雷冬竹在省市医卫部门、院领导的重视支持下，以产科领头，与临床实验中心、儿科、病理科、B超室共同协作，形成产前诊断中心管理模式，她担任中心主任，使郴州市产前诊断中心成为继省妇幼保健院、湘雅医院之后的湖南第三家、全省地州市中第一家产前诊断中心。“胎儿脐血管穿刺”技术，也是继湘雅医院、省妇保院在全省第三家，地州市第一家开展的新技术。她利用休息时间，奔忙于11个县市区，对产科医师、妇幼专干进行系统培训。为了与病魔、时间赛跑，她甚至“以命相搏”。2007年5月的一个周末，她累病了，不得不输液治疗。但她在病床上躺不安，看着药瓶口那一滴滴药水，就像看到一个个县乡医院医师、乡镇计生专干正走向县妇幼保健院听她的培训讲座……。这个性急重诺的人坐起来自己把吊水量调到最大，以飞快的速度输完液，同事惊而责备：“你不要命了！”她笑道：“没办法，几十个人等在那里。”拔了针头自己开车赶过去。多年来，她跑遍全市百多家医院，把自己手机、家中座机、办公室电话号码，公告到乡镇诊所，让产科医生、妇幼保健专干、计生专干都能随时接受到“雷老师”的指导。她像不知疲倦的春蚕吐哺出一缕缕绵绵的爱，编织起一根根爱的丝线，营构成一大幅爱的网络，嘉惠于千家万户。
到2009年初在已完成的产前筛查17390例、羊水产前诊断613例、脐血产前诊断138例、产前B超诊断199975例中，确诊出畸形721例。如国内外罕见的人鱼畸形、全世界第57例的上呼吸道高位梗阻、眼眶肿瘤等，其中2007年同时发现的两例“人鱼”还由中央电视台作了报道。雷冬竹她们对上述孕妇立即成功施行医学需要终止妊娠干预阻断措施，防止了721个母亲的悲泪忧伤和一千多家庭的痛苦长叹，避免了全社会诸方面的损失与牵肠挂肚。
竹鞭，在地底下坚韧伸延，笋芽在春雨中悄然孕育，只要一根翠竹挺起修硕的躯杆，根根新竹就会争先恐后跟着钻出泥土，托起云天……郴州市第一人民医院产科的47名医生、助产师、护士，还有临时抽调来支援的25人，团结在雷冬竹周围，彼此挽起纤细的手臂，靠紧柔弱的肩膀，用一腔热血，融开冻雪，化开坚冰，护卫着产妇、宝宝们。副主任王永红、医生张桂玲等脚站肿，腰挺疼，更难受的是劳逸结合不上。产妇生孩子的时间规律，大多在晚上。无论做手术还是在分娩室值班，医生、助产师、护士都“冒得觉睡”，因为白天补睡，生物钟又乱，冰灾期间24小时值班。医生刘淼共完成手术31台，10来天里只回家一趟，不是休息，而是取自己小孩的衣物送一个急产却未及时准备的农村老乡；助产师颜和清的儿子进入高考前的冲刺阶段，正需要家长在生活、营养各方面的照顾保障，但她只能坚守在自己的“战场”；妇产科多年的老护理师何学文说：“你们辛苦这么多天了。夜班我来上。”青年医生张昊晴本已请婚假，去公婆那边办春节喜宴，她一看这种情况，主动推迟婚期回到岗位上；护士黄艳芳，由于不能回家，两岁不到的女儿被开水烫伤，被家人送进本院，就住在一楼之隔的烧伤病房，可她实在抽不出时间去陪伴，想起就垂泪暗自神伤；1月7日才从株洲中医院调到这里，就一直忙，有一天完成了8小时工作后，竟加班14个半小时才挨床；产一区谭红艳、产二区邝旭环两个护士长，很多事情和责任都要承担，因为几乎每天她俩都要到深夜一两点下班，成了全院最饥饿的护士长。谭红艳12天形锁骨立，体重瘦过了9斤半了，还有个患骨瘤的妈妈呻吟在床……
病、产妇们和她们的家人亲属，没有不被深深感动的。一些产妇看到护士曹明明高烧39.7度打完吊针，还去照顾她们，当时就抹着眼泪劝她回家休息。打工妹小韦被抢救后，说的第一句话是：“医生，你们是我和我小孩的再生父母。”产妇小谢说她一辈子都忘不了：“雷主任抢救我时，我在手术台上冻得止都止不住地发抖，她那个助手就用身体挨紧我左边身体，用她的体温来温暖我，后来才晓得她是杨莉医生。”小谢更没齿不忘的是，从网上查看她的孩子脐带缠紧脖子这种现象很少见，而且缺氧窒息未足月，大家都担心孩子大脑的发育。结果由于雷冬竹对她产前论断准确又抢救及时，“我崽现在蛮不错，我全家永远感谢雷主任她们。”双胞胎产妇小曹的丈夫伸出3根指头：“当时我想都不敢想，3条命呀，只要保住我老婆小孩，就是要我做牛做马都要得！我们一生都记得雷主任跟人民医院产科的恩德。”
春潮迎来三月，阳光和熙，春风化雨，桃李争妍，春笋拱泥。香雪苑也是春草新绿，冬竹周末在书桌上写写记记。当她上医院匆匆离去，何生帮她整理稿纸，这才知道她在写讲演稿和抢救梅毒病妇、婴儿之事。此前何生抗灾值班，连中央电视台董卿采访雷冬竹那个“面对面”节目也没注意。冬竹回家后，何生装着不经意地用开玩笑的口吻问：“那东西冒得传染吧？”冬竹一怔，明白丈夫知道了，她摇摇头：“采取了措施，冒问题，我刚才就是去打最后一剂预防针，臀部打的两砣硬块。”她告诉丈夫，别的科、医生也一样，尤其手术室，时常碰到这类突发情况，例如交通事故、街巷打斗或偏远山区的或吸毒的“三无人员”，身份不明，没办入院手续，没有医疗档案，但生命垂危抬来了，可能患有乙肝、肿瘤、
