Chapter 33 Chapter Thirty-Three: Prospect and Review of Hexi

First Field Army 许福芦 17924Words 2018-03-18
Zeng Zhenwu went to Lanzhou but did not return, Peng Mingding felt unwilling. Peng is a person who likes to dig into the horns of the dead.He felt that, as a kind of equal negotiation, how could the Communist Party turn a blind eye to this little capital in its hands?Of course, he couldn't even understand the real meaning of the word "liberation" mentioned by the Communist Party. In the past, it was precisely on this issue that he and Zeng Zhenwu had a consensus. The two sang, played, read and fought, and cooperated with each other tacitly. There is nothing wrong with relying on strength to speak, what is wrong is being overconfident.

It is so easy to say today, but at that time, this kind of psychological "not letting go" was a naked reality, which was unspeakable.Peng Mingding's "new idea" is really a bitter and astringent fruit. He decided: "There is no reply from Zeng Zhenwu's trip to Lanzhou, and the outcome of the peace talks is unclear. It is necessary for the Minister's Department, the Hexi Headquarters, the 90th Army, and the 120th Army to continue to retreat to Hami. Hami is on standby. The defense of the Jiuquan area will be taken over by Commander Shen and his troops led by Commander Shen, who will immediately occupy the position and cover the main force to retreat westward. The Camel Corps stationed in Yumen and the Xinjiang Garrison Corps stationed in Anxi are under the command of Commander Shen..."

This is really a loud fart with an indistinguishable smell! Not only does it have nothing to do with what Peng's followers are thinking, it is also completely different from Peng's own determination to "raise justice in Jiuquan at the latest and never take a step back".Zheng Zhuanghuai, Shen Zhisheng, Chen Dingxing and other people realized at this time that they and Peng Mingding were separated from each other. Moreover, where the "separation" is is still a mess! The small living room of Zeng Zhen's five family was covered by clouds and fog.Everyone looked at Peng Mingding with his legs crossed, and suddenly felt a sense of strangeness. Even Zeng Zhenwu's wife felt that Peng was "weird, confusing, and seemed to be a different person."

Regardless of what others think, Peng Mingding buried his head and walked forward along his own train of thought, saying: "This is the last chance to fight for conditions with the Communist Party. It is worth taking a little risk. If you give up, you will give up the peace talks themselves, and you will regret it in the future." !" "Who do you think we are! You can negotiate conditions with others, and you can change your mind if you change your mind?" Chen Dingxing squatted behind and whispered. Shen Zhisheng had the strongest opinion: "The policy is set, and Lao Zeng also went to Lanzhou. We have already negotiated with him face to face on the high platform. Accepting the terms of peace is a sure thing. Why do you change your mind? Why do you send the troops to Hamila? No way. I can no longer be a dead ghost with you. If you want to surrender, you must surrender in Jiuquan, and no one is allowed to leave!"

Peng said: "Peace talks are peace talks. How can it be surrender? These are two different things!" Shen Zhisheng sneered: "You are dreaming!... You are joking with everyone's lives!" Indeed, Peng Mingding's joke is really big!It just caters to the desperate and dying psychology of people like Liu Mantian.Although Peng Mingding also said to Shen Zhisheng afterwards: "The thoughts and actions of Zhou Jiabin and Liu Mantian were beyond my expectation." However, the authorities are fascinated!None of these people used to think that they were "the pillars of the party and the country". As long as there is a glimmer of hope, the stupa on the tip of their hearts will never collapse, even if they are robbers and bandits.

Liu Mantian once thought of pulling the troops to fall into the grass in southern Xinjiang. The reason why they didn't go was because He Xinmin got stuck fast. With the strength in He's hands, his words naturally carry weight. At first Liu Mantian argued strongly that "everyone has his own aspirations", but He Xinmin blocked his two battalion commanders and said, "You go, no one cares about you when you go to the ends of the world!" Liu Mantian was tired and silent . From September 18 when Zeng Zhenwu got up to go to Xinjiang to September 25 when the Second Army of the People's Liberation Army entered Jiuquan, during the period of more than a week, everyone in Hexi's group changed every second. The one who has changed the most and most thoroughly is Zeng Zhenwu. If there is still a bit of blindness after meeting Tao Zhiyue in Xinjiang, it is a bit unstable to talk with Wang Zhen in Zhangye. When he arrived in Lanzhou and met Peng Dehuai, Zeng Zhenwu's will was fundamentally disintegrated. Not to mention anything else, even if he experienced the atmosphere of Lanzhou for himself, he couldn't stick to anything anymore. He really understood the meaning of "liberation".That's not just a matter of victory or defeat between the two armies, it's the end of an era!

