Husband.事在人为，为果得人，不特山前已辟地方，可期整顿，即山后山中似辟非辟未辟各区，垦务矿务材木水利等项，皆利源所赖，若开办得法，农工番渔皆足寓兵，且足筹饷。饷借兵力，而源以开；兵借操作，而用愈活。始费虽巨，不十年间，定可次第收回，十年以后之利，正自无穷，所谓始难而终易也，此则因利而利以台治台之大略。然必豫筹于平日，乃能应用于临时，固非欲速见小，所能为功，尤非偏持遥制，所能济事。如再故事奉行，回护前失，狃于近似，浑忘远谋，势必仍旧仓皇，兵饷两蹙。万一台湾为彼所袭，地大物溥，取多用宏，凡我所欲为而不得者，彼皆为所得为，则南北洋务将无安枕之日。是误台即误国矣，由办之不早办也。台、澎四面皆海，周围三千余里，无险可扼，随处可登，备御之法，较各边省尤难。今筹防派分五路，因地制宜。如专归道统最当冲要之南路，又杨署镇在元所统中路，张副将兆连所统后路，新旧营勇，皆经职道挑选，训练紧严，及另备活营。章提督高元所统淮军，杨提督金龙所带湘军，皆属器精兵锐，能战能守，兼以水陆团练，认真操演，虚实互用，三路陆防固已可恃。如能得前路北路一律整齐，则不患台防之不振，而患海面之不周。兵船既少，又乏水雷炮舰，以备抵御，如台南郡城逼近海隅，浅露平脆，不足当冲，而安平、旗后、基隆、沪尾各炮台亦如之。倘敌人以坚舰聚泊港外，专以巨炮击我城台，一无抵制。是彼则不战而胜，特逞所长，而我则战守两穷，莫掩所短。经历陈请，亦鲜良方。故前详不求角力于海中，只求制胜于陆上，则以陆防之权固操自我也。夫权在我，则敌由我制，五路防军虽分犹合，运用皆可自如。特恐我权不一，是我先为我制，何能制敌，此又陆防之难者。盖以远隔重洋，事事扞格，职道鉴前虑后，曾以权缓急，决疑难，定刑赏三大端，断非专阃节制不可，详恳奏请简派知兵大员渡台督办，实为安危第一要著。而宪示以督办非外省所得擅请，仍饬职道勉为其难，敢不祇遵。然难果得为，勉尚有济，勉为不得为，亦终难。义在致身，他复何恤，唯有尽其心力所能至，以仰答君恩宪德于万一尔。 " 五月，防务大臣刘铭传至，经理台北，而以台南委璈。当是时，军务倥偬，需饷孔亟，道府两库存银百五十万两，铭传命拨五十万，不从。又以兵备道加营务处，例得上奏，颇不受节制，铭传衔之。六月，法舰攻基隆败，再攻复败，士气大振。铭传忽撤兵失地，璈揭其短，且言李彤恩矇蔽之罪。宗棠据以入告，严旨谴责，褫彤恩职，铭传愈恨之。九月十五日，法国水师提督孤拔下令封港，一时航运遏绝。璈以其违犯万国公法，晤商各领事，请干涉，各领事以事关重大，须待国命。乃密上封章，恳沿海各省督抚代奏。语在《外交志》。基隆既失，澎湖亦陷，璈自劾，叠请南北洋派舰援台，不至。十一年春二月，孤拔泊安平，介英领事请兵备道会见。璈欲往，左右谏曰：“法人狡，往将不利。”璈曰：“不往，谓我怯也。咄！乃公岂畏死哉。”至安平，戒炮台守将，曰：“有警，即开炮击，勿以余在不中也。”孤拔相见甚欢，置酒飨。语及军事，璈曰：“今日之见，为友谊也，请毋及其他。”孤拔曰：“以台南城池之小，兵力之弱，将何以战？”璈曰：“诚然。然城土也，兵纸也，而民心铁也。”孤拔默然，尽醉而归，法舰亦去，而台南得以无害。 和议既成，诏以铭传为台湾巡抚，经理善后。四月，铭传奏言：“包办洋药厘金董事陈郁堂吞匿鹿港等口厘金四万六千余两，叠经札提来辕讯究，竟敢抗延不到。台湾道刘璈有督办税厘之责，当上年秋冬饷项支绌之时，应如何筹画，以备接济，顾持危局，事前既不查察，事后又不追还，显系通同作弊，已由臣檄令撤任。”