Chapter 17 Chapter 16 Reform is really not an easy task

(from the end of July to mid-August 2000) Lin Yin first connected with Fang's political commissar on the reform issues deployed by the regional public security bureau. Fang's political commissar suffered from a bad cold not long ago, and he was found to have diabetes inadvertently during treatment in the hospital. He was under a lot of mental stress and lost a lot of weight.Maybe it was affected by health. After hearing Lin Yin's words, his attitude was not as positive as expected. He just said: "Since the superiors request so, let's do it. First formulate a plan, then discuss it with the party committee, and then report it to the district public security bureau and Once approved by the Municipal Party Committee and the Municipal Government, it will be implemented, and the job will be hired. Don’t delay this matter for too long, hurry up, and end it as soon as possible, otherwise it will affect the work. It’s not a big deal, and you should be familiar with the road!”

"Familiar with the road"?What's the meaning? The political commissar Fang explained: "It was done once two years ago, and the appointment and appointment system was implemented at that time. Now that it expires, it's just a re-employment. The basic method is similar, and I have experience!" After Lin Yin heard this, he hurriedly explained: "Director Gu said that the reform did not achieve the expected goal, and this time we must make serious efforts to achieve real competition for employment and survival of the fittest. We have to learn the lesson from last time and take it seriously. , must not go through the motions. He also asked our Qingshui Public Security Bureau to take a leader, find out experience, and promote other city, county and district bureaus!"

Commissar Fang smiled faintly: "The rafters in the early years are rotten first. In this regard, we can't take the lead. Besides, we can't say that the appointment system last time went through the motions. We have different opinions on the last reform, but no matter how we reform, The principle that the party committee manages cadres cannot be lost... so, you don't have to worry too much, let the political engineering department formulate the plan first, and then we will review it, and we will go to the party committee after basically agreeing!" Lin Yin felt that Fang's political commissar's attitude was a bit abnormal, but he didn't study it too carefully. He also asked for opinions from several other party committee members, and they seemed to be similar to Fang's political commissar.Li Shulin actually said: "You can do your job well, what is Lao Zheng doing with his tricks, looking for troubles for nothing, and tossing people!" Even Lao Jin sighed and said: "Reform, reform, how many years have been reformed, change the soup but not the medicine. ...Okay, I'm convinced too, since the higher ups are going to change it, let's change it!"

Lin Yin also sought the opinions of the team leaders of the department and the police, but their reactions were obviously different from those of the party committee. The captains of the department were very encouraged, but also worried that they would not come to the real thing. The policemen had mixed reactions. Those with high quality were eager to try and wanted to compete for a good job, while those with poor quality were worried. Some people think that this is just going through the motions, and in the end it is better to change the soup instead of the medicine. Qin Zhijian maintained his outspoken style: "I agree with the reform with both hands. The key is to make it real and not follow the formality. Like last time, everyone had great hopes at the beginning, but in the end the leader made a decision. Everyone’s ballot competition speeches are useless. Instead, some people who are not good enough raise them in the name of reform. What kind of reform is that? Appointing talents and mobilizing everyone’s enthusiasm is of course good, I support it with both hands, but if it’s still the same as last time, it’s better not to do it!”

Qin Zhijian introduced the situation of the last reform. The most important part of that reform was the competitive speech and evaluation voting. In particular, comrades who compete for middle-level leadership positions must give speeches in front of the overall police, put forward their work ideas for competing positions, and then attend the police to vote.At that time, everyone was highly motivated, and many comrades made careful preparations. The inauguration speech was also held, but the results of the police vote were not announced. Many middle-level leaders who were finally announced to be hired were beyond the expectations of the police. The mediocre people went up, or continued to maintain their official positions. The policemen talked a lot, some even said it was a "scam".As a result, instead of promoting work, it brought negative effects.