Zeng Zhenwu sent all these mysteries of thoughts to He Xinmin by radio.Every mysterious night is unforgettable in He Xinmin's life.He opened the translated version, faced with the enticing codes sent by the communications staff one after another, alone experiencing the helplessness and longing for a new life.In the past, he always felt that he was a flat boat, drifting endlessly on the sea, not knowing where to anchor in the future. Now, he seems to see the shore in the sky. Although it is an unknown place filled with a trace of worry and even fear, it is the shore after all. After all, there are fishing lights flickering. .

But reality is still like a sharp knife. At midnight on the night when Liu Mantian said that he would take the troops to southern Xinjiang, He Xinmin received an anonymous letter asking him to be more careful, saying that the Second Section of the Hexi Security Command of the Kuomintang had been eyeing him. The next morning, Zeng, the director of the Second Division of the Hexi Police Headquarters, called and asked He Xinmin to attend a meeting on the protection of the Yumen Oil Mine. play?" He Xinmin heard that there was something in the words, suspected that there was an ambush for murder, and didn't know whether to go or not. While hesitating, a Tibetan mine policeman named Zhaxi Zeren came to the door and wanted to have a drink with He.He is an old acquaintance of He Xinmin, they often eat, drink and chat together, talking about everything. He Xinmin didn't refuse at the moment when he was upset, so he went with Zhaxi Zeren to a tavern he frequented.

While drinking, He told Zha Xizeren about his thoughts, hoping that his old friend would help him think of ideas. "I think you'd better go!" Zaxi came up with an idea and said, "Don't you Han people have a saying, 'If you don't enter the tiger's den, you won't catch the tiger'? What are you afraid of? Get caught, he dare not do anything to you! If you don't go, it will look abnormal." He Xinmin thought over and over again, and it was true.So with extreme vigilance, he rushed to Jiuquan with his wife.He doesn't live anywhere else, but he lives in the Second Political Department of the Hexi Police Headquarters.

That night Zeng, the director of the Second Department of Political Affairs, ran over, and the first thing he said when they met, he smiled eccentrically and said, "Brother He has a good relationship with that Zhaxi Zeren?" He Xinmin retorted: "Why, is the Second Office also interested in this? Then please investigate!" "Well... brother, I'm just asking." Zeng stroked his mustache, still smiling, and said nothing more. Early the next morning, He Xinmin heard that this person had flown to Guangzhou.Thinking about what he said the night before, he thought it was famous. Did they have some plan to exclude themselves?

He Xinmin found Commissioner Wang Weiyong of the Jiuquan Commissioner's Office. It just so happened that Commissioner Wang was talking with Director Ma of the third office of the Hexi headquarters, and the topic was the oil mine safety issue that He Xinmin was most concerned about. The director Ma said: "About the Yumen oil mine issue, the headquarters has held a meeting, and the plan will be completely destroyed if necessary." He Xinmin was taken aback, but because he didn't have a deep friendship with this person, and it was inconvenient to reveal it, he asked casually, "What does the director think personally?" Director Ma pondered for a moment, then said: "In an international war, once you lose, the domestic industry should be completely destroyed, so as not to be used by the enemy country; in a civil war, no matter who wins, the industry is always the country's industry, and I don't think it can be destroyed. Congratulations. What does the head think?" He Xinmin frowned vigilantly: "It makes sense, but..." That night, He Xinmin returned to the Yumen Oil Mine overnight. While making long-distance calls to Tao Zhiyue, he drafted the situation into a telegram and sent it to Zeng Zhenwu who was far away in Lanzhou. In fact, the CCP has already grasped the vague things in He Xinmin's mind.On the first day He and his wife went to Jiuquan, Wang Zhen clearly instructed the Second Army, saying that the retired U.S. Air Force lieutenant colonel Chennault who helped Chiang Kai-shek fight the civil war had promised to do this for Chiang—destroying the Yumen oil mine. Therefore, the Second Army must seize the oil mines to prevent the enemy from destroying them.Wang Zhen asked the Fifth Division to arrive at Linze before September 21. For Guo Peng and Wang Enmao, this order seemed too strict. The actual situation of the Second Army at that time was: the Fourth Division could not assemble in Zhangye until September 22; the vanguard of the Sixth Division could barely reach Zhangye on the 25th and the rearguard regiment on the 27th.In addition to the remnants of the Jiuquan Kuomintang troops who were defeated in the Lanzhou Battle, it was rumored that a part of the Kuomintang Xinjiang Cavalry Division was transferred to Jiuquan. And Peng Mingding