既又劾璈十八款，语多不实，奉旨革职，籍没家产，命刑部尚书锡珍、江苏巡抚卫荣光到台查办。六月，奏请拟斩监候，改流黑龙江，士论冤之。将军穆图善闻其才，延为幕客，居数年，将为请环，而璈竟病死。 当璈宦台时，著《巡台退思录》三卷，铭传奏毁其版，后余乃得之，获念所言。初，璈议移巡道于彰化，而台北知府林达泉谓当移台北，著《全台形势论》一篇，论曰：“全台形势，翼蔽东南，幅员绵邈。以目前而论，台湾为府治所在，镇道建节，实为扼要之区。然统全局而筹之，台湾地处下游，如人居于矮屋之中，不能昂头四顾，是未若台北之地据上游，控制全局，犄角福建，尤有振衣千仞濯足万里之概也。夫省郡辐辏之区，必据山水交会之胜。台湾逼近海滨，地势卑薄，北有茑松溪，南有二层行溪，源短流弱，骤盈骤涸。而台北则平原沃壤，周回数百里，实为天府之域。其山则有三貂岭、大坪林，开列如障，迤逦而来，又有观音、大屯二山，雄峙水口，以为拱护。其水则有二甲九、三角涌、水返脚三溪，源远流长，百有余里，均汇于艋舺。乃由关渡出沪尾以入于海。全台之水皆不汇，而三溪独汇，全台之溪皆不通舟楫，而三溪独通。此山水之胜一也。昔晋人谋去故绛，韩献子以郇瑕氏土薄水浅，其恶易觏，民有沈溺重腿之疾，不如新田，土厚水深，有汾浍以流其恶，晋侯从之。今台湾府治地既斥卤，泉尤不洁，而台北则有三溪洪流，荡涤污垢，且泉脉甘美，饮之舒泰。此水泉之胜二也。台南所产，以糖为巨，而台北则菁华所萃，米、茶、油、煤、硫磺、樟脑、靛青、木料等，每年二三百万金，故富庶甲于全台。此物产之胜三也。全台通商口岸，南有安平、旗后，而安平自夏徂秋，风起水涌，从前安澜、大雅两轮船，皆以是而搁浅毁坏；旗后则内港渐淤，近议用机开挖，闻亦未易疏通。是台南两口一险一淤，通商实无大益。若台北则基隆潮涨潮退，均可碇泊，沪尾潮涨之时，巨舟可入，故全台通商在台北者恒十之七八，而在台南者只二三。此口岸之胜四也。且基隆、沪尾皆与福州对渡，水程不过六更，朝发夕至，又无横洋之险。若福州至安平，必历黑水沟，过澎湖，不唯远倍台北，险亦倍之。此又远近安危之迥异，其胜五也。夫台北与福州地势既近，呼应极灵，督抚在省调度，左提右挈。万一台疆有事，内地师船可以径渡，即内地有事，台北亦可策应。此又两地相为表里，其胜六也。夫就台论台，台北之胜于台南者四；就闽论台，台北之胜于台南者亦二。窃意台北经营措置，少则五年，多则十载。台湾巡道当移驻台北，不唯风气日辟，势不能遏，抑亦形势扼要，理有固然也。”达泉广东大埔人，字海岩，前任淡水同知，光绪五年升台北府，有循政。又著《治台三策》，语多不载。 连横曰：法人之役，刘铭传治军台北，而刘璈驻南，皆有经国之才。使璈不以罪去，辅佐巡抚，以经理台疆，南北俱举，必有可观，而铭传竟不能容之。非才之难，而所以用之者实难，有以哉！ 林平侯 林平侯名安邦，号石潭，以字行。籍龙溪。父应寅来台，居淡水之新庄，设帐授徒。平侯年十六，省父，佣于米商郑谷家。性纯谨习劳，谷信之，数年积资数百，谷复假以千金，命自经纪。平侯善书算，操其奇赢，获利厚。谷年老将归，平侯奉母利以还，不受，为置产芎蕉脚庄，岁收租息以馈之。已而与竹堑林绍贤合办全台盐务，复置帆船，运货物，往贩南北洋，拥资数十万。年四十，纳粟为同知，分发广西，署浔州通判，摄来宾县。嗣调桂林同知，署柳州府，有干才，大府重之。嘉庆十九年，大学士蒋攸铦督两粤。