After Qin Zhijian finished speaking, he pointed out sharply: "The key to the success of the reform is the relationship between the opinions of the party committee and the votes of the masses. In the final appointment, whether the evaluation votes are announced or not, and whether the opinions of the masses count. This must be clarified in the plan. Otherwise, the reform will be a waste of time!" Lin Yin asked Qin Zhijian: "What's your opinion? Yes, you also have a lot of contact with the grassroots police. What's their opinion?" Qin Zhijian immediately replied: "My opinion is very clear. Since the police are required to vote, the vote must be counted. Is it our consistent line to believe that the masses rely on the masses? Since the vote does not count, why do you still vote? I heard a lot of arguments, The focus is on this, comrades with strong abilities, outstanding work, and no one above all think that they should pay attention to the evaluation votes. Because this is the only way for them to stand out!" After finishing speaking, he added with his unique extreme: "Actually, this kind of reform is far from being in place. Why are middle-level leaders and policemen only allowed to compete for posts? Why can't bureau leaders do this? Why don't city leaders do this? In my opinion, if all levels compete for posts, our country guarantees I am more energetic than now, and my career is guaranteed to be better than it is now!" Shen Shen changed to a helpless tone: "However, this is just the opinion of our grassroots comrades, and the leaders think differently from us. I guess this one It will be difficult to pass at the party committee!"

Things happened as Qin Zhijian expected. On the party committee, some people held completely opposite opinions to Qin Zhijian's.In particular, the deputy directors of business operations all believed that it should be the same as last time: inaugural speeches and police voting should be done, but the party committee has the final say on who will be used in the end.Li Shulin also sang a tune with Niu Ming for the first time. Niu Ming said: "Does the party manage cadres? This is the principle. Whoever gets the most votes will become an official. Isn't that the way of Western bourgeois democracy? I firmly oppose it. The police can vote, but that's just a reference. It’s up to the party committee to study and decide!”

Li Shulin also gave a very convincing reason: "If we only look at the votes, those who do not usually do work and specialize in relationships must take advantage, but can such people be employed? Therefore, the party committee has to check!" Deputy Director Zhou's inclination is the same: "That is, if we rely on voting, what do we need people to do? Voting can only be used as a reference, and in the end the party committee has the final say!" Lin Yin was supported by Lao Jin, Secretary of Discipline Inspection, and Li Jie, Chief of Political Work Section.Lao Jin said: "Chairman Mao said, we should trust the masses, should we trust the party? And the masses are at the front, so why are the party committees and the masses opposed? If voting is just for reference, then what reforms are there? Just do that, do an assessment, and then study the appointment. I don’t think that’s what the District Public Security Bureau means!”

Li Jie, on the other hand, read the relevant paragraphs of the reform plan of the municipal bureau and said: "I don't think that party-management cadres and civilian police voting are in opposition. Combined. This must be the meaning. Therefore, we must pay attention to the evaluation votes of the police, and fully consider the police votes when we finally hire personnel!" Lin Yin asked Fang's political commissar for advice.Fang's political commissar was ambiguous: "Well, I think these two opinions are reasonable. Indeed, believing in the masses and believing in the party are not opposites. Does the party represent the fundamental interests of the people? Does our party committee also represent the interests of the police? , So, I say, the two are not opposed, but unified!"

However, he has never expressed his personal opinion. For this reason, the party committee failed to reach a consensus, but only confirmed it, and then further solicited opinions from the police and superior leaders. After the meeting, Lin Yin called Director Gu and reported the situation to the party committee.Director Gu said: "I can only talk about it in principle. As you said, the interests of the party and the masses are the same. The party serves the people. The party has no interests other than the interests of the people. Of course, specific To analyze the situation in detail, to carry out work creatively, and to combine the opinions of party management cadres and the masses, it depends on your level...By the way, in order to guide the reform of the personnel system of the public security bureaus of the cities and counties, the regional public security bureaus have established steering groups , I will go down in two days!"