is still hesitating about whether to surrender, and some people like Liu Mantian are even more lawless and ready to risk their lives. The Fifth Division of the Second Army rushes forward rashly and loses touch with the follow-up troops. It is very likely that they will become a sheep among wolves!Besides, when the Fifth Division crossed the Qilian Mountains, everything was thrown away except for the weapons in their hands, and the shoes and socks were still unaccounted for... Guo Peng and Wang Enmao reported the situation to Wang Zhen truthfully. Although he was a little annoyed that the order would not work, Wang Zhen still made concessions. "However," Wang Zhen said, "I'll give you three days to prepare. Tomorrow, the Fifth Division must rush to Wittburgh, to Yuanzishan on the 23rd, to Jingshui on the 24th, and to occupy Jiuquan on the 25th anyway." Then, take continuous action to seize the Laojunmiao oil mine (that is, the Yumen oil mine). The 11th regiment entered Shahebao on the 22nd; on the same day, the main force of the fourth division must be assembled in Zhangye, followed by the fifth division; After the regiment arrived in Zhangye on the 25th, it immediately proceeded in sequence according to the order of the sequence!" Wang Zhen held up his five fingers and poked a sentence on the map, as if the whistling thunder could be heard between his fingers. On September 22, who knows how much the outside world has changed!Anyway, Dong Qiwu's electrification in Suiyuan and the liberation of Ningxia can feel the heat wave in Xinjiang. It is enough for the CCP representative Deng Liqun to sit at Baoerhan’s house in Dihua, with Baoerhan, Liu Mengchun (Secretary-General of the Northwest Military and Political Chief Office of the Kuomintang and a member of the Xinjiang Provincial Government, Secretary-General), and Liu Zerong (Special Commissioner of the Ministry of Foreign Affairs of the Kuomintang Government in Xinjiang) When I waited for others to talk about the Xinjiang issue, the mood and atmosphere were very different. The 42nd Division, the 78th Division and the 1st Cavalry Division in Xinjiang are planning to go out of Xinjiang, but no one mentions it anymore. It seems that there is no condition to talk about a peaceful solution to the problem. This wave made Peng Mingding stagger in Jiuquan. He couldn't help weighing Shen Zhisheng's and others' opinions carefully in his palm. After weighing it until September 23, he finally made it clear and announced, "I called Commander Tao and advised him not to be fooled again. Chiang Kai-shek's one million yuan is a scam! Commander Tao promised to send electricity in Dihua and Jiuquan at the same time..." The only thing left is the signing of the power-up.Others are easy to talk about, but Liu Mantian is in trouble again.Peng Mingding called He Xinmin: "Tell him, unless he accepts the sanctions, he will sign!" Liu Mantian froze like a child, "Scholars can be killed, but not humiliated, you follow your sunny path, and I will cross my single-plank bridge!" He Xinmin reminded him unceremoniously: "Where do you still have the single-plank bridge? It is impossible for you to leave Yumen. Your troops have been temporarily contained by me. You better understand." Liu Mantian smiled strangely and said, "Okay, I'll sign for you..." Because of his weird smile, it was hard to tell the truth from the falsehood. He Xinmin had no idea, so he had to call and hand over the conflict to Peng Mingding.Peng didn't say any more, just said: "You send him to Jiuquan!" At dusk on September 24, the whole city of Jiuquan was submerged in the sound of "tick-tick-tock" victory. This telegram was sent in the name of Tao Zhiyue.Because at this time Tao was also serving as the commander-in-chief of the Hexi garrison. Radio signals are flying in the sky, and 200 cars on the ground have also started. The long headlights are like a long dragon, swimming towards Linze, which is 150 kilometers away.Guo Peng, commander of the Second Army of the People's Liberation Army, and Wang Enmao, political commissar, led the Fifth Division in Linze to prepare for departure. The Sixth Army of the Second Corps followed the Second Army and had already arrived in Zhangye and Linze.Army Commander Luo Yuanfa and Political Commissar Xu Liqing saw Wang Zhen as soon as they got out of the car.He was talking with Huang Xinting, the commander of the armed forces, on the side of the road.Huang Xinting is personally leading an armored battalion of the three armies. He also met Wang Zhen unexpectedly when he caught up with the transfer troops. He stood on the side of the road and briefly talked about the situation of the troops.Just after saying a few words, Luo Yuanfa and Xu Liqing came over. Both of them had uncontrollable joy on their faces, saluted as they ran, and shouted: "Hi, Wang Huzi, I finally see you again!" Everyone shook hands and threw fists, extremely excited. Wang Zhen is a person who never puts on airs, especially in front of his old comrades in arms. His excitement is all written on his face, and he doesn't hide it.He smiled