武昌城头的的炮声,震撼着六朝古都南京。江苏巡抚程德全很害怕,担心自己会像两广总督瑞徵那样,被人赶得无处存身。于是,便和第九镇的统领徐绍桢(字固卿)一起,联合地方进步人士,想打起独立的旗号,便与总督张人骏商量。张人骏不同意独立,他与将军铁良主张战。双方各持已见,自然都想争取张勋。于是,他们在总督衙门开了个协商会。 那一天,虽然秋风习习,会场上却还是热浪沸腾。大家把各自的意见阐明之后,都把眼光投向张勋。 58岁的张勋,方脸膛一直铁青地绷着,两道浓眉时不时地在跳动。他军戎整齐,腰插短枪,挺胸坐定,以凌人之势作着进退思索。一句话,他要保朝廷,他坚决反对革命党,他自然不同意程德全等人的独立意见。会场冷静之后,张勋挺胸站起,怒目望了望面前的各种面孔,然后大声说:“今日吾同官,明日苟建白旗,吾即以贼视之!”说罢,便匆匆离开会场。 战、和难决,只好各怀鬼胎。 当晚,张勋便把他驻南京鼓楼的五营管带张文生和负责看守南京粮台的骑兵营管带苏锡麟叫到面前,把白天的会议情况详细介绍之后,说:“巡抚和九镇统领都不是忠于朝廷的,他们要举白旗,搞独立。什么独立?是违背朝廷!我们不答应。要做好准备,谁打白旗,谁就是贼。要消灭!”他又对如何防备做了详细的布置。南京,清军中一场内讧将要发生。 江宁将军铁良所统领的旗营,是一支腐败透顶的军队,毫无战力;直属总督张人骏指挥的九镇徐绍桢两个新军协(旅),又和铁部不相直属,长期各干各的。张人骏怕九镇与革命党通谍谋反,故在武昌起义后把九镇兵全部调往南京城外40里的秣陵关,城防全部交给张勋。这样,更激起了两方的矛盾。 革命党人苏良斌早与督署卫队营、巡防营有联系,他们趁机约定在9月19日夜起事,并通知第九镇同时举兵。徐绍桢也有准备,当即派一个混成协分三路,由秣陵出发,进攻南京。当晚10时,徐军即抵达雨花台,从三面包围了张勋的江防军。大战即将展开。南京之战,是一场血战—— 张勋派守雨花台的,是张文生的五营。张文生久经战阵,颇有经验。他先是以静待动,不作理会,等到徐军发起冲锋,前哨即将接触的时候,张突然下令集中炮火正面射击,而两侧又以机枪左右扫射。不到3小时,徐绍桢的三千三百路军死伤过半,拂晓时不得不退至曹家桥。张勋的江防军另一支陈德修部,绕道出朝阳门,追击徐军残部。徐军抵挡不住,先退回秣陵关,继而逃到高资,龙潭。革命党人苏良斌联络的卫队营:巡防营,在徐绍桢攻打雨花台的同时,也在城内起而响应。他们共有四五百人,由苏率领着,准备吃掉张勋的提督府。 原来张勋早已得到密报,事先已把驻浦口的五营兵力调进南京城,对于重要阵地——总督府、军械局、弹药库、造币局等处早已布防周密。苏部进攻伊始,即遭到迎头痛击。枪弹如狂风扫落叶,苏部过处,尸横遍地。瞬间,即有半数被击死伤。余众溃散,潜藏民家。 张勋部乘胜追杀,挨户搜查,见形迹可疑人便杀。南京城中的无辜百姓多受池鱼之殃,不到天明,苏良斌所组织的起义部队便被镇压下去。 南京发生的第一场战争结束了。 张勋旗开得胜,十分高兴,亲到总督署拜见总督张人骏,意欲开一次像模像样的庆祝大会。 张人骏一见张勋到来,便迫不及待地说:“先别说庆功的事,有一件大事得先办。” “什么事?”张勋问。 “叛军攻城时,城内的司、道、府、县官吏纷纷弃职逃亡,实属可恶,你我要立奏朝廷,着于革职。” “对对,”张勋说:“务必通通查办!” 可怜一批不明真相的文职人员,均被二张参奏革去职务。随后,全换上了二张的亲信。 辛亥之后的江南,早已不是清室一统天下了,许多人在明着暗着倾向革命党。徐绍桢的残部败退到镇江,即得到上海都督陈其美,江苏都督程德全,吴淞光复军总司令李燮和、镇江都督林述庆等的支持,立即组成联军,进攻南京,徐绍桢被推为总司令 张勋正陶醉于胜利之中,防卫松懈,哪里经得起复仇部队的猛攻。伧促之间作的应战防线,一层层被突破,守孝陵卫的统领王有宏战死,张人骏、铁良见形势不妙,经请日本领事馆帮助逃往上海,张勋感到山穷水尽了。 张勋急报北京内阁总理大臣袁世凯,说:“革命军势力已成燎原,南京已成孤城,兵力单薄,弹丸之地难以踞守,请速增援。”袁世凯的回电也很快。说:“北方可调用的队伍,现在全部调往武汉前线,无力再增援南京。南京死守无益,可以相机放弃,保全实力,扼守徐淮。” 无可奈何,张勋不得不退出南京,北上徐州——他要在那里为大清王朝设一道防线。
