The army and civilians in the Hebei-Shandong-Henan border area have been initially restored, consolidated and developed after the arduous struggle against "mopping up", "cleaning up" and "encroachment" from 1941 to 1943. The implementation of the rectification movement improved the political and ideological level of party members; the development of the production and disaster relief movement overcame the serious difficulties in economic life and improved the material basis for supporting the anti-Japanese guerrilla war; and enthusiasm for production.These have significantly improved the conditions for the struggle against the enemy in the Hebei-Shandong-Henan border area.

However, at this time, compared with the Hebei, Shandong and Henan regions, the enemy situation in the southern Hebei region was much more serious.In order to adapt to this situation and unify and strengthen the forces fighting against the enemy, in November 1943, the Central Committee of the Communist Party of China decided to establish the Hebei-Shandong-Henan Branch of the CPC Central Committee (commonly known as the Pingyuan Branch) to unify the work of the southern Hebei and Hebei-Shandong-Henan districts.Huang Jing, Song Renqiong, Li Jingyu, Su Zhenhua, and Yang Yong were members of the sub-bureau, Huang Jing was the secretary of the sub-bureau, Song Renqiong was the head of the organization, Li Jingyu was the head of the propaganda, Zhang Linzhi was the head of the pro-democracy movement and deputy head of the organization department, and Zhang Xi was the secretary-general.

On May 11, 1944, in order to further realize the unification of the two districts, the party committees of the two districts unanimously proposed and approved by the Central Northern Bureau of the Central District, the two district party committee organizations were abolished, and the Hebei-Shandong-Henan Central Sub-bureau directly led the local committees.The sub-bureau is directly under the leadership of the Northern Bureau, and has two working committees, Hebei-Shandong-Henan and Hebei-South, which serve as sub-bureau dispatched agencies for research, supervision and inspection of the work in the two places.The Hebei-Luyu Working Committee is composed of Zhang Linzhi, Yang Yong, Huang Jing, and Xu Daben, and Zhang Linzhi is the secretary; the Southern Hebei Working Committee is composed of Song Renqiong, Zhang Ce, Zhu Guang, and Wang Hongkun, and Zhang Ce is the secretary.At the same time, the Military and Political Party Committee of the Hebei-Shandong-Henan Border Region was established, consisting of 7 people including Song Renqiong, Wang Hongkun, Yang Yong, Su Zhenhua, Huang Jing, Yan Kuiyao, and Zhu Guang, with Song Renqiong as the secretary.

After the merger of Hebei, Shandong and Henan and southern Hebei, the new Hebei, Shandong and Henan Military Region was established.Song Renqiong was the commander of the military region, Wang Hongkun and Yang Yong were the deputy commanders, Huang Jing was concurrently the political commissar, Su Zhenhua was the deputy political commissar, Cao Lihuai was the chief of staff, Zhu Guang was the director of the political department, Fu Jiaxuan was the logistics minister, and Liu Dehai was the political commissar of the logistics department.The new Hebei-Shandong-Henan Military Region is directly under the leadership of the Eighth Route Army Headquarters.Since then, the Southern Hebei Command and the Eastern Henan Command have been established, with Wang Hongkun and Wang Bingzhang serving as commanders respectively to strengthen the operational command of the two regions.