from ear to ear, and said a series of "hard work, hard work, comrades in the army, how are you?" Coming from Wushao Ridge, the Sixth Army has always been the avant-garde unit of the Second Corps, running the fastest. There are no big battles, but small battles continue.Especially after passing through Yongchang, following the Second Army closely, echoed very well, giving great support to the Second Army so that they would not feel lonely.Wang Zhen said that he had worked hard and asked about the situation of the troops. Apart from the general greetings between the chief and the old comrades in arms, there was also a deep meaning. Luo Yuanfa said: "We're going to Jiuquan soon! We need to drink when we go to Jiuquan. I heard that Zuo Zongtang also drank wine here, regrouped, and then marched into Hami!" "Hey, Luo Yuanfa, I really have you!" Wang Zhen said with a smile, "However, Zuo Zongtang didn't have enough wine and spring water back then. Today, this problem doesn't exist anymore. How about it, go to Xinjiang with me after drinking Bar!" Luo Yuanfa heard the voice.Xu Guangda had already informed him before, saying that Yesi would adjust his deployment in the next step, and planned to merge the Sixth Army into one Corps, and Wang Zhen would lead the Second and Sixth Army into Xinjiang.Hearing what Wang Zhen said now, it seemed that the Sixth Army's advance to Xinjiang was a foregone conclusion. Luo Yuanfa felt a great responsibility and full of emotion, and immediately said enthusiastically: "As long as the field commander orders us, we will go to the ends of the earth without hesitation! " Wang Zhen said: "It's not yet time for you to express your resolution. After the National Day ceremony is over, Mr. Peng will come to Jiuquan. It's not too late for you to express your resolution by then, hahaha..." After this mention, everyone's thoughts turned to Peng Dehuai.I heard that Boss Peng has been very busy these days. He didn't sleep for several nights in the past few days, and everyone was a little worried. This is how Peng Dehuai held everyone's thoughts. It seems that he is their common elder brother. When this name is mentioned, there is a happy family atmosphere. It's hard for people who haven't fought in the First Field Army to understand that kind of emotion. The more people who have been scolded by Boss Peng, the more thoughtful they are. Wang Zhen said: "The last time I went to Lanzhou for a meeting, I saw blisters on the boss's lips. This time, Zeng Zhenwu went, and Qu Wu went again. It was both military and political, and the Yumen oil mine was also considered. Commander Xu of your corps called me yesterday and said that the list of people to be retained in the oil mine has not been finalized..." Xu Guangda was troubled by this list.Ever since the central government decided to retain a group of people from the Second Corps to take over the Yumen Oil Mine, Xu has turned over the roster over and over again, always feeling that the pen in his hand weighs a thousand catties. At that time, the broken wells in the Yumen Oil Mine were unique in the whole country. After the founding of the People's Republic of China, it was necessary to produce fuel for aircraft, tanks, trains, automobiles and ships.Cadres and soldiers can fight wars, but they want to go to oil mines to develop oil...Xu Guangda has no idea. Peng Dehuai said, "You have to consider management, surveying, mining, and even the long-term development of the oil industry in the future. Keep the strongest cadres and soldiers. Once the National Day ceremony is over, all the machines in the oil mine must be given I call, all oil wells will be risked for me!" "The strongest", of course, must first take into account a little culture. It's not like holding a bayonet on the battlefield and occupying the hills. To deal with machines, Dou Da can't read a single word. It's not easy to play with the machines!Especially cadres, who are uneducated, may not be able to talk to those experts who wear glasses and hang fountain pens! This alone made Xu Guangda's scalp tingle. Xu Guangda still took out a list that he thought was "hard" as scheduled, and handed it to Peng Dehuai. People like Kang Shien, who later became well-known in the new China's oil industry, were all on the list. That was the first day Peng Dehuai went to Beijing to attend the founding ceremony. In the evening, Peng Dehuai took Xu Guangda for a long walk along the Yellow River. From the list in front of them, the two talked about the upcoming socialist construction. They breathed quickly and were filled with emotions. Before they knew it, they came to the Iron Bridge of the Yellow River again.Touched by the scene, Peng Dehuai said, "I used to hear people say that this bridge was built with foreign aid. These days, I only figured out its origin." "Origin? My son's origin?" Xu Guangda was full of interest, "Any good stories?" "There are many good stories, all related to us Hunan people!" The Hunanese mentioned by Mr. Peng refers to Zuo Zongtang. In the past, Zuo led the Hunan Army to Pingxi, served as the governor