Under such circumstances, Lin Yin could only conduct investigations and solicit opinions from all parties while waiting for the working group of the Regional Public Security Bureau. However, a lump arose in his heart, and that was Commissar Fang's ambiguous attitude. Since Lin Yin came to work in Qingshui, the political commissar Fang has given him great support. He not only fully respected himself, but also silently picked up the omissions like a big brother, Lin Yin was very grateful in his heart. But now he suddenly became ambiguous, as if he was a different person.Lin Yin knew that without the support of Fang’s political commissar, all decisions and actions would become weak and difficult to carry out, which is unimaginable anyway... Just in time, before leaving get off work at night, Commissar Fang called and said he wanted to talk to him.Lin Yin was also about to talk to him, and hurriedly agreed. After the bell rang, Political Commissar Fang came over, and closed the door behind him after entering the room. For some reason, Lin Yin suddenly felt that the intimate relationship between herself and Commissar Fang had become delicate. He politely stood up to greet him, showed some enthusiasm on purpose, offered to sit down, and poured water.Political Commissar Fang seemed to feel the same way, and tried his best to be warm. In the end, the two sat side by side on the long sofa in a leisurely manner.Fang's political commissar first said that he was not in good health these days, that he did not support Lin Yin enough, and so on.After a few sentences, I finally got to the point, and I used a question sentence: "Director Lin, although I am older than you, you are the number one leader. Sometimes I may not be humble enough. I regard myself as a big brother and do not support you enough. .I want to ask for your opinion to see if there is anything wrong with me, please point it out, and I will definitely improve!" What kind of tone is this, what's wrong with it?A kind of sadness arises from the heart.Lin Yin looked at Political Commissar Fang, and said sincerely and bluntly, "Political Commissar Fang, I really don't know where your words come from. Is there any crisis between us? I hope you will still call me Lin Yin, Don't call me Director, it makes me sad to call you that... If you want to ask, I'll just say it straight, I am very grateful for your support and I am very satisfied, and I need your continued support in the future, especially at present..." Commissar Fang looked at Lin Yin's face, and seemed to be a little emotional, but immediately lowered his eyelids to avoid his gaze. After a while, I lifted it up and said with a smile: "Director Lin, you must have misunderstood me. In fact, I didn't stand up to support you in the matter of reform. I was actually thinking for you. Have you ever thought about it? If the competition for posts is mainly based on police evaluation votes, and if the people you want to use get very few votes and don’t come up, what should you do?” This question is a bit sudden. Lin Yin has been busy with the design of the plan, so he really didn't think about this kind of thing. So I can only answer while thinking: "This... I really haven't thought about this kind of situation... If the person I admire gets few votes and the support rate of the public is very low, then it is very likely that I have misjudged the person... If we have determined the principles, we can only obey the principles and cannot be hired. However, I believe that most policemen are conscious!" Commissar Fang shook his head and smiled softly: "Things are not as simple as you think. For example, let's say Qin Zhijian. I know you like him, and I like him too. His ability is beyond doubt, and now He is the deputy trainer of the criminal police brigade, and in the reform, he can compete for the trainer or captain, but if he has a low test score and no competition, he may not even be the deputy trainer, what should you do?" Lin Yin really didn't think of that.He really admired Qin Zhijian, and he also had hope in his heart, hoping that he would have greater development in the reform, but he really never thought about the fact that his evaluation results were not good.Lin Yin replied hesitantly: "This... is not possible. I think that Qin Zhijian has a good mass base, and many policemen admire him. Whether it is the criminal police brigade or other units, there are many people who support him..." Lin Yin did not go down Said, because he had heard the police say that Qin Zhijian is also fully competent as the deputy director of criminal investigation. Commissar Fang was not convinced by Lin Yin, but he stared into Lin Yin's eyes and continued: "No, I just assumed, if he really got a very low vote, what would you do?" Lin Yin thought for a while and said firmly: "That can only be based on principles. Since the general police think he is not good enough, they must have their own reasons for not voting for him!" Political commissar