Chapter 16 6. Chiang Kai-shek appointed Du Yuming

Our army is in full swing and advancing with all its strength.Chiang Kai-shek did not sleep too much. After the surrender of the Japanese aggressors, Chiang Kai-shek, of course, made it his primary task to regain lost ground from the Japanese army and receive property from the enemy and puppets. However, the first thing he wants to guarantee is the political and financial markets of major cities such as Nanjing and Shanghai. With the transportation system basically paralyzed, his army in the southwest moved forward very slowly. In order to protect the interests of our army and our various liberated areas and prevent the Kuomintang army from advancing, our army organized road-breaking operations on the railway sections leading to the liberated areas in various places. Therefore, it is very difficult for the Kuomintang army to march to North China and Northeast China.Chiang Kai-shek didn't understand the importance of the Northeast, but the army just couldn't go there for a while. If he wants to transport troops to the northeast, he can only transport them by air or by sea.And these means can neither be ready soon, nor can they form a large scale. Therefore, he had to give full play to his advantages and engage in legal diplomatic activities first, because the Kuomintang government at this time was legally still the legitimate government of China. This kind of legal diplomatic activity is what we have introduced before, using the signed "Sino-Soviet Treaty of Friendship and Alliance" to hinder and contain the development of my troops entering the Northeast as much as possible.

Chiang Kai-shek still has a problem, that is, he can't choose a talent who is suitable to go to the Northeast to take over and preside over the overall situation. This person should be familiar with the situation in the Northeast, have appeal and reputation in the Northeast, and be able to deal with the Soviet Union. Of course, the most important point is that he must be loyal to Chiang Kai-shek and be easy to control. At that time, many people believed that the most suitable candidate to take over the Northeast was none other than Zhang Xueliang, the well-known young marshal of the Northeast. Both of Zhang Xueliang's items are considered superior, but because he didn't meet the last item, Chiang Kai-shek certainly didn't consider it.In desperation, Chiang Kai-shek chose Xiong Shihui, a veteran politician in the Department of Political Science, and sent his prince, Chiang Ching-kuo.At the same time, he heard a bad move from Xiong Shihui. In order to deal with possible troubles in the management of the Northeast in the future, so that no one might compete with him in the Northeast in the future, before he could fully manage the Northeast, he announced that the famous three provinces in the Northeast would be classified as The nine eastern provinces, namely Liaoning, Jilin, and Heilongjiang, were reclassified as Liaoning, Liaobei, Andong, Jilin, Songjiang, Hejiang, Heilongjiang, Nenjiang, and Xing'an provinces, and two special cities, Harbin and Dalian, were established.Dividing and ruling the Northeast will not only facilitate the arrangement of various local forces in the Northeast as provincial chairmen and mayors, win over people's hearts, but also make it easier for Xiong Shihui to control it, and it can also prevent the future from being too big. Therefore, Chiang Kai-shek announced the appointment of Xiong Shihui on August 30, before the Kuomintang government could send an official person to the Northeast, which was the second day after Mao Zedong went to Chongqing for negotiations. On Sept 5th, Xiong Shihui appointed the provincial chairmen of the nine northeastern provinces in Chongqing.

On October 12, 1945, Xiong Shihui, the director of the Northeast Camp (later renamed the Northeast Camp) sent by the Kuomintang government, and Jiang Jingguo, the special diplomatic commissioner, arrived in Shenyang by plane.Based on the "Sino-Soviet Treaty of Friendship and Alliance", they held talks with Malinovsky, commander-in-chief of the Soviet army, to take over, to establish political power, to transport troops from Dalian Port, and to transport troops to major cities by air.Malinovsky gave them a soft nail, and replied that all the materials used by the Japanese army in the Soviet occupied area were the spoils of the Soviet army, and there was no acceptance; to establish a political power, you can do whatever you want, but Dalian Port does not. Applicable, the air transport of troops should be decided after consultation between the governments of the two countries. In short, it was impossible to receive supplies, and it was impossible to allow the Kuomintang army to enter the Northeast.Without an army, what kind of regime do you establish?

The dream of successfully entering the Northeast through diplomatic channels was shattered, and Chiang Kai-shek could only use force.Chiang Kai-shek had already prepared for this point.Although Xiong Shihui also has the rank of general, he cannot command troops to fight, let alone a big battle is likely to be fought. So, who should be sent to lead the army in the Northeast?Chiang Kai-shek had already made preparations, and he had already listened to Xiong Shihui's opinion, so he decided to send Du Yuming. After Du Yuming arrived in Shenyang, he held talks with Malinowski.Malinowski welcomed the Kuomintang government to send troops to the Northeast to take over the regime. If they came from the sea, they could land at Yingkou. However, when Du Yuming and the U.S. Army came to Yingkou to contact him, he discovered that the Soviet troops in Yingkou had already left, and that Yingkou had been taken over by the Eighth Route Army (Wu Kehua of our Jiaodong Military Region who had just arrived in Yingkou from the sea) that had first arrived in the northeast. The KMT's desire to peacefully take over the Northeast from the Soviet army has come to naught. If it wants to enter the Northeast, there is only one way, which is to use force to seize it from the Communist Party that entered the Northeast earlier, and fight a civil war in the Northeast. What's more, Du Yuming also knew very well that if the Northeast can be resolved peacefully, Xiong Shihui will do; if the Northeast needs diplomacy, so will Jiang Jingguo.Chiang Kai-shek wanted him to come to the Northeast to fight the civil war.

On November 5, Du Yuming went to Chongqing to report to Chiang Kai-shek and asked to send 10 troops to forcibly land in the northeast. However, it was impossible for Chiang Kai-shek to transport 10 armies to the Northeast. For the time being, he was given two armies. The first unit landed in Qinhuangdao on September 30) and the 52nd Army that is rushing to transport.Chiang Kai-shek asked him to use these two armies to enter the northeast from Qinhuangdao through Shanhaiguan. On November 8, Du Yuming arrived in Qinhuangdao. The civil war in the Northeast started here.
