搞石油勘探的人都知道，要探明地下生储石油的情况，就先得钻上那么几口基准井。大松辽平原，从南到北，从东至西，茫茫几十万平方公里，一亿万年前，这儿曾是一个遮天蔽日的水乡泽国，气候温暖潮湿，河湖成网，树木参天……随着亿万年间的地质变化，这里的湖河以及在此滋育繁衍的生物也跟着沉积在厚厚的岩层之中，形成松辽盆地这本层层叠叠的地质构造巨著。基准井的目的就是通过钻探获得这部“巨著”的每一个时代留下的地质符号，也就是说科学家们通过钻探手段取上的岩心来判断地下宝藏到底有没有，在哪个位置，有多少储量。松辽还在找油初期，根据石油部和地质部的约定，两个部门在地质调查和地震物探方面的工作有分有合，主要以地质部为主，而在钻探和施工方面则主要由石油部的队伍来完成。基准井决定着当时松辽找油的直接前景，加上只有石油部才具备深井钻探的技术与设备条件，因此在两个部门的技术人员确定基准井方案后，石油部迅速调集了两个“王牌”钻井队，来到松辽。 这时间因是在余秋里执掌石油部帅印后首次赴四川前后与康世恩共同在东北地区布下的一着战略棋。 松辽第一口基准井确定在黑龙江安达建设乡，距安达县城47公里处，简称松基一井。松基二井确定在松辽平原的东南部的隆起区域，即前郭尔罗斯蒙古族自治县登娄库构造上。 这两口基准井说是重要，但当时石油部在松辽前线工作的技术人员少得可怜，像承担基准井研究队队长的钟其权、参与确定基准井位置的地质工程师杨继良他们，都才是二十四五岁的年轻人。余秋里有些不放心，便让康世恩从石油部研究院调了相对资历老一些的余伯良等人过去。后来在关键时刻又搬出了翁文波这样的大家坐镇前线，进行技术决策，当然康世恩在这样的重大技术问题上是跑不了的。 石油战士的人拉肩扛是从这个时候就开始的。安达火车站很小，但它的历史不短，俄罗斯人、日本人早在这儿驻足。时过百年后的今年5月，我来到安达火车站时，仍见到俄罗斯人留下的许多建筑原物，特别是那座一度被余秋里作为大庆会战指挥部开会用的车站俱乐部建筑，百年过去后仍然风采依旧，令我颇为惊叹。40多年前，32118队的石油勘探队员来到这儿，把重达20多吨的钻机和两台同样分量的泥浆泵用肩膀从火车上抬下时，引起小小安达站不小的赞叹：这石油工人就是牛啊！咋都是肉蛋蛋捏成的人，他们就那么大本事？ 运输、安装，两个月的蚂蚁啃骨头精神，一座钢铁钻塔耸立于北大荒草原上，震撼了那儿的百姓。41米高的铁塔，现在看起来也就是半座普通住宅楼房的高度，可那会儿的松辽大地上人们似乎像看到了一个巨人出现一样，多么好奇和振奋啊！7月9日，骄阳似火的日子，天空万里无云，地上锣鼓喧天。32118钻井队举行了隆重的开钻仪式，大队长一声“松基一井——开钻！”飞旋的钻机顿时隆隆响起，沉静的北大荒上从此没有了宁静…… “报告！”石油部松辽石油勘探局局长办公室的门口，来了一位英姿焕发、全身戎装的年轻军人。 李荆和一听部长们还要进一步商量“松基三号井位”的事，有些惊讶地问：“这已经来回折腾好几回了，怎么还不能定下呀？”翟光明闷着头说：“你也不想想，如果三号井再见不到油，余部长还不得吃了我们几个？”李荆和苦笑道：“那倒也是。”又说，”不过如果三号基准井再打不出油，余部长第一个要撤职的肯定是我这个松辽勘探局局长。”2月8日，是农历乙亥年的春节。石油部办公大楼二楼的一间小会议室里很热闹。值班的人探头往里一看：哟，康世恩副部长和李荆和局长，及翟光明、余伯良、张文昭等人都在里面呀！ 不大的会议室里，铺展着一张巨大的《松辽地质勘探图》。康世恩脸色颇为凝重地说着：“松辽第一口基准井打在隆起的斜坡部位上，不到2000米就打进了变质岩，没有使我们看到油气显示，看来是没打到地方。二号基准井打在娄登库构造上，虽见一些油气显示，可一试油又没见什么东西，我想可能太靠近盆地边缘了。因此松基三号基准井就必须向盆地中央去勘探！李局长，你跟张文昭同志再把你们那边的情况和近期对确定松基三号井位的补充资料说一下。”知道康副部长对情况已经相当熟悉，所以就重点挑了松基三号井的井位情况作了简要介绍：三号基准井的位置早先由地质部松辽石油普查大队拿出的方案是确定在“吉林省开通县乔家围子正西1500公尺处”。地质部松辽普查大队还对上面的井位确定理由作了5点说明。但石油部松辽勘探局的张文昭、杨继良和钟其权不同意上述意见，认为地质部松辽普查大队提出的三号基准井位存在三大缺陷：一是井位未定在构造隆起上，不符合基准井探油的原则；二是盆地南部已经有深井控制，探明深地层情况不是盆地南部迫切需要解决的问题；三是该点交通不便。他们提出应向盆地中央的黑龙江安达县以西一带布井，并陈述了相应的理由。地质部的同志很快同意石油部张文昭他们的建议，并派最早进入松辽平原的韩景行和物探技术负责朱大绶前来听取张文昭等石油部同志对具体布孔的理由。 张文昭告诉他：前些日子，钟其权和张铁铮等同志跟随地质部物探大队的朱大绶他们一起上了大同镇一带进行了地震工作，地震队在现场提交了高台子地区初步的构造图，表明那一带真的是一个大隆起构造。综合资料看，我们原先定的井位，只需要稍作移动，就是理想的井位了！杨继良听后兴奋不已，连夜写出由他执笔的向北京方面报告的松辽石油勘探局第58字第0345号文件。该文指出：“松基三号井的井位已定，在大同镇西北，小西屯以东200公尺，高台子以西100公尺处。”石油部接到杨继良他们写来的报告时，余秋里和康世恩已从克拉玛依回到北京，于是在余秋里参加武昌召开的党的八届六中全会之前，他指示康世恩尽快通过研究后给松辽局一个批复。11月29日，石油部便以油地第333号文件给松辽局批复同意他们的松基三号井井位。
