齐副书记的秘书突然打来电话，要周一粲去趟省城。“你抓紧来一趟，有些事齐书记要跟你面谈。” 这个电话太及时了，周一粲正苦苦地想着，怎么跟齐副书记把情况反映上去，还有，她想让齐副书记跟上游市说说，通融通融，放点水，目前解决水荒，只有这一个办法了。 “我马上动身，这就去省城。”她跟秘书说。 秘书笑了笑，在电话里道：“也不用太急，过两天来吧，齐书记只让我通知你，没明确时间，我再落实一下，给你电话。” 周一粲连着说了几声谢，弄得秘书在那边挺不好意思。 接完电话，周一粲的心境就不一样了，紧忙将手头一些急事儿处理了，就开始琢磨，这一次去省城，到底要汇报哪些问题，哪些暂时还不能汇报？还有，这一次必须得带份礼物，到河阳两年，她还没带给齐副书记任何礼物，这怎么也说不过去。 带什么礼物好呢？ 周一粲难住了，后来她猛然想起，齐默然喜好书法，尤其爱收藏民间的书画作品，咋把这个给疏忽了！对，就带字画！ 河阳有个书法家，姓吴，大号吴二水，是西北书坛泰斗孙子鱼的弟子，孙子鱼一生英名远播，在书画界尤负盛名，是西北四大才子之一。可惜他死得早，“文革”不久便去了，作品留下的也不多。孙子鱼这个名字，周一粲还是从齐副书记嘴里听说的，当时她就没往多里想，你说傻气不傻气？她打算先弄一幅二水先生的作品，投石问路，如果齐副书记喜欢，她再想办法，她相信二水先生手里，一定有孙子鱼的真品。 星期五早上，周一粲在文化局一位副局长的陪同下，敲开了二水先生的门。吴二水也是个怪才，不但才怪，做人也怪，这些年，他的名气与日俱增，作品价码也渐渐攀升，可他很少出手，写了东西全都藏着，外地来的客人想索取，都很难，市面上更是难以见着。 二水先生八十好几了，可精神矍铄，一头银发配上那副极具个性的银须，令他既有形又有神，一见面便让人肃然起敬。简单寒暄几句，周一粲主动说明来意，想请二水先生一展墨迹，以饱她眼福。二水先生话不多，也不会曲里拐弯，他问周一粲：“你是收藏还是送人？” “哪啊，老先生，我是想把你的墨宝拿到港澳去，在那边做宣传，也好给咱河阳挣点面子，吸引更多的人来河阳投资。” “这……”老先生似乎没想到这一点，有点犹豫。 “老先生，眼下我市要评文明城市，周市长是想打文化这张牌，拿你的画当名片，宣传我们河阳。”那位副局长趁势说。 老先生似乎对副局长的话不感兴趣，瞅了一眼副局长，继续跟周一粲道：“我知道你来的目的，我手头能拿出手的字真是不多，有一幅，写得是早了点儿，不过，我自己对它还比较满意。”说着，到里屋翻腾了半天，拿出一卷破报纸，缓缓取开，将字画呈现在周一粲面前。 周一粲的眼直了。 尽管她不懂书法，但她的目光还是让这幅字惊住了。“好字，好字啊。”她失声叫道。一旁的副局长同样露出吃惊的脸色，这位仁兄算是半个内行，他的目光让周一粲越发坚信，老先生是把心血之作捧了出来。 “多少钱？”周一粲情急地就问。 二水先生略略一惊，似乎对周一粲这句话有点不解。 “是这样的，我太爱你的字了，如果可以，我想把它收购下来。”周一粲慌忙解释。 “你不是说……”二水先生越发不明白。 “周市长的意思是，如果先生您同意，这幅字就算市政府收购了，市政府用来宣传，不能白拿先生您的。”副局长毕竟跟二水先生打的交道多点儿，知道他疑惑什么。 二水先生哦了一声，似乎相信了副局长的话。“我老了，也不需要钱，如果政府真的用得着，就拿去吧。”说完，他将字画重新包了起来，双手捧给周一粲。 周一粲的手有些颤抖。从二水先生家出来后，她一言不发，副局长想说什么，一看她的脸色，没敢说。不过，二水先生今日的作为，让他也很受感动。 有了这幅字，周一粲的底气就算足了点儿。接下来，她开始焦急地等电话，可两天过去了，齐副书记的秘书还是没打电话。周一粲真是有些等不住了。 这天在办公室，她忽然想起一件事，这事本来前些日子就想安排下去，被其他的事一搅，偏又给忘了。