主任向明 副主任赖可可 谭希林 中国人民解放军青岛市军事管制委员会青岛市军管会办公厅关于入城纪律的通知 (办字第八号) (1949年5月27日) 发去入城纪律命令一份,该项命令希你们普遍传达,很好地有计划、有组织地进行学习,务必求得上至干部下至勤杂人员及每个伙食单位都要在纪律性上提高一步是荷。 Sincerely, 军管会办公厅 附:入城纪律 城市秩序的好坏,首先决定于入城部队的纪律好坏,特别决定于部队干部与接收干部能否忠实执行城市政策与能否严格遵守入城纪律,因此,一切部队从军、政、后勤干部,直到战土,一切接管机关从党、政、军、民、财经文教干部直到勤杂人员,在入城前,必须普遍地、反复地、深入地进行党的城市政策的教育及入城纪律的教育与接管城市的经验,教育一切部队干部及接收人员必须坚决遵守下列入城纪律: 第一、一切机关、部队、公营企业人员、采购人员、民兵、民工凡未持有军管会所发之通行证或佩带军管会特许之证章者,一律禁止出入市区及厂区,严厉处罚一切破坏秩序,损坏公物及盗窃国家财产的分子。 第二、一切接收人员与入城工作人员,必须严格遵守“三大纪律、八项注意”,坚决执行人民解放军总部及华东军区所颁布的一切命令法规,严禁无纪律无政府现象。 第三、入城部队只有保护城市工商业之责,无没收处理之权,除易于爆炸和燃烧的物资如炸药、汽油等应迅速疏散出城并呈报军管会处理外,严禁搬运机器、物资和器材,严禁擅拆车轮及零件。 第四、除敌方武装散匪及其他持枪抵抗的人员应加俘虏及重要特务间谍与破坏分子和重要战犯应加以逮捕外,严禁乱打人乱抓人的现象。 第五、任何部队有收集散在战场上的弹药武器;其它军用品及军用物资之责,但无单独处理之权,必须开列清单呈报军管会转报华东军区统一处理。严禁各部队后勤供给人员离开本身职务投机取巧乱发物资或抢购物资。 第六、一切入城的机关及部队必须遵照军管会所指定的房屋居住,服从其公房屋管理处的管理等分配,并教育一切人员爱护公物及使用室内外一切新式设备与卫生设备的方法,严禁擅移器具设备及盗窃、破坏国家财产,所有部队机关一律不准驻在工厂、医院、学校和教堂。 第七、在战斗结束后,除需要维持城市秩序一定数量的部队外,并在撤出前必须对任务移交清楚,一切驻在城内部队,应制定适合城市生活习惯的制度和规则。一切机关及部队人员不得在市内无故鸣枪,如需军事演习或练习射击时,必须得到军管会的批准,并需到军管会所指定的郊外地点演习。 第八、一切机关及部队人员应实行公平交易,不准强买强卖,所有部队人员及公务人员乘座公共汽车或进入公众游戏场所,必须照规买票,所有汽车及其他车辆入城,必须遵守交通规则,并服从交通警察之指挥。 第九、除外国侨民事务管理处外,任何机关和干部不许和外国人谈话或发生直接关系。对一切外国外交机关、教堂、学校、医院、工厂、商店及外国人的住宅,应予切实保护,严禁擅人外国侨民的机关及私人住宅。如外侨有犯罪行为者,需呈报军管会处理。 第十、除中国人民解放军总部、毛主席、朱总司令所发布约法八章的布告外,不得乱写其他未经上级批准的标语和口号,对城市各种具体政策必须经过中央与华东局批准后方可实施。必须严格执行报告请示制度。 第十一、一切机关及部队人员,应保持艰苦朴素作风,不准私受馈赠,私取公物,反对贪污腐化堕落行为。 第十二、厉行奖罚制度。对遵守纪律,遵守城市政策有功者,应给予精神的和物质的奖励;对违犯纪律,违犯城市政策者必须彻底追究。并依情节轻重依法处理。 华东军区司令部 (原件存青岛市博物馆) 中国人民解放军青岛市警备司令部关于整军容、军风纪的指示 (1949年6月19日) 自我军解放青岛各部队、机关进入市区以来,一般的遵守了城市政策入城纪律,提高了我军政治的影响,但各部队在军风纪、军容诸方面,尚存在着很多缺点,尚表现了严重的游击习气,为纠正此种现象,树立正规的军事生活与作风,特再作如下指示: 一、严格请假制度,各部队除执行前颁发之请假规则外,凡连以下外出办公、采办请假等五人以下者必须领取外出证,凡未持有外出证之上述规定人员,若纠查队、巡逻队、风纪卫兵等均有劝阻外出与着其归队之权,而被劝阻外出或归队人员必须服从,迅速回队请假领取外出证后,再行外出。 