Reading the long reportage "National Mission - Investigation of the First Tax Case of the Republic", I recalled the unforgettable years of the special campaign against fraudulently obtaining export tax rebates in 2000. In the late 1990s, under the impact of the Asian financial crisis, the growth of the world economy slowed down significantly. my country adopted a series of measures mainly to expand domestic demand, and the national economy developed rapidly, sustainably and healthily. However, for a period of time, due to the imperfection of my country's socialist market economic system, weak law enforcement and local protection, smuggling, fraudulent foreign exchange, tax fraud, production and sales of fake and shoddy products and other illegal and criminal acts that seriously disrupt the order of the market economy have been rampant. It damaged the country's reputation and the image of reform and opening up, caused great losses to the interests of the country and the people, and seriously affected the healthy operation and sustainable development of the economy.

After successfully implementing the special campaign against smuggling and defrauding foreign exchange, the Party Central Committee and the State Council reviewed the situation and made a decisive decision in August 2000 to carry out a nationwide special campaign against fraudulently obtaining export tax rebates. At the meeting, it was decided to set up the State Council Leading Group for Cracking Down on Fraudulent Export Tax Rebates, with myself as the team leader and heads of 11 ministries and commissions participating. The victory in the first battle also accumulated valuable experience for the nationwide campaign against fraudulently obtaining export tax rebates, and accumulated successful experience for the subsequent comprehensive and continuous efforts to rectify and standardize the market economic order. All comrades participating in the "807" working group have maintained a high degree of consistency with the Party Central Committee and the State Council in terms of politics, ideology, and action from beginning to end.