Fang didn't speak immediately, looked at Lin Yin for a moment, sighed and laughed: "You really believe in the consciousness of the masses? There is no personal grievance here, no clique formation?" Lin Yin: "I can't rule out this possibility, but I still believe that most of the policemen are conscious!" Political commissar Fang lowered his eyes for a moment to think and then raised his eyes: "Then, let me ask you another question. Moreover, this is not a hypothesis, but this will definitely happen. If a higher-level leader comes to you, you must put someone in the reform process. What do you do when you get promoted to a certain position?" Lin Yin felt that this was an easier answer than the first question, and immediately greeted him: "Fang Political Commissar, I don't need to answer this, don't you know me as a person?" Sure enough, Commissar Fang did not ask this question again, and pondered for a moment to ask the last question: "Well, even if I agree with you on the issue of hiring middle-level leaders, there is still a problem of elimination. The plan of the District Public Security Bureau has stipulated that , in the reform, more than 10% of the unqualified policemen must be eliminated. This proportion is not low. Those who are eliminated have to enter the training class for three months. What should be eliminated, what should you do?" Lin Yin: "Political Commissar Fang, I don't understand what you mean. Which ones should not be eliminated and may be eliminated?" Political commissar Fang: "Well... then let me give another example. Lan Yuqin from the patrol brigade is most likely not hired. What do you do with her?" It turned out that Fang's political commissar was referring to those policemen with proven backgrounds. There are indeed such people in the bureau, and the quality of these people is often low. It is precisely they that affect the image of the overall situation. Whenever Lin Yin thinks of them, his head hurts and his heart gets angry, so he speaks out what is in his heart : "Everyone is equal before the regulations, no matter who they are, they are treated the same!" Commissar Fang put the teacup to his lips, stopped and put it down, looked at the shade of the tree, nodded lightly and said, "I guessed that you would do this, but have you ever thought about it, if we do this, it is tantamount to ruining their jobs. Can they let it go? Moreover, we offend not only them themselves, but also the people behind them. They are not ordinary people. If they get together to deal with you, can you bear it?" Lin Yin was angered by this remark. If it wasn't for Fang's political commissar, he would definitely shoot the case: "Let them come, I'm not afraid of them, so why don't we not reform because of them?" Now, he can only try to restrain himself and ask Said: "Then, what do you say?" Political Commissar Fang: "I don't have a clear idea, but I think we can't act too hastily. Which of the reformers in Chinese history will end well? But, be on the safe side, this is also the reason why I didn't make a clear statement at the party committee, I don't know if you understand or not, I really think about you!" However, Commissar Fang still didn't say what he was thinking, so Lin Yin had no choice but to ask again.Political commissar Fang hesitated for a moment and said: "I really didn't think about it, but if the votes of the police are really used as the basis for hiring or not, these contradictions will be exposed and finally concentrated on us. So, think about it. A proper method will neither affect the reform nor harm these people, and can properly resettle them..." Lin Yin couldn't bear it anymore. He understood what Fang's political commissar meant, no matter what reforms were made, these powerful people with backgrounds must not be touched. In other words, the reform must be premised on protecting or even expanding the vested interests of some people. If so, then why reform?Reform is to adjust the pattern of interests, or in other words, to reduce or cancel the vested interests and privileges of a few people, enhance social fairness and justice, so as to mobilize the enthusiasm of the broad masses of the people, so as to realize the development of the cause and the whole society. If vested interests are not touched, what is the purpose of reform? Is it possible that in our socialist China, there will always be some hereditary privileged classes?Yes, if their interests are touched, they will definitely not let it go.Fang's political commissar is right. The reform is indeed ruining their jobs. They really won't be happy, but most of the police are happy, and the people are happy! Fang's political commissar's words not only did not shake Lin Yin's determination, but on the contrary strengthened him. However, he couldn't refute Fang's political commissar's point of view in person, so he could only try his best to say euphemistically: "I also know that if we really reform, we will definitely offend some people, but