of Shaanxi and Gansu, and also served as a "tea horse envoy".The so-called "tea horse envoy" is the highest official in the administration of industry and commerce according to today's parlance. The ethnic minorities in Northwest China have been raising cattle and sheep since ancient times. They live on animal husbandry, and their eating habits are mainly meat. Therefore, they cannot do without the tea produced in the inland all the year round. An ancient poem also says, "You can't live without this king for a day."So many people use their brains to exchange tea in the interior with high horses from the border areas. This business has flourished since the beginning of the Tang Dynasty, and later developed into not only a simple private transaction, but also a means for the government to suppress ethnic minorities in the Central Plains. In the Qing Dynasty, tea sales simply became government-run. The successive governors of Shaanxi and Gansu also served as "tea horse envoys" according to the usual practice, and they also allocated a generous salary. Zuo Zongtang's "tea horse envoy" lasted for ten years, and the annual salary was drawn as usual but not a cent.By the time he entered the customs and left Lanzhou Governor's Mansion, the deposit had already accumulated 300,000 taels! After counting, Mr. Zuo didn't take a penny, and handed it over to his successor Yang Changjun, saying, "The country treats me well, and since we have one regular salary, it is not appropriate to receive another part-time salary."This is the minimum condition of our service to the country. The construction of the Northwest has just started, and there are many places that need funds. When the time comes, this fund can be used.Later, this money was used to build the Yellow River Iron Bridge in Lanzhou. Some people call Zuo Zongtang's deposit "Zuo's Fund" and Lanzhou Tieqiao "Zuogong Bridge". After Peng Dehuai finished telling Zuo Zongtang's story, he walked to the bridge with a bang, stared at the surging river in a daze, and walked back without saying a word for a long time.Xu Guangda followed silently, feeling very restless.I have read some of Zuo Zongtang's books in the past, and I only know the good talk of "Qinchuan Long Road, Sai Liu Evergreen".In my hometown in Hunan, old people often mention the words "Zuo Gong, Zuo Gong", but this is the first time I have heard Peng Dehuai's passage. So Xu Guangda thought of oil again, and thought of that list.He secretly planned, if time permits, to have a good talk with all the comrades who work in the Yumen Oil Mine, the center of which is how to accomplish the great cause of benefiting future generations. In addition, he had another idea, eager to find a book by Zuo Zongtang to read.He became very interested in this fellow from Hunan a hundred years ago. These two wishes became even stronger when Mao Zedong's historic voice came from the tweeter on October 1 a few days later! At that time, the Front Committee of the First Field Army had officially ordered Wang Zhen to lead the Second Army and the Sixth Army to station in Xinjiang, and differentiated: the Sixth Army went to northern Xinjiang, and the Second Army went to southern Xinjiang. The Second and Sixth Armies immediately put into preparations before entering Xinjiang. Wang Zhen was busy. The troops of the Second Army are scattered on a line of more than 1,000 miles in Anxi, Jiuquan, and Zhangye. The troops of the Sixth Army are stretched even longer. The party committee, the drafting of instructions on preparations for entering Xinjiang, etc., have to be implemented one by one.In addition, it is necessary to stabilize the situation and settle Peng Mingding and his group well. Even so, oil deposits cannot be forgotten. On September 29th, Wang Zhen went to Yumen to visit the oil mines together with Guo and Wang, the chiefs of the Second Army. The energy of "Wang Beard" is really amazing. He accompanied Zeng Zhenwu to Jiuquan in the middle of the night the night before, and the loud voice opened up again early in the morning the next day.In a good mood, he laughed wherever he went, and said: "Mr. Peng has instructions. Before the Second Corps formally took over, there was a problem with the oil mine. You should ask me for my head!" Wang Zhen touched his forehead, as if it was true It looks like there is a knife resting on the neck. Starting from Jiuquan to Yumen Oil Mine, it takes one day to cross Jiayuguan, 320 miles back and forth. If there is no better car, it will not last for 4 days.Although that place has a great reputation, it cannot be compared with Jiuquan in terms of life. After all, Jiuquan is in the customs, far away from the desert, the air is humid, and the city looks like it. Material supplies and cultural life are relatively much more convenient. However, there are more than 4,000 workers in the oil mine, plus tens of thousands of family members of the employees. It is a small society of a certain scale!Just driving the troops in and watching the stalls, what is that? How is the production situation and whether oil will be produced? This