城市。
这一段历史是严酷和沉重的，同时也是十分艰难的。
在三亚，有位干部给我讲了王富玉刚到三亚时做的一件事：“1998年2月23日，省委宣布了王富玉的任命，两天后，王富玉就到了最偏僻也是最穷的农村——东方红村。哪知王富玉在山上等了一天，东方红村的支部书记就是不愿见他。理由是：我们几十年不是一直在唱'共产党像太阳，照到哪里哪里亮'吗？可我们东方红村咋就没有亮过？村支书说的是他们村从解放到现在，一直没有电，没有电老百姓就只能一直黑灯瞎火地生活。没有电，就不能办学校，就不能看电视、听广播、搞农业生产……等了一天，最后这个村支书终于'接见'了一下王富玉这位市委书记、省级领导，可也没有好话说给他听：日本人来了没有电，国民党来了没有电，共产党来了几十年也没有电，我和村里的百姓就是这个态度：你们要能解决我们的电，让我们村亮起来，我就喊'共产党好'，否则，你就是来再大的官，我下次再也不会出来理你们了！这位村支书的话，给王富玉的震动非常大。后来在全市干部会议上提出了一个目标：不摘贫困帽，就摘乌纱帽。他提出用四年时间，当时市四套班子干部全都有任务，每个领导干部承包两个最差的村子。我们的公安局长背着枪，卷着裤腿，汗流浃背地帮百姓盖房子、铺泥路……那阵子，许多老百姓看到干部们这样帮助他们，都十分感动。王富玉书记亲自监督，他还让法院院长带头去这个村蹲点——三亚当时很穷