as long as we are resolute as leaders and can withstand the pressure, we can do whatever we want." We are not afraid. We are members of the Communist Party, and we must show courage at critical times. As long as we have no selfishness and a clear conscience, then we have nothing to be afraid of!" After hearing this, the political commissar Fang showed a little embarrassment, said: "That is, that is", stood up and said goodbye: "It's getting late, you have to eat dinner, let's think about it again." !" Commissar Fang left, but Lin Yin felt that his point of view had not changed, as if he still had something to say. Although Lin Yin was resolute, the words of Commissar Fang still had a great influence on him.For this reason, he conducted a thorough investigation with Li Jie, the chief of the political and engineering section, and the results came out quickly: Among the overall police, there were only seven immediate and collateral relatives of the city leaders, and the leading cadres of the various ministries, commissions, and bureaus. Eleven immediate family members, six immediate family members of the main leaders in rural townships, and some relatives of the chairman, general manager, and engineering team leader, and even two immediate family members of regional leaders, and some who have nothing to do with them on the surface What does it matter, but in fact there are more than a dozen people arranged by them. After further analysis, some of these people are of good quality, but there are indeed many roles with low quality and incompetence. If we follow the spirit of reform and compete for posts, at least a quarter of them must enter the study class or be dismissed. . The results of the investigation came out, but it didn't help at all. Instead, Lin Yin felt unprecedented pressure. At night, sitting alone in his office thinking about this issue, he seemed to see the hostile faces of these people and more people behind them.If it's serious, can they let it go? Lin Yin understood Commissar Fang a little bit. However, it is not his character to retreat despite difficulties. After thinking for a while, he waved away all these disturbing thoughts, and said to himself: "I don't want to plant soybeans anymore after listening to the rabbit!" Then he grabbed the phone. He knew that the most urgent task was to unify the thinking of the party committee and a group of people.Fang's political commissar has an ambiguous attitude now. If other party committee members say otherwise, the reform may really go through the motions. Therefore, he has to talk to each other, trying to get through the work and get support. The first thing he looked for was Li Shulin. People are afraid of meeting, trees are afraid of peeling. After Lin Yin talked about it, the straightforward Li Shulin didn't hide his point of view. "To be honest, it's not that I don't agree with the fact that the police vote first, but I'm a little worried. For example, I think the stall is big, there are many people, and the problems are complicated. Some units have serious gang formation, such as the Xinglong Police Station. The director and instructor each pull a carriage, and each has a group of people. When it comes to work, the director is a good hand, but he has a bad temper and offends others. The instructors are capable, but they don’t use them for work. They get along well with the police in the station. That’s right, I’ve made a special problem for the director, and I’ve come up with a way to replace it. I’ve already reported this problem, and the party committee hasn’t solved it. If they were to compete, there are likely to be more votes for the director. He is the director, but his work will definitely be affected. Besides, this situation is more than one unit. I didn’t agree with your opinion because I was afraid of chaos. If I can figure out a good way to avoid these problems, I still fully support the police Voting. The key is how to grasp it, and don’t be disturbed by unhealthy tendencies!” Lin Yin felt relieved after hearing these words. It seems that Li Shulin still starts from work, which is easy to handle. The question he raised also has some truth. Police votes must be respected, but there is also a specific method of operation. The key is to prevent gang formation. Therefore, he deliberately asked Li Shulin: "In your opinion, how should we vote?" Li Shulin said: "Then I didn't think about it. Anyway, the voting range should not be too small, and it is easiest to form a small group, which is difficult!" Lin Yin understood what Li Shulin meant. In recent years, the promotion of cadres has implemented the practice of democratic evaluation. This is an improvement, and it is indeed very beneficial. From this, the voice of the masses can be heard, and some people with poor quality can be avoided. But there are also disadvantages. As Li Shulin said, a leader may be very responsible and capable, but because he does not pay attention to the relationship and is