is a matter of great concern to both the central government and Mr. Peng.If Wang Zhen didn't go there himself, how could he feel at ease? ! The actual situation is better than imagined. The handover of the oil mine has barely affected production. In the most stressful days, more than 20,000 gallons of oil can be produced every day.According to this indicator, 600,000 to 700,000 gallons of oil can be produced in a month. In the eyes of the leaders of New China at that time, this data was worthy of a slap! That's why Wang Zhen walked with all his strength on this trip to Yumen.Although the original plan was to leave for Xinjiang on October 7, he himself had to prepare and take a breather, but he just couldn't sit still, and he had to visit the Sixth Army again after returning from Yumen.Fortunately, Peng Dehuai's telegram arrived at this time, saying that the army's entry into Xinjiang had to be postponed, and it would be "more appropriate" after October 15. This point is based on the consideration of Peng Dehuai's dating time with Tao Zhiyue.Peng and Tao met in Jiuquan on October 10th. Peng Dehuai believes that we should stick to the old saying, courtesy first and then soldiers. The military and political authorities in Xinjiang issued a telegram for the uprising, announcing that they would break away from the reactionary Kuomintang government and accept the leadership of the CCP. Mao Zedong and Zhu De also sent them a reply telegram on September 26 to welcome them. Substantive work has already been done, and the presence of troops seems to be just a ceremony. , but the first impression should be done as well as possible.Peng Dehuai is like this, if he can do things 100%, he will never do 99%. Victory is the "one" after ninety-nine percent. On October 1, 1949, the Chinese people have been looking forward to it for a century! "Peking" was restored to "Beijing" in one leap, and the symbolic and sacred five-star red flag on Tiananmen Square rose together with the rising sun. Those who shared this moment with Mao Zedong were not only his comrades who had fought hand in hand with him for decades, but also Soong Ching Ling, the wife of revolutionary pioneer Sun Yat-sen, and many people with lofty ideals such as Li Jishen and Zhang Lan. Everything is ideal. The Chinese People's Political Consultative Conference, which was successfully concluded on September 30, raised its hands and passed the "Organization Law of the Chinese People's Political Consultative Conference", "Common Program of the Chinese People's Political Consultative Conference" and "Organization Law of the Central People's Government of the People's Republic of China". The Central People's Government Committee headed by Chairman Mao Zedong declared the founding of the People's Republic of China. Following that, the capital, the national flag, the national emblem, and the era were seized one by one... A phase of the revolution finally had a happy ending. The whole world celebrates, and everyone is happy. It is expected thing. The only ones who were really unhappy were Chiang Kai-shek and the few people around him.Chiang Kai-shek was worried that he would not be able to stand the stimulus, so he hastily ended his more than one month "sit in town" in Chongqing, and flew back to Guangzhou to discuss the "Yunnan issue" with Li Zongren and Bai Chongxi to distract his attention. The "Yunnan issue" was a nerve-wracking issue. The focus was on Lu Han, the provincial chairman. I heard that this person had secretly fallen in love with the Communist Party, and his behavior was not quite right. Chiang Kai-shek added fuel to the fire.He still had great hopes for the Yunnan-Myanmar border, and he was very pleased with the efforts made by Li Mi's Eighth Army and Twenty-sixth Army to manage this "last fortress".On this point, Chiang Kai-shek and Hu Zongnan have reached a consensus. As long as Yunnan has a reliable soil enclosure, all the ideas will come to fruition. Lu Han's "official case" has not yet been settled, and another expected news hit Chiang Kai-shek: the day after Mao Zedong announced the founding of the People's Republic of China, the Soviet Union immediately announced to the world that it recognized this regime! Chiang Kai-shek was full of anger and had nowhere to say: "Break off diplomatic relations! Cut off diplomatic relations!" He used the voice of the chairman of the "Extraordinary Committee" to instruct the Guangzhou Kuomintang government to express to Moscow the highest level of international dissatisfaction - to cut off diplomatic relations. .Before it was over, Jiang's stomach was swollen like a rubber ball, so he simply flew back to Taiwan and rubbed his intestines until October 10th - the Double Tenth Festival. Now he found an outlet and immediately published the "Double Tenth Day" Circular", scolded the Soviet Union for "invading China", and said that they would fight the Communist Party to the end! This is what Mao Zedong expected. As early as ten days ago, when he specially summoned Peng Dehuai who came to Beijing to attend the founding ceremony, he predicted