"得做点实事了。" "这......"袁克定尚无这个心胸。"和谈还没开始，只能做做舆论。" "浅见。"袁世凯瞪了儿子一眼。"和谈开始就晚了。现在，就要动。你去让汪精卫到我这里来一趟，我对他当面交待。" 袁克定去了。汪精卫被叫到总理府...... 不久，在北京便出现一个融合南北双方关系的"国事共济会"，南方革命党的代表同盟会会员汪精卫，北方袁政府的代表是学部副大臣杨度。这个组织一出现，便打出这样的旗号："同舟共济，调停南北，促进和平!"汪精卫因刺杀摄政王成了英雄，革命党中的骨干，现在奉了袁氏之命了，自然要为袁卖力。因而，国事共济会便成了袁的喉舌。袁世凯也就从自己的库中拿出大把银子供汪使用。 安排好了汪精卫，袁世凯才把邮传部大臣唐绍仪叫到面前。52岁的唐绍仪已经知道他是这次南北议和的北方全权代表。虽然明白代表难当，可也得当。袁世凯嚣重他，算是知遇，不能辜负了他。他在袁面前一出现，袁世凯就如实地告诉了他汪精卫和杨度组织国事共济会的事。唐急着问："这样做，会不会影响和谈?"袁摇摇头。"汪兆铭是代表革命军的，不会有影响。" 唐又问："他们是在(议和)会内共济还是在会外共济?""能在内便在内，能在外便在外。"袁世凯说："总之，怎么有利怎么干。" 唐绍仪不再说话。袁世凯的心计他猜不透，他也不想问。何况，又是在这么紧要的关头。 袁世凯见唐绍仪不说话，心里"噔"一下。抬眼望望他，心想："你怎么问这个?难道连利用这个同盟会员你也看不透。"不过，袁世凯却也不明说。他抽出雪茄烟，递给唐绍仪一支，又拿一支填进自己口里，一边点火，一边说："少川(唐绍仪字少川，又字绍怡)，此番南行，你看是吉大于凶，还是凶大于吉呢?" 唐绍仪吸着雪茄，轻轻地在面前吐了一团雾，然后说："你说汪兆铭到了上海是真帮咱说话，还是假帮咱说话?" 袁世凯一愣，他没想到唐绍仪给他出了个难题。是的，汪兆铭是带着袁世凯的银钱和任务一起回到南方的。可是，这个标致的年轻人毕竟是同盟会，革命军的骨干，是反对清王朝的急先锋，他会拿命去刺杀摄政王，为的是他的信念。他袁世凯却不是他们同盟会的人而且是同盟会的天然敌人，短暂的接触，几个银钱，能买来他吗?袁世凯缺乏足够的自信。所以，他不好回答唐绍仪的问话。而唐绍仪接到肩上的议和任务，完成完不成，他心里也没有多大把握。前天，他知道自己是议和代表时，他就跟袁世凯作了一次长谈，袁虽然一再表明"以和平方式解决南北争端"，但却又一再表白："共和制度不适合中国国情，君主立宪才是维持国家统一和政治安定的可靠保证。"唐想："革命军就是要推翻君主，你偏偏这样坚持。议和怎么议?" 疑团重重，话不投机。二人对面坐了许久，袁世凯才说："你去作作准备吧，尽快动身。" 唐绍仪带着袁世凯"议和"的使命从北京动身南下了。这是1911年12月10日。值得一提的是，全权代表唐绍仪的一群随员中，首席随员是杨士琦。此杨为袁的心腹，袁付杨如此重任之用意，不言而喻了。 唐绍仪走了，袁世凯的"心"也被他带到南方去了。 袁世凯不怕北方，吴禄贞死了，张绍曾跑了，没有敢动的了；朝廷完全成他的附属，有什么可怕的呢!议和，这个关系他得失荣辱的大事，他不能不关心。 按说，南北双方参加议和的阵容对袁世凯是有利的：唐绍仪这伙人不会有异，南方的代表是伍廷芳，此人得算朝廷中的旧人．1882年留英归来即入直隶总督李鸿章门下，前后十余载，多次参，与清政府的外交谈判，曾经代表清政府出使美国，秘鲁、墨西哥，古巴等国为公使。此人与袁有过交往，相处尚好。更何况他手下的首席参赞(北方代表团叫随员，南方代表团叫参赞)便是汪精卫。袁世凯还是微笑了。 不过，袁世凯笑得早了点-- 唐绍仪到上海的第二天，南北议和代表团便在英租界的市政厅召开了第一次会议。第一次会议就带来了麻烦：南方代表伍廷芳首先提出：必须以成立共和国为先决的条件，才能开始谈判。而唐绍仪则提出：必须先决定召开临时国会，由国会来决定这个问题。 意见不合，会谈中止。 隔日，驻沪的英、德、美、法、日、俄等各国领事出面调停，劝双方以互让精神达成协议。南方代表作了让步，初步商定就召开临时国会问题进行磋商。唐绍仪请示袁世凯，袁世凯也表示赞成。不过，袁同意开国会的两个"前提"并未向唐表明，即：临时国会必须在北方开，表决国体必须是君主立宪。他觉得自己的这个观点早对唐说过，唐会心领神会。所以，袁世凯便高枕无忧了。不久．
