Together with Guan Yueyun and Yi Hao, he became the three major bandit troubles in southwestern Hunan.The Kuomintang government has been helpless to them.

In the winter of 1935, Liu Yi recruited the three groups of bandits and incorporated them into the "Wuxin City Three-County Joint Defense Committee's Anti-communist Volunteer Guerrilla Team". In May 1939, Lin Diocui, the new county magistrate of Wugang, had too many people including Zhang Yunqing and the county was unable to provide for him. It coincided with the stalemate of the Anti-Japanese War and urgently needed troops. The department was organized as the "Volunteer Battalion" directly under the division, with a total of 600 men and Zhang Yunqing as the battalion commander.

In January 1940, Li Jing's 1st Division fought against the Japanese army at Kunlun Pass, and Zhang Yunqing repeated the same tricks as he did in Chen Guangzhong.The government was helpless. In 1944, due to the unbearable harassment of the local area, Tian Zhi, the new head of Wugang County, recruited the bandits in the territory again.Zhang Yunqing served as the captain of the "Wugang County Road Protection Team".At that time, the road from Shaoyang to Anjiang had been completed, but Shuangbiyan was still an important place.Zhang Yunqing was called "Guard the Road", but actually continued to engage in robbery, often intercepting cars and businessmen at the bends of the road, and extorting money to buy roads.

In April 1949, a million troops of the Chinese People's Liberation Army crossed the Yangtze River and occupied Nanjing. The Jiang family dynasty fell, and the liberation of the whole country was just around the corner.