these future events clearly.Mao Zedong said: "Chiang Kai-shek's confidence is low. At the beginning of the month, Tao Zhiyue, Zhao Xiguang, and Bao Erhan sent people to Ili to discuss peace talks. We sent Deng Liqun to Dihua with a radio station, and he was discouraged. Therefore, the Xinjiang issue and the Southwest issue are practical. It's a problem!" No wonder Mao Zedong repeatedly emphasized that "Xinjiang is no longer an issue of war, but an issue of peaceful settlement"!Peng Dehuai seemed to realize something in his heart. He once again experienced Mao Zedong's grandeur and wisdom and his foresight in the overall situation. Peng Dehuai, who participated in the founding ceremony of the People's Republic of China, looked several years younger, his face and body were neatly tidied up, especially the uniform of good quality, which was custom-made, and it looked like he had grown up when he wore it. Compared with the old cloth padded jackets with stiff collars in the past, it feels very different. He knew that Mao Zedong was busy these days, and he summoned him only to give some specific instructions on the next step to march into Xinjiang, so he did it in one step, and picked out a few important items for the preparation of the troops to report. The first is the negotiation with Zeng Zhenwu.Mao Zedong reported by telegram five days ago that it was tentative to go to Lanzhou for negotiations, and he asked Peng to work hard and try to get him to stand on our side. Now, this "work" has been done quite effectively, Zeng has returned to Hexi with Wang Zhen in a good mood, and stabilized the Yumen oil mine there.Zeng Zhenwu once asked not to enter Xinjiang this winter, saying that it is much colder than the customs, and the cold time is longer, and the temperature is often 40 to 50 degrees below zero. , Even pooping had to be hit with a stick, saying that in the past, the recruits of the Kuomintang who went to Xinjiang were covered in leather from head to toe, with leather hats, leather jackets, and leather felt... In short, "I can't go this winter, I can't go there, spring breeze Don’t pass Yumen Pass!” Regarding this, Peng Dehuai complied with Mao Zedong’s intention, “Don’t refute him.” In fact, he started to make detailed preparations, “Precisely, the preparations will be completed before November 1 or 10.” For this preparation, Mao Zedong once urged by telegram that the materials were concentrated in leather clothes, fur hats, felt shoes, kettles, cars, gasoline, food, as well as cash and banknotes.Peng Dehuai originally declared 4,000 cars, but only 400 were finally implemented. Mao Zedong was very sorry for this, and claimed that he was negotiating for 30 to 50 transport planes. The implementation of this matter is very important to Peng Dehuai. Of course, the most important thing is political mobilization and cadre preparation.Mao Zedong said in the telegram: "The key to solving the Xinjiang issue is the close cooperation between our party and the Uighurs." On this basis, the Kuomintang was forced to submit.Mao Zedong's goal is to "make Zhang Zhizhong, Tao Zhiyue, Liu Mengchun, etc. serve us, so that Xinjiang can take over peacefully and with less damage, and reorganize the Kuomintang army in an orderly manner." This goal is becoming a reality on a pleasant march.Zhang Zhizhong has decided that at the same time as the People's Liberation Army marches into Xinjiang, he will come to Lanzhou to attend the founding meeting of the "Northwest Military and Political Committee".This organization was established on the basis of the Northwest Military Region under the leadership of He Long in the past. Mao Zedong specifically solicited Mr. He's opinion and appointed Peng Dehuai as the director, and Xi Zhongxun and Zhang Zhizhong as the deputy directors. Peng Dehuai said: "Chairman, please give instructions to the Military and Political Committee for the future work. It will be easy to implement after entering Xinjiang." Mao Zedong paced back and forth without saying a word for a long time.Peng Dehuai folded his hands and waited patiently. On a moonlit night in Fengze Garden, the tranquility contains the shadows of lake lights.A tune that is familiar to almost all of China is playing on the tweeter in the distance: "The sky in the liberated area is a clear sky, and the people in the liberated area like it very much..." "If Xinjiang is not solid, the Mongolian tribe will be uneasy, and the bandits will invade the borders of Shaanxi, Gansu, Shanxi, and it will be impossible to defend against it. Even if they go straight to Guanshan in the north, there will be no day to sleep. Who said this?" Mao Zedong asked. Peng Dehuai calmly replied: "Zuo Zongtang." "That's right, that's exactly what our Duke Zuo Wenxiang from Hunan said!" Mao Zedong had a wise smile on his face. "Since ancient times, the Western Regions have long been regarded as barren lands. Before the Ming Dynasty, they regarded it as a burden. The so-called' "Cheng Guo Zhu Guo" means that the Tianshan Mountains are scattered in the north and south! Zhang Qian's mission is