邓华司令分析说:“我先采取展开大规模的围歼战,就是要吸引薛岳大规模的来增援。他还不一定知道我军这次到底渡海登陆有多大的兵力。薛岳一贯是善于集中兵力作战的。这次我以43军3个半团的兵力去迎击反扑之敌,并将敌包围,敌人以为我登陆部队就这么多,薛岳一定会使用他全部的战役预备队都上来,妄图消灭我军。我准备待薛岳的机动兵力全部出动,即令40军迅速与43军靠拢,从外围截断敌增援部队的退路与43军协同作战,这时就由围歼战转变为与敌人决战。我的决战计划是分两步走的,第一步围歼战,调动敌人全力支援,然后实施第二步,集中40军、43军及琼崖纵队,与敌决战,一举解决海南岛问题。” 邓华司令接着说:“现在薛岳必须要保住海口市,他失掉了海口,就等于失掉了整个海南岛。现在还不知道薛岳是以向我进攻,来阻止我军向海口进攻,还是集中力量防守海口。因此,你一方面要注意掌握2个军从战场上发来的情况电报,更重要的是注意四野总部的敌情通报。了解掌握蒋介石的意图和薛岳的战役动态,还是要靠总部情报部破译蒋介石与薛岳以及薛岳向各军下达的电报命令。” 杨迪回答道:“一定及时掌握情况,迅速向您报告。”
