In the conception of the second phase of "Operation No. 1", the Japanese base camp planned to take a defensive position in the area west of the Xiangjiang River, while the main force was deployed to the east of the Xiangjiang River.Hengyang must be captured as an important goal, and it is necessary to ensure the safety and smooth flow of this area.Lieutenant General Yokoyama Isamu of the 11th Army believed that a decisive battle with the Chinese army may not necessarily occur in Changsha, but when attacking Hengyang, there will inevitably be a confrontation between the main forces of the two sides.
