After the Zunyi Conference, Liu Shaoqi became an official member of the Politburo. After arriving in northern Shaanxi, he was sent to Tianjin to lead the work of the Northern Bureau because of his rich experience in white areas. situation. In May 1937, at the party's white area work conference, he pointed out sharply: since the Fourth Plenary Session of the Sixth Central Committee, the central government has not only made mistakes in military affairs, but also made mistakes in political line.For the first time in the history of the party, the cover of criticizing "Left" political errors was lifted.

After the beginning of the Anti-Japanese War, Liu Shaoqi strongly advocated independence and launched guerrilla warfare in North China, echoing Mao Zedong.After he was transferred to preside over the work of the Central China Bureau, the work of the New Fourth Army, which was once influenced by Wang Ming and Xiang Ying, also carried out brilliantly, which was impressive and won Mao Zedong's approval. By the time of the meeting in September 1941, Liu Shaoqi had been regarded by many leading cadres in the party as the only representative of the correct line in the party besides Mao Zedong.

Not long after the meeting ended, when Mao Zedong drafted the "Draft Resolution", he specifically named Liu Shaoqi and praised his contribution when working in the White Area. On October 3, Mao Zedong called Liu Shaoqi to work in Yan'an.It was only because Liu Shaoqi and his party took a lot of trouble to pass through the Japanese blockade, and because there were conflicts among the leaders of the Shandong base area, Mao Zedong ordered Liu to stay in Shandong temporarily to help solve the problem, so it was delayed.But during this period, Mao Zedong sent 19 telegrams only for Liu's behavior and safety issues, which shows his affection.

On December 30, 1942, Liu Shaoqi returned to Yan'an and received a warm welcome. After Liu Shaoqi returned to Yan'an, the central government also recalled Zhang Wentian, and the Politburo held three special meetings to discuss the plan for streamlining and adjusting central institutions. At this time, there were seven secretaries in the secretariat, namely Mao Zedong, Wang Ming, Zhang Wentian, Bogu, Zhou Enlai, and Kang Sheng. As the leader of the party, there are no formal procedures and titles.Therefore, the restructuring of the Secretariat is imperative. On March 16, 1943, an important and far-reaching Politburo meeting was held in Yan'an.The meeting decided on the setting and job responsibilities of the central leadership, and passed the "Decision on the Adjustment and Streamlining of the Central Organization". "It was decided that Comrade Liu Shaoqi would join the Military Commission and be one of the vice-chairmen of the Military Commission." "Under the secretariat, another economic and construction materials group will be established, which will be presided over by Luo Fu."

From then on, Mao Zedong officially became the supreme leader of the Communist Party of China, and Liu Shaoqi became the second person in the party after Mao Zedong.