too strict with his subordinates, during the assessment, the subordinates may not speak well, and the result of the assessment will not be good. However, if this is not the case, it will still be decided by the subjective opinions of the leaders, and the result will be even worse. Our cadre system is really weird. When selecting high-level leaders, you are not allowed to be democratic. For example, when you are promoting mayors and county chiefs, who has been evaluated by ordinary people? However, there is an assessment when promoting the grassroots cadres below. In fact, only when people keep a certain distance and have no stake, can they remain objective and calm, and votes can remain fair. Our approach is just the opposite. Long-distance high-level leaders are not allowed to be elected, and grassroots leaders who directly offend people have to be evaluated among the leaders. It's hard to be objective. It seems that we have to find a good way to maximize the advantages of the evaluation and avoid the disadvantages.A spark suddenly flashed in his mind, and he asked Li Shulin: "Then, instead of conducting grassroots unit voting, can we directly conduct global police voting?" "This..." Li Shulin thought for a while and said, "This is also a problem, because many policemen don't know the applicants, and the votes they voted are meaningless. I see, can we draw a hierarchy, for example, only let middle-level cadres participate in the voting , because after all, they know more about the situation than ordinary policemen, and they are of higher quality and have stronger judgment... However, those comrades in the unit who are competing for employment may have opinions, because they also understand the situation..." Lin Yin had a solution: "Yes, you are right. Divide the votes into several levels, including those from the general police, middle-level cadres, and those from the unit. Each accounted for a certain percentage. This avoided many problems. The face is a little..." Before Lin Yin could finish speaking, Li Shulin took the lead: "Okay, okay, this method is good, if it is done in this way, I agree with it with both hands!" Lin Yin is very happy, because not only solved Li Shulin's problem, but also found a good way for democratic evaluation. When Li Shulin was walking out, he picked up the phone and asked Deputy Director Zhou.Li Shulin turned around again and asked, "Director Lin, do you want to talk to those of us who disagree?" Lin Yin nodded in acknowledgment.Li Shulin's face was a little red: "This...Niu Ming, don't look for him, he is different from me, it's useless to talk about it...Or, let me talk to him for you!" Lin Yin asked strangely, "Can you talk to him, can you make it through?" Li Shulin's face turned even redder: "That's not guaranteed, try your best, anyway, he's the only one, what can you do if you can't talk about it, the minority obeys the majority!" There is a reason for Li Shulin's words. It turned out that Niu Mingfei took him to a restaurant to drink that night.Because both of them opposed the police vote, and they talked speculatively. After three glasses of wine, Niu Ming shouted loudly: "Damn, I had a good time today. He asked us to push back. What happened to you, the leader? You have to listen to your deputy. If no one supports you, you will be done. From now on, do it like this. If what he does is in line with our ideas, we will do it for him. If it doesn’t suit our ideas, then fuck off. Criminal investigation, these are the two sharp knives of the Public Security Bureau. Whoever becomes the chief of the public security bureau must rely on us, otherwise he will not be able to play well. Think about it, if the middle-level leaders rely on the police to vote, then what do we do as the deputy director of the bureau? ? Our subordinates don’t care what they say, can they speak well in the future? For example, the criminal police brigade, if Qin Zhijian is the captain of the brigade, what will I do as the deputy director? If I don’t care about the cadres, what’s the point of being the director .So, the two of us must form a group and hold him firmly. Let’s take care of this stall, and we have the final say on the use of cadres!” Niu Ming probably drank a little too much, and when he was happy, he said what was in his heart, but it had the opposite effect, and woke up Li Shulin instantly. He thought to himself: "Damn it, you kid has this plan, I don't want to mess with you!" So, he agreed with his mouth, but made up his mind in his heart, and found an excuse to slip away after a while.Lin Yin was looking for him today, even if he didn't look for him, he would take the initiative to look for Lin Yin. Lin Yin didn't know the inside story, and was only happy to have explained Li Shulin, and then went to find Deputy Director Zhou.Although Lin Yin has not been here for a long time, the team members already know that he is a sincere person, and Deputy Director Zhou did not hide his point of view: "Director