Chapter 98 Transformation: Direction is a problem, and thinking is even more a problem

In current media reports, the word "transformation" appears as frequently as the keyword "Shanxi Coal Boss". A few years ago, the General Office of the State Council forwarded 12 departments including the State Administration of Work Safety "Notice on Further Improving the Opinions on Coal Mine Rectification and Closure", and 11 departments including the State Administration of Work Safety jointly issued "On Strengthening Coal Mine Safety Production Work" "Several Opinions on Regulating the Integration of Coal Resources", which clearly stipulates: "by the end of 2007, coal mines with an annual production capacity of less than 30,000 tons will be phased out."

According to the spirit of relevant national documents, seven departments of Shanxi Province jointly issued the "Notice on Printing and Distributing the Guiding Opinions on Coal Mine Integration in Shanxi Province".It also clearly stipulates: "by the end of 2007, coal mines with an annual production capacity of less than 30,000 tons will be phased out." This means that the tens of thousands of "30,000-ton" small coal mines distributed in Gougouchacha, Shanxi Province will become "dead babies" in the face of the above "clear regulations". The Huangjialing Coal Mine owned by Liu Shengwen belongs to the list of "clear regulations" in the national policy. He recalled that when he first received the closure notice, he was really confused, but in the end he chose to cooperate with the relevant national policies.

Recalling the moment when he learned that the coal mine was about to be closed, Liu Shengwen still has a bit of sadness in his heart. The mine is his lifeblood. For several years, Liu Shengwen has entrusted his best dream of wealth here. Recalling the early days of starting a business, at the foot of the mountain in the wilderness, under the cold wind above the head, digging and carrying under the pit, and eating a few mouthfuls of dry food brought from home when hungry. Later, although he "saw charcoal" in his "mouth", he could barely produce a few tons of coal. However, due to the sluggish domestic market at that time, his "coal transportation" remained unchanged.

With the further improvement of the international energy situation, coal prices continued to rise. Since 2000, his coal mines have taken a turn for the better.Today, although his coal mine has undergone several years of accumulation and rectification and expansion, the annual output of the coal mine he operates still has not exceeded "30,000 tons".However, the "30,000 tons" at that time did not mean anything to him, but instead "bolstered" his great ambitions. However, just as Liu Shengwen was looking forward to a bright future, the state issued a series of policy documents and began to implement policies that determined the fate of these small coal mines.

Today, with the deepening of the vigorous "coal enterprise integration" movement in Shanxi Province, Boss Liu's dream of fighting with hundreds of millions of funds has also come to fruition. Without coal, how would life be for Liu Shengwen? At present, under the influence of multiple factors such as the government's optimization of the industrial structure and the response to the financial crisis, some coal bosses have escaped from the "black" industry and went ashore to "bleach". It is not difficult to see that in Shanxi, in addition to the coal industry, opportunities for new industries "investment hunger" have emerged.

It is of course a good thing to have money in your hands; but it is not necessarily a good thing to let money generate money: some experts pointed out that the large sum of money that was "rectified" in this "integration" operation suddenly became "relative" If a company suddenly "emerges" in a "balanced" market, and then invests in a certain industry in an instant, the "impact" on the industry will be very serious. Therefore, the relevant departments in Shanxi are making great efforts to cultivate new industries, and actively guide the secondary investment direction of "outflow of coal capital" to find and explore new ways out of non-coal industries.

Not long ago, a financial institution in Shanxi conducted a special survey on 2,624 enterprises in 10 prefectures and cities in Shanxi Province. The results showed that more than 20% of the enterprises surveyed had transformed or were planning to transform. According to the results announced by it, the direction of transformation is eight major industries including modern agriculture, ecological breeding, business services, real estate, education, culture, finance and tourism. In fact, the government has been paying close attention to the transformation of coal bosses. The Shanxi Provincial Government also recently issued the "Opinions on Promoting Private Capital to Enter the Encouraged Investment Fields of Our Province".The core spirit of this "opinion" is to encourage private capital to gradually invest in roads, railways, bridges, urban construction, environmental protection and other infrastructure areas, as well as urban public transportation, gas and other municipal public facilities.

It seems that the direction of the transformation of the coal boss is a problem, and the way of thinking is even more a problem.
