In July this year, the Ningxia Writers Association organized more than 40 writers to go deep into the taxation front, which has always been unknown. After several months of hard work, it was compiled into this heavy reportage collection.Because I personally participated in the construction of the market economy in order to gain a deeper understanding of real life, I set up four companies in "Going to the Sea" and hosted Xie Jin's "The Old Man and the Dog" adapted from my novel "The Story of Old Man Xing and the Dog". The film crew of "Dog" went abroad twice and was writing a novel, so they were unable to join the Ningxia writers in the taxation front to experience the hardships of taxation workers, and missed many friends that should be known. "Stuffing up the style of taxation" is a great pity.

Therefore, the editor urged me to write a preface to make up for my regrets and shortcomings.Frankly speaking, as in the past, this preface is just a social article for me, just to say a few nice words and pass on business.However, after I have really struggled in the market economy this year, I have many words from the bottom of my heart. Now, when many people mention tax workers, they immediately feel a sense of alienation, "respect ghosts and gods and stay away."When I was preparing to start a company, many people advised me not to do it, saying, "You can't handle the tax people alone!" It seems that tax workers are the enemies of businessmen.Originally, the word "hate" in Chinese, carefully analyzed: you "hate" people, of course they will "hate", "hate", "hate", "hate" and "hate" are always connected together; "It can also be explained in this way: when he "gets" something, he is happy to "mean".So I think that this book should be published just to "rectify" tax workers, even if it has no other social significance.

From my personal experience, I have never encountered a "hateful" tax worker. On the contrary, without the support and understanding of the tax workers, my four companies would not have the stable development they are today.Let's take "Huaxia Western Film and Television City Company" as an example.Zhenbei Fort in the outskirts of Yinchuan, originally the ruins of two ancient castles, became a nomadic spot for herdsmen.According to my introduction, after being attracted by a film director, 15 films were shot here in a row. "Red Sorghum" and "Yellow River Ballad" also won international awards, which is the first time since 1949 that a Chinese film won the award. Such a high-level international film award.We can say that Chinese films went to the world in Zhenbeibao.But after the filming was over, the villagers nearby dismantled the set and took the adobe wood home to build the sheepfold.Comrade Yuan Jinlin, the director of the local Forest and Grass Experimental Field, approached me and wanted to make use of the cultural role of the ancient castle with me. His purpose is to drive the economy of one side through tourism. It is well-known at home and abroad, and after being visited by Ningxia people, they can realize that other film directors can turn decay into magic in such a desolate and dilapidated place, and make a world-sensation. What else can we not do?Thereby strengthening Ningxia people's love for their hometown and their confidence in building their hometown.So we cooperated with the Agricultural Construction Committee, Ningxia Daily, Ningxia Law Firm, Yinchuan Evening News, Ningxia TV Station and other units to quickly build the Zhenbeibao film base.However, this project is obviously a project in which the social benefits are greater than the economic benefits, and the indirect economic benefits are greater than the direct economic benefits.Strictly speaking, this should be an important cultural facility in Ningxia, just like parks and exhibition halls.The film base can maintain its own expenses, and it is not bad without state subsidies.We noticed this feature immediately after the soft opening.what to do?Comrade Du Chunlin, the company's financial director, tried to make a report to the tax department, explaining the nature and income of the company, and requesting tax exemption.To be honest, I didn't have much hope at the time.Unexpectedly, the tax department immediately approved the tax exemption for the Zhenbeibao Film Base, and refunded the tax already paid.This was much beyond my expectation.

For another example, we also set up a factory in Wangyuan, Yongning, to produce aspartic acid, alantinic acid and a series of by-products, named "Huanghui Biochemical Products Company".The product is a new high-tech product. According to regulations, it can enjoy tax exemption for a period of time. We thought that applying for tax exemption would definitely make things difficult for tax officials.But it is beyond the imagination of ordinary people. Tax officials understand the importance of high-tech products to the economy of Ningxia in remote areas. Therefore, I am very pleased to see that there are reportage works describing tax workers in Yinchuan and Yongning in this book. I know from my personal experience that the works about them are completely true.

At present and for a long period of time to come, economic construction is the center of all our undertakings.The importance of tax work has become more prominent.In the social form of the planned economy in the past, ordinary people rarely dealt with taxes.The so-called tax payment is nothing more than putting the money in one pocket of the country into that pocket.It is different now, almost every ordinary person has something to do with tax payment, such as income tax, no matter who the income reaches a certain amount, they have to pay tax.And the taxation department is absolutely different from the bank, it only asks people for money and never gives money to them. In this way, the "annoying" problem arises.

Historically, Chinese people have always had a good tradition of respecting taxes and paying food on time.Folk proverbs have long said, "Whoever becomes the emperor will pay the grain to whom" and "If the land tax is paid, the emperor and his elders have nothing to do with it".It shows that Chinese people have known since ancient times that paying taxes and paying taxes is the obligation of every subject; local farmers, businessmen, and businessmen all put paying taxes and paying taxes at the top of their expenditures. After paying taxes and paying taxes, they have gained freedom.However, after the "Cultural Revolution", everything was messed up.The first is to fundamentally reduce the Chinese people's moral quality and concepts of duty and credibility.If there are some problems in the four companies I run, it is all because I trust people too much, and the other party and the people I have used have no sense of obligation and credibility.

A market economy can only function well on the basis of complete equality between people and strict compliance with laws and obligations. Of course, this includes civic and debtor obligations such as paying taxes and repaying loans on time.In the early days of my company, due to my inexperience and credulous trust in others, I lent out two sums of money amounting to 200,000 yuan—a restaurant and an electronic advertising center. Until today when I write this preface, the repayment period has exceeded half a year Too much, still can't take back all of them.When you borrow money from me, you want to call me grandpa. Now I am not only a grandson, but also a "hating" person.I have such personal experience, so I really sympathize with the difficulties of tax workers.I have been to many western countries. It is true that Westerners have more personal freedom than us, but Westerners generally fear two kinds of people—the police and tax officials.This kind of scene often occurs in foreign movies and TV series, so I won't give examples one by one here.An unreasonable or drunk Westerner who dares to fight and kill anyone, but immediately respects the police and tax collectors, do you think it is strange?If I tell them that there are still many people in China who don’t listen to the police and tax officials and beat the tax officials who come to collect taxes half to death, foreigners will definitely envy our "freedom" to death.

However, their democracy is also embedded in it.In western countries, as long as he is a "taxpayer", he dares to criticize officials at any level, including the president; For miscellaneous matters, government officials can't catch them or catch them slowly, and he will go to court to sue officials. We are a socialist country and should have a wider democracy and a more complete rule of law than the West.Now, the ideological circles, academic circles, governments, people's congresses, CPPCC, etc. are actively discussing how to strengthen the construction of socialist democracy and the rule of law. The progress of our society is obvious to all.And I personally think that if the people want to truly enjoy democracy, everyone should first be a good taxpayer.

Since I haven't read all the articles collected in this book, I can only write the above text based on my feelings.As far as I know, Ningxia may be the leader in the whole country for writing reportage for tax workers and publishing special collections.Therefore, I would like to give a shout out to the event organized by the Ningxia Writers Association: it is good!
