Chapter 20 Can't just "learn from Lei Feng"?

Hong Kong is a society ruled by law. Although I still don’t know what the strict standard of a “society ruled by law” is, people say what they say. On July 20, 2006, the Hong Kong Garrison of the Chinese People's Liberation Army held the second "Military Summer Camp" for 150 young people in Hong Kong. Early in the morning, the station manager of our reporter station and I were caught by a green jeep of the garrison Received the farther one among the 18 camps of the Hong Kong Garrison - the Xinwei Barracks. The "opening ceremony" was officially held at ten o'clock in the morning. The national flag was raised and the national anthem was played. The number of people participating in the celebration was also quite high, including Gao Siren, Director of the Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region, Lu Xinhua, Special Commissioner of the Commissioner's Office of the Ministry of Foreign Affairs, Wang Jitang, Commander of the Hong Kong Garrison, Zhang Rucheng, Political Commissar, some officials of the Hong Kong Special Administrative Region Government and retired Dong Zhaohongping and Zeng Baoxiaowei, the wives of the two Chief Executives who are currently in office, also attended the ceremony.I reported the event, the event itself was perfect, nothing special, just the interview ended, I ran into an "accident", listened to a joke, and ended up making a fuss all the way home non-stop--

The last part of the celebration: the shooting performance, in which the armored vehicles of the Hong Kong Garrison performed continuous shooting and hit the imaginary target on the hillside shooting range. The tongue of fire unexpectedly rolled up the grass on the hillside, and suddenly the halfway up the mountain was full of smoke. As it rises, the fire point rapidly expands and spreads from the center to the surroundings.Dozens of "sharpshooter" soldiers who had just finished the shooting competition immediately rushed to the fire scene and launched a fire-fighting operation. This time it was not a performance, but an actual combat.

Because of this "mountain fire" that was quickly extinguished, when we left the barracks, the press officer who accompanied us couldn't help but yell at me: "You can't see it, can our soldiers go up the mountain to put out the fire really fast? But That is to say, within our camp area, if it is outside the barracks, the soldiers of the Hong Kong garrison cannot rescue them at the first sight, and in Hong Kong, it is impossible to just learn from Lei Feng." Can't rescue at sight? Can't just learn from Lei Feng in Hong Kong? I don't understand what the news officer wants to say. I don't understand why the Hong Kong Garrison can't fight the fire outside the barracks. What area should the fire fight be divided into?

It is said that it was the first few years when the Hong Kong Garrison was stationed in Hong Kong. One year, a mountain fire broke out suddenly on the hillside outside the barracks, perhaps because of the drought. The guy rushed out of the camp, and the fire was quickly extinguished. The officers and soldiers thought that they had done something for Hong Kong and the motherland that was worthy of pride and commendation, but no one was waiting for the "praise" and "reward" afterwards. Instead, everyone's behavior left a "handle" in Hong Kong: "What right do you have to leave the barracks and go to the Hong Kong society to fight the fire without applying for it or obtaining the consent of the Hong Kong government?" The eyes are staring, everyone's neck is ashamed, they have done a good deed, but the mistake is even bigger?I was dissatisfied, but I opened the "Garrison Law" (passed at the 23rd meeting of the Standing Committee of the Eighth National People's Congress on December 30, 1996), and the second chapter "Duty of the Hong Kong Garrison" really has the following clear statement: Regulations: The duties of the Hong Kong Garrison in Hong Kong are only (1) to prevent and resist aggression and safeguard the security of the Hong Kong Special Administrative Region; (2) to undertake defense duties; (3) to manage military facilities; Article 9 of Chapter "Relationship between the Hong Kong Garrison and the Government of the Hong Kong Special Administrative Region" also stipulates: "The Hong Kong Garrison shall not interfere in the local affairs of the Hong Kong Special Administrative Region"; while Article 14 stipulates in more detail: "The Government of the Hong Kong Special Administrative Region According to the Basic Law of the administrative region, when necessary, the Hong Kong Garrison may request the Central People's Government to assist in maintaining social order and disaster relief." Assist in the tasks of maintaining social order and disaster relief, and return to the station after the task is completed."Therefore, the Hong Kong Garrison does not distinguish between regions, and rescues when it sees a fire. This heroic act of heroism has really been suspected of being "illegal" in Hong Kong.

In 2005, I still heard from the news officer of the Hong Kong Garrison that wild fires were raging outside the barracks. The officers and soldiers still held washbasins, buckets, sticks, shovels and other tools tightly in their hands. Once, a gentleman moved his "eyes" but did not move his hands. No one dared to rush out of the gate. He could only call the local fire department to call the police-the legal system of Hong Kong society, the "law" does not move in the face of the fire, Thinking of this and other things, it is natural for the news officer not to sigh deeply.