她又细细琢磨了一番，还是决定将这件事做下去。 其实这事也不是啥见不得光的，去年河阳发生过一起车祸案，当时她就觉有问题，几次会上，她都讲过不同意见，但都没被采纳。案子最终是结了，但留下的疑点不少。她想把这案子重新调查一番，将心中几个疑点解开。如果说以前她还犹豫着要不要这样做的话，现在，她不犹豫了，必须要解开，而且要快。 当天晚上，她将公安局一位副队长叫来，如此这般安顿了一番。 副队长一开始表现得很犹豫，不敢接手，后来周一粲发了火：“怎么，怕了是不？为什么一让你们碰有疑点的案子，就缩头缩尾？这里面是不是真有见不得人的事？” “市长你误会了，公安内部有规定，凡是结了的案子，不容许再查的。” “如果这案子是冤案错案呢，你们也不再管？” “这……这得当事人提出来，还有，就是上面明确指示要重新侦查的。” “那我算不算上面？”周一粲的口气不怒而威，副队长意识到，再不点头，怕是说不过去。可他还是担心，犹豫道：“查可以，不过让强书记那边知道，怕……” 周一粲本想说这跟强书记有什么关系，转念一想，道：“这么着吧，你们也讲点策略，这案子呢，你们在暗中查，不要对外张扬。查出什么疑点，只对我汇报，明白我的意思吗？” 副队长是聪明人，这种事他们以前也遇到过，一听周一粲说只对她汇报，马上心领神会：“请市长放心，这事儿我一定抓紧办。” “不但要抓紧，重要的，是查出真相来。”周一粲进一步道。 副队长领了命，匆匆忙忙地走了，其实对下面的人来说，他们更愿意办这种案子。办这种案子不但能立功，重要的，是能拉近跟领导的关系。试想一下，市长凭什么叫你办这案，而不交给别人？这道理不是明摆着的吗？ 周一粲长长地舒口气，伸了一下腰，正欲给省委一位朋友打个电话，问一下高波书记的病情，电话突然又叫响了，刚一接通，里面就传来一个惊慌的声音：“周市长，不好了，强书记他……” “慌什么，慢慢说。” 对方努力克制住自己，花了很长的时间，才将事情说明白。周一粲听了，心里陡地腾起一片暗云。 怪不得他没时间理沙漠水库的事，原来是去了开发区…… 强伟果然在九墩滩开发区。 这是九墩滩一个叫湖坝的村子，据沙县县志记载，这儿曾经是一片美丽的沙湖，是当年苏武牧羊的地方，民国年间，这儿还是水草丛丛，碧波荡漾，成群的野鸭子游戈于水草与芦苇之间，发出欢快的叫声。就在“文革”期间，这儿还能看到水的影子，湖虽是没了，但绿色还在，沙棘、梭梭还有红柳丛，将湖坝染得墨绿。水是啥年间彻底没了的，强伟不知道，也不想知道。绿色是啥时候绝迹的，他也不想探究。他只知道，这里现在还是一片蛮荒之地，是沙灾最为严重的地方。 每次踏上九墩滩，踏上湖坝，强伟心里，就跟灌了铅般沉重。苍苍茫茫的大漠，粗犷凌厉的漠风，还有随地而起的沙尘，如刀子一般，剜他心上。他恨不得生出三头六臂，能在一夜之间，让这荒蛮的大漠旷野长出绿色。 一片土地是不能太久的失去绿色的，就跟人的心灵不能太久的失去阳光。失去了，这土地就不再是养人活人的地儿，而是吞人埋人的地儿。就跟心灵失去阳光太久，就会变成一口枯井。 强伟害怕枯井，更害怕这黄沙漫漫的苍凉世界。 要不，当年他也不会那么心急，不顾众人的反对，硬是要搞这个开发区，硬是要将这寸草不生的黄沙滩变成碧绿的良田。 可是，时间过去四年了，这儿除了零零星星的绿色，还有一些不死不活的树，他期望的良田并没出现，他内心里幻想了无数遍的沙湖再也没有回来。令他痛心的是，随着井水的枯竭，土地的再次泛碱，好不容易搬迁下来的移民又变得心灰意懒，再也不相信他当初讲过的神话了。九墩滩一共九个移民村，到目前为止，除了三个村村民还坚守在沙漠里外，其余六个，陆陆续续地，有一大半溜回去了。留给强伟的，除了颓垣断壁般的村舍，再就是像狗啃过一样的大片大片未平整好的盐碱地。 这一切，都是白花花的银子。 