Lin, it's a heart-to-heart exchange, let me tell you what's on my mind. In fact, I don’t have any opinions on how to carry out the reform. At the party committee meeting that day, firstly, I felt that what they said made sense, and secondly... Director Lin, you know, Commissar Fang is my old leader, I... I The main reason is to support him. However, you really need to pay attention to this matter. Fang’s political commissar is worried about his son. If he really wants to implement an appointment system, the police vote to hire the head of the department, and the head of the department hires his deputy and grassroots police. Wen is very dangerous..." The shade suddenly opened up.No wonder Fang’s political commissar has an ambiguous attitude, no wonder... Cough, Linyin, you always pay attention to work and ignore people, and work needs people to do it. How can you do a good job if you don’t work as a human being! Lin Yin blamed herself deeply, and then felt embarrassed.Emotionally speaking, he sympathizes with and understands Fang's political commissar. He is also a human being, and he has to think about his son.How to do it?If you say something yourself, it's not impossible to find a way to take care of it. You can find any excuse, even if anyone has an opinion, they probably won't raise it in person. However, if this hole is opened, what will others do?Even if no one makes any comments, can you be balanced in your heart? Can you balance yourself? Lin Yin desperately wanted to talk to Commissar Fang, and looked at his watch, it was past eight o'clock in the evening. When I called Fang's political commissar's home, the line was busy, and I called again after a while, but the line was still busy.Called the mobile phone instead, the ringtone was normal, but no one answered. He had to put down the phone. What's going on here?Lin Yin was a little bored, and just about to call again after a pause, the phone rang by itself.Picking up the microphone, it was the voice of Political Commissar Fang: "Lin Yin, you called me... I happen to have something to tell you, you are waiting for me in the office!" After Fang's political commissar finished speaking, he put down the phone. However, from his tone, Lin Yin felt a tinge of comfort, because he did not call himself "Director Lin", but returned to his previous direct name. Why is this? Why is Commissar Fang so anxious to see him?Why do you have to have an interview?Could it be that something happened to him... Lin Yin guessed right, something really happened to Commissar Fang. When Lin Yin called Commissar Fang, he was answering Niu Ming's call.Niu Ming seemed to have just had a drink, and political commissar Fang even felt the smell of alcohol when he answered the phone. "Fang Political Commissar, okay, you did a good job, just do it like this, his surname Lin is too much, he has the final say on everything, and he doesn't take you as a political commissar too seriously. You are right , The party manages cadres, this is a matter of principle, and there must be no concessions. If the **** depends on voting, what does our party committee do? It would have been a long time ago to change the other one. According to the division of labor, you are in charge of team building, and you are in charge of personnel issues. You can't spoil him in the future. He is a foreigner, so he will definitely not grow up. From now on, we will listen to you and fight against him..." Listening to these words, Political Commissar Fang seemed to see Niu Ming's hateful and malicious face, as if he saw the figure swaying behind him.God, what are they going to do, who do they think they are, will I, Fang Yongxiang, be like what you said?He was a little creepy, and finally managed to put down the phone, looked at the phone that rang a few times just now, it was Lin Yin calling, and suddenly, remorse and shame arose in his heart: What a rare public security chief, his Coming here is really a blessing for the people of Qingshui, and the blessing of the Qingshui Public Security Bureau!Fang Yongxiang, why are you so confused? Do you really want to get together with them to punish this person?Just for your unworthy son, are you still human? Are you still a Communist?Could it be that you have really degenerated to this level... So, he couldn't wait to talk to Lin Yin on the phone. As soon as he entered Lin Yin's office, he held Lin Yin's hands tightly and said shamelessly: "Lin Yin, I'm confused, please criticize me..." Fang political commissar excitedly apologized to Lin Yin, and immediately stated that he fully agreed with Lin Yin's reform ideas. And said what was in his heart: "Lin Yin, please forgive me for being selfish, but I am still a Communist Party member, and I haven't fallen. Don't worry, as long as we are of one mind, there is hope for the Qingshui Public Security Bureau. You just let go Well, I fully support you..." Lin Yin was very happy about the sudden change of the opponent's political commissar, and