Zechariah saw four more horns in the vision, which the angel said were the horns that scattered Judah, Israel, and Jerusalem.This implies harm to Judah's neighbors.

Yahweh then showed Zechariah the four craftsmen and told him that these craftsmen came to frighten the nations and knock off their horns that would harm the land of Judah. Zechariah saw someone holding a measuring line again, and asked him to go there. The angel also showed Zacharias that the high priest Joshua was standing before the angel of the LORD, and Satan was standing at Joshua's right hand against him.God then reprimanded Satan for not opposing Judah, taking the opportunity to make trouble with Jerusalem. Zechariah saw another flying scroll, and the angel said that it signifies a curse to be cast on the earth: whoever steals and whoever swears falsely shall be destroyed. Zechariah also saw a woman sitting in a measuring vessel, and the angel said this was sin.He raised his eyes and looked again, and four more chariots came out from between the two mountains, which were made of copper.Red, black, white and spotted horses were harnessed to the four carts.The angel said that these were the four winds of heaven, coming from the presence of the Lord of the whole world.