为搞这个开发区，为移民，强伟四年间一共拿出了两千多万的财政补贴，还不包括那些方方面面的募捐与支持。 这在发达地区也许不算什么，但在河阳，却是一个不小的数目。在五佛、苍浪两县还有一半农民未达到脱贫，东西二城区又有上万号下岗工人没饭吃的今天，这笔钱的意义，不能不说非同小可。 强伟从政二十六年，前后蹲过六个县区三个市，经手的资金已达数十个亿，最失败的，就是这一笔。二十多年来他貌似风风火火，敢打敢拼，但在花钱的问题上，他比谁都谨慎，也比谁都在乎。没想到，真没想到，他会在河阳，会在大沙漠里，搞下一个烂尾工程，犯下一个令他痛心疾首的错误。 这错误有点大，犯得也很是愚蠢，到今天，强伟还搞不清，当初怎么就能脑子发热，突然涌出这么一个创意？仅仅是想把沙漠变好，仅仅是想让山区的农民跟先富起来的沙县农民一样过上好日子？好像不，至少不全是。那么，还有什么？ 强伟说不清，真是说不清。他想过，不止一次地想过，可到今天，他也没法实实在在给自己一个答案。有时候他想，难道真如秦西岳骂他的那样，是当官当昏了，当得不知道该干啥了？还是有次人代会上，有个代表提的那样，是别出心裁，想把政绩工程建在沙漠里？ 或许，都有，但，强伟就是不肯承认。 许艳容说得对：“有时候你做事特绝，我特佩服。有时候，你又犯傻，犯的错误跟孩子一样，又让人好笑，又让人生气，无法原谅。” 能看清他的，怕也就许艳容一个。但强伟必须先自己看清自己，哪怕是栽跟斗，也要栽个明白，栽个清楚。 强伟这次来九墩滩，目的只有一个，就是认认真真把九墩滩移民开发区的问题调查清楚，赶在别人告状前，给自己一个确定的答案，这个开发区，到底还要不要搞，有没有必要搞？如果有，那他将在所不惜，哪怕粉身碎骨，也要把这个开发区搞成功，像模像样建设起来。如果真的是他当初感情用事，决策错了，那他就彻底放弃这个梦想，如实跟省委检讨错误，哪怕因此而丢了乌纱，他也无怨无悔。 与其让别人拉下马，还不如自己主动点，这是强伟在老奎爆炸案后忽然悟出的道理。 可能，也是那惊天动地的一炸，把他给彻底炸醒了！ 陪同的人全让他打发了回去，赖着不走的秘书也让他最后一个骂了回去，在这个风沙弥漫了整个沙漠的夏日的黄昏，强伟孤零零的，像一个幽魂，立在沙梁子上。他立得有些悲壮，更有点无奈。 黄昏不知什么时候已隐去，夜幕拖着沉沉的步伐，践踏了沙漠，强伟眼里，涌进浓浓的黑暗，耳边还是呼呼作响的漠风，沙浪一袭猛过一袭，击打得他站立不住。强伟紧紧衣领，想让这刀子般的漠风离他远点儿。 这几天，他跑遍了九墩滩九个移民村，也跟村民们交流了不少，得来的信息令他沮丧。九个村里，好像没谁心甘情愿地想继续留在这里，有些想回去，继续回到山窝窝里，过那种消消闲闲的日子。尽管那日子穷点儿，但自在，把庄稼交给天爷，把日子也交给天爷，再就不管了。是穷是福，是宽裕还是紧巴，就全看天爷的意思了。沙漠不同，沙漠太苦了，起早摸黑的，啥时是个终？这些人冲他叫苦。还有一些，眼巴巴瞅着他，心想他可能说点什么，可能还要多给点什么，比如钱，比如粮，比如能让他们舒舒服服过日子的那种政策。有人还幻想，能不能把他们再搬一次，搬到那些不用受太大苦但照样能过上好日子的地方？这种地方他们不知道，但强伟一定知道，他是书记嘛，书记还有啥不知道的？ 强伟无言，一连三天，他都像失语一般，面对那些空洞而茫然的目光，他真是无话可说。他忽然就想起那个叫王二水的男人，那个一心要让秦西岳为他鸣屈叫冤的民办教师。他笑了一下，笑得很苦。秦西岳这个书呆子，他哪里能挖清这些山里人的心机，哪里又能懂得这些山里人的真正目的。都说山里人老实，憨得跟山里的羊一样，强伟却觉得，四县二区中，最最不可救药的，就是这些好吃懒做怕动弹的山里人。 扶贫不扶懒，救急不救贪，这是强伟的原则，也是他当初下决心改变搬迁政策的主要缘由。