felt at ease.Yes, as long as the chief political commissar has one heart, everything else will be easy to handle.Lin Yin shook Commissar Fang's hand to express his gratitude. At the same time, he also expressed his understanding to him, and proposed to take care of Fang Wen under appropriate circumstances. The political commissar Fang hastily refused: "No, we can't take care of us a little bit. In that case, we can't explain to all the police. Even if everyone doesn't say anything, it's not good if they have thoughts in their hearts. Some people stare at us and find fault with us. We must not give them To tell the truth... Whoever tells him not to work hard, he will go to the study class when he goes to the study class, and he will be dismissed when he is cleared. I can't rely on him for a lifetime. In fact, he can work in the Public Security Bureau, and he has already taken care of him. According to the Ministry of Public Security and the He shouldn’t have stayed in the Public Security Bureau under the regulations on recusal of civil servants. It’s really impossible to solve it now, so I have to do this. If the recusal system can be seriously implemented, if I’m still in office, I will definitely transfer him out... You forgive me for being confused for a while Bar!" Looking at Fang's political commissar's thin face, Lin Yin was both emotional and relieved, secretly glad to have such a good political commissar to assist him. Lin Yin didn't ask Fang's political commissar about the reason for his change, and Fang's political commissar didn't say anything. He felt that Niu Ming was in the same team after all, and it would not be good to shake everything out. However, his attitude has become clear, that is, he firmly supports Lin Yin, and he can no longer give them any chance. Niu Mingwan didn't expect that his work backfired. In fact, he should understand that in the police force, scum like him is a minority after all. Due to the change of Fang's political commissar, the party committee quickly formed a unified understanding.Lin Yin breathed a sigh of relief, but at the same time felt very tired, a kind of tiredness from the bottom of his heart. He once again felt that internal troubles were more difficult than external troubles. When fighting crime externally, the goal is clear, the enemy is the enemy, and the friend is the friend. But this internal worry is that there are enemies and friends, and enemies and friends are mixed, which is really difficult to deal with.It seems that this reform is really not an easy task, and being a reformer is even more difficult. If this is the case in a small unit, what about the entire country?A sharp-edged face loomed before his eyes, filled with respect and sympathy. It seems that the Prime Minister is even more difficult! The draft of the reform implementation plan was released very quickly. It was first reported to the district public security bureau, and it was approved three days later. It was then reported to the county party committee and was included in an important part of the standing committee meeting before the case of the relevant leaders. At the Standing Committee meeting, Secretary Wan first raised the question that Fang's political commissar had raised before: "Is it against the principle of the party to manage cadres by voting on the appointment of cadres? Let's talk about it." Once the leader sets the tone, it will be difficult for others to speak.Deputy Secretary Xu looked at Deputy Mayor Chen. The strange thing is that Ma, the deputy mayor of Chen who always likes to shoot guns, closed his eyes and did not express his opinion, and Liu Ping, the deputy party secretary in charge of cadres, also closed his eyes and remained silent.Later, Mayor Hong spoke first. He said: "I took a look at the plan, and I think it's okay. Secretary Wan's opinion is very important, and the principle of party management of cadres cannot be shaken. However, there are various ways and methods for our party to manage cadres." Deputy Secretary Liu: "By the way, hasn't Deputy Secretary Liu participated in the provincial organization and personnel system reform meeting recently? See if the plan of the Public Security Bureau is in line with the spirit of the provincial party committee?" When Mayor Hong asked this question, Deputy Secretary Liu had no choice but to say: "Okay, let me talk about it. I have read this plan, and I feel that it does not contradict the spirit of the province. At this meeting, the leaders of the provincial party committee specifically proposed that All localities should speed up the pace of reform and explore new ways in the management and use of cadres to stimulate the vitality of the cadre team. In my opinion, the plan of the Public Security Party Committee is in line with the reform spirit of the Provincial Party Committee. The reform of the Public Security Bureau was carried out under the leadership of the Public Security Party Committee. This man! Revenge who?