indispensable; Ban Chao, father and son of the Han Dynasty and his son were the guardians of the Western Regions, and they became famous. However, when it came to Cao Wei and the Western Jin Dynasty, it was a bit hot. Even Wei Zhenghe in the Tang Dynasty Di Renjie also kept saying that he wanted to give up the Western Regions. Zhu Hongwu, Emperor Taizu of the Ming Dynasty, asked Feng Sheng to build the Great Wall, and he actually put Yumen Pass outside the city wall. It was not until the Qing Dynasty that the situation changed greatly... Zuo Gongzhi was in the northwest. Wherever it is cultivated, elms and willows will be planted. From Tongguan to Jiayuguan, it is 3,700 miles away. There are shades of green willows, and the wind is not cold. This is the famous "Zuogong willow". Mao Zedong paused for a while, and began to chant: "The general has not yet returned the border, and the children of Huxiang are all over the Tianshan Mountains. The newly planted willows are three thousand miles away, and the spring breeze is attracted to cross the Jade Pass." Poetry and poetry made Mao Zedong immersed in it and couldn't extricate himself. He even praised: "Good poetry, good poetry!" The rows of elms and willows, written by Jing Shengqing, are "works of the utmost love". Peng Dehuai listened quietly. He didn't seem to be very interested in these verses that slipped out of his mouth, and said: "The most urgent thing is, when will the grain for a winter and spring arrive? Others can be less, this is indispensable, the troops travel long distances, and eat a lot..." This kind of response made Mao Zedong somewhat disappointed. But the problem was reasonable, so he had no choice but to nod. Then, Mao Zedong talked about Zuo Zongtang's farming, and said to the Zuo family that "to raise food for the army, you must first raise food for the people, which is an inexhaustible source" and "the people in the temple pay for the army, and when the people are exhausted, where will the food for the army come from?" Huh?" These high-level theories greatly appreciated, saying: "It is by no means an idle person to be able to say this!" Peng Dehuai also knew that Zuo Zongtang went to Xinjiang to cultivate more than 19,000 mu of land and harvested thousands of shi of grain, which solved the army's food supply for four to five months. Before coming to Beijing, he had many discussions with Wang Zhen, Xu Guangda and others about the work of pioneering and farming after the PLA entered Xinjiang. It's just those preset topics, Peng Dehuai doesn't want to get Zhongnanhai to talk about them. However, from his perspective, Mao Zedong had to clarify the problem. He said: "Zuo Zongtang's military and civilian settlements are our specialty. At that time, the border area was engaged in large-scale military and civilian production. It had a glorious tradition and valuable experience. What Zuo Zongtang called 'Songwu Army', we did He is a corps; he engages in 'going out of the fortress' and 'takes the frontier as our own responsibility', and we 'do it ourselves and have enough food and clothing'! Heroes see the same thing..." Having said this, Mao Zedong laughed to himself. "We have more problems than Zuo Zongtang today. There is also the problem of reorganizing and reforming the Kuomintang army. Tao Zhiyue's troops claim to be 100,000, but they actually have 70,000 or 80,000. Wherever these people go, the severance payment will have to be delayed." A big truck!" Peng Dehuai said. Mao Zedong put out the cigarette butt in the ashtray, thought over and over again, and said: "This problem is not trivial. If it is not handled properly, the world will be in chaos." Peng Dehuai said: "The First Army did this work in Qinghai early, and has accumulated some experience. He Bingyan and Liao Han have vivid brains. They set up a 'Qinghai Liberation Army Officer Training Office', and recruited Lieutenant Colonel Jiang Ma and above who had surrendered The military officers were housed together and concentrated on education and probation to make them repent and rehabilitate, and the effect was relatively good.” Mao Zedong suddenly asked: "How are the preparations for the Qinghai-Tibet Highway? Can construction start next spring?" "Basically ready," Peng Dehuai replied, "The surveying work has been fully launched, and a batch of military tents have been settled. I will go and have a look after the spring and give an order to start construction!" With a serious expression, Mao Zedong raised two fingers holding a cigarette: "This matter is of great significance, and it must be done well!" Peng Dehuai arrived in Jiuquan on October 4.Xu Guangda has also arrived, and everyone gathered together to listen to reports, watch the troops, renovate the oil mines, and strive to get things done in Hexi in the shortest possible time. Then, Wang Zhen led his troops into Xinjiang, and Xu Guangda had to assist Peng Dehuai in drafting a report from the field army to the central government. Hearing that Peng Dehuai arrived in Jiuquan, everyone wanted to meet him.Wang Zhen was so blessed that he waited early.