有短平侯者，密揭其私，比谒，指陈政事，悉中肯綮，攸铦嘉之，寻引疾归。当是时，淡水闽、粤械斗，漳、泉又斗，蔓延数百村落，平侯出而解之。而新庄地当冲要，每为两族所争，乃迁大嵙崁，建厦屋，筑崇墉，尽力农功，启田凿圳，岁入谷数万石。已复开拓淡水之野，远及噶玛兰，所入益多，遂辟三貂岭，以通淡、兰孔道。平侯既富，念故乡族人贫苦，仿范仲淹义庄之法，置良田数百甲，为教养费，复捐学租，倡修淡水文庙及海东书院。道光十二年，嘉义张丙起事，官军伐之，平侯助饷二万两，加道衔。子五人：长国栋早世，次国仁、国华、国英、国芳。仁、英皆收养，而华、芳有名。 国华字枢北，英伟有父风。平侯既老，以家事委之。性孝友，旦夕侍左右，饮食起居，躬任其役。每被谴，跪而受命。国芳字小潭，平侯爱之。少好技击，及长，折节读书。闻厦门吕世宜之名，具礼聘，以师事之。平侯卒后，国华仍居大嵙崁，而地近内山，土番盱睢，裸体出入。咸丰三年，卜居枋桥，起邸宅，园林之盛冠北台，遇名士悉罗致之。兄弟友爱，共产同居，号曰本源。当是时，淡水之地尚多未辟，番界尤腴，国华募佃垦之，引水溉，岁入谷十数万石。七年，国华卒。越二年，漳、泉复斗，禍尤烈。国芳首办乡团，筑城楼，募勇士数百人，备攻守。每战，亲自登陴，援桴策励，赏有功而恤死者，故人争效命。越十年和，建迪毅堂于枋桥，祀阵没，至今犹存。国华有子三：维让、维源、维德，而国芳无子，以维源嗣之。 维让字巽甫。咸丰九年，钦赐举人，与维源俱学于厦门陈南金。及国芳卒，归台，共理家政。同治元年，彰化戴潮春起事，新庄杨贡、桃园杨德源等谋应之。德源固桃涧堡总理，以事被革，会盟结党，劫富户，维让兄弟患之，谋于叶春。春字静甫，江西人，宦游台湾，国芳客之。乃授计于桃园绅耆，许以复充总理，即请新庄县丞先给木戳。德源大喜，置酒宴客，春命壮士夜杀之，悬首枋桥西门，其党闻之皆散，贡亦被诛，地方以安。已而兵备道丁曰健自省渡台，至艋舺，规彰化。维让助饷二万两，事平，以功授三品衔。初，漳、泉械斗，历年不息，及成，犹不通庆吊。维让忧之，以其妹妻晋江举人庄正。正字养斋，名下士也，至是来台，与维让兄弟合设大观社，集两族之士而会之，月课诗文，给膏火，自是往来无猜。维让性倜傥，好士，租谷出入，悉任管事。而维源俭朴，巨细必经，唯结交官府。光绪二年，巡抚丁日昌视台，邀维让至郡，维让病，不能行，维源往焉。日昌语之曰：“方今海防重大，财政支绌，子为台湾富户，亦当稍报国家。”维源乃捐银五十万两，其母锺氏以晋豫之灾，捐振二万两。奉旨嘉奖，追赠三代一品，赐“尚义可风”之匾。已而维让生母郑氏亦以山西之振，自捐二十万两，赐“积善余庆”之匾。维让两子：长尔昌，字介眉，次尔康，字镜颿。尔康生三子：长熊征，次熊祥、熊光。 维源字时甫，纳资为内阁中书。光绪五年，台北建城，督办城工，事竣，授四品卿衔。法人之役，兵备道刘璈驻南治军，而饷绌，议借百万两，不许。璈多方劝譬，乃借二十万，去之厦门。越年和成，巡抚刘铭传邀其归，礼之。遂捐五十万，以为善后经费。授内阁侍读，迁太常寺少卿。十二年四月，铭传奏办抚垦，以维源为帮办。当是时，铭传方厉行番政，大拓地利，而维源亦垦田愈广，岁收租谷二十余万石。十七年，以清赋功，晋太仆寺正卿。二十一年五月，台人自立民主国，设议院，举为议长，不就，遂居厦门。维源有五子，次尔嘉字叔臧，次祖寿、柏寿、松寿。 连横曰：枋桥林氏，为台巨富，而维源又善守之，故能席丰履厚，
