On August 12, the 23rd Army was organized into the battle sequence of the Chinese Expeditionary Army (the transfer time of the establishment was at 00:00 on August 15). On August 15, the 48th Division (based in Fuzhou), the main force of the 23rd Army, was incorporated under the commander of the Taiwan Army. On November 6, the division was transferred to the battle sequence of the 14th Army. On September 7, the base camp planned to transfer the 3rd Flying Group to participate in the southern (South Seas) operations. On November 8, it ordered the formation of another 1st Flying Regiment to undertake the combat missions in the Chinese battlefield. On November 15, the 3rd Flying Group was ordered to join the Southern Army.

On September 18, the 51st Division under the Kwantung Army was transferred to the battle sequence of the 23rd Army. On November 6, the 5th Division directly under the base camp and the 18th Division affiliated to the 23rd Army were transferred to the battle order of the 25th Army; the 21st Division affiliated to the 12th Army was transferred to the battle order of the Southern Army; The 33rd Division of the 11th Army was transferred to the 15th Army's battle order. On November 8, the 4th Division of the 11th Army was changed to be directly under the headquarters.