二、凡驻市内之党政军民机关人员外出亦必须有通行证或请假证,尽可能作到军容整齐,礼节周到,穿便衣监制服或军装上下身必须一致,不得穿上身(或下身)军装下身(或上身)便衣或穿蓝色制服或便衣而戴军帽等,否则纠察队、巡逻哨有干涉之权。 三、外出人员除执行公安局颁发之交通管理暂行规则外,凡三人以上者必须列队而行,并指定一人为指挥者,一律背枪、按操典背枪姿势,不得齐头并进,妨碍交通,部队机关列队外出时,至多以三路行进,靠边走人行道,不得在路中央行走,致妨碍交通,并服从交通警察之指挥。 四、党政军民机关通讯及勤杂人员带枪外出时尽可能作到背枪,枪身上下垂直,不得用枪担东西。 五、关于礼节除执行内务条例之规定外,凡三人以上一律依部队礼节执行。即由指挥员(带队者)发向“右——看”口令,列兵立即换正步,并向右看,指挥员于发口令同时敬礼,徒手行举手礼,背枪行扶枪礼,凡遇识别出为指挥员者,两部队相遇时均应敬礼。 六、若部队之风纪卫兵,纠查队均应负起责任,对外出人员进行军风纪之检查,凡军风纪不良,军容不整者,应劝其回营整理或劝阻外出,各卫戍卫兵以警卫工作为主,维持军风纪为副,不应因维持军风纪而松驰了警卫工作。 七、外出办公人员、采买人员等不得到处逗留,游逛、耽误工作,更不得在街上有吃东西、吸烟、喝气〔汽〕水、荷拥〔扇〕等妨碍军纪之行为。 以上各项凡部队机关,着军服佩人民解放军胸章者,接此指示,应进行研究传达,并严格执行为要,其他各部门机关人员,作参考研究,希望尽可能达到上项要求。 参谋长赵一萍 军管会有关入城纪律、执行政策、入城守则的布告(1949年) 为严明我机关部队人员入城纪律,彻底执行保护城市政策,特向我一切党玫军民人员,颁布入城守则如下: 一、在军事管制期间一切机关部队人员、民兵、民工,凡未持有本会所发之通行证,或佩带本军特许之证章符号者,一律禁止出入青岛市。 二、除本会指定之卫戍部队及特许之机关人员外,任何机关部队、民兵、民工,非经本会批准,不得留住城市,特许留住城市之机关、部队,亦必须遵照本会指定之地方居住,不得住工厂、学校、医院、商店、文化机关、教堂等地。 三、凡准许入城之党政军民人员,一切行动均须服从统一领导和指挥,遵守中国人民解放军总部所颁布之三大纪律,八项意及中国人民解放军布告,约法八章及本会颁布之一切入城纪律和规则。 四、一切入城之党政军民人员,必须坚决实行和宣传党的政策,保护城市各阶层人民的生命财产,遵守群众纪律,不得擅入民房、不拿群众一针一线,帮助市民防空、救火、救伤、救灾等,贯彻为人民服务之精神,严禁一切破坏群众利益的行为。 五、一切缴获都归公,除本会指定之接管机关外,其他任何机关部队对蒋匪帮公营企业、工厂、银行、公司、商店、仓库货栈及公立之医院、学校等,只有保护看管之责,均无接收与处理之权,更不得有任何破坏或擅自搬移物资用具等不法行为。 六、一切入城机关部队人员对私营之企业、工厂、公司、银行、商店、货栈仓库等民族工商业均需负责保护,不得有任何侵犯。 七、对铁路、公路、车站、电灯、电话、自来水、邮电、广播电台、气象台、灯塔、港口码头、文化教育机关、学校、教堂、医院、慈善机关、名胜古迹、娱乐场所、一切公共建筑、房屋、用具、树木及各机关之图书、文件、表册、档案等均需严加保护,不准破坏。 八、除本会指定之治安司法机关外,一切机关部队均无逮捕人犯之权,违者严办,但对首要战争罪犯、持抢抵抗之蒋匪人员,武装者,准予逮捕并即送交治安机关法办,不得擅自处理。 九、一切机关部队人员,不许无故鸣枪,如需要实弹练习射击与军事演习时,须经本会批准,并公告市民后方得举行。 十、一切机关部队人员,实行公平交易,不得强买强卖及任何贪污行为,更不得抢购物资紊乱市场。 凡遵守上列规定保护城市政策有功者均予以奖励。如有违犯,必予彻底追究、依法惩办,凡我入城之全体军政人员,务须遵照执行为要!
