(五)胡宗南全军正向四川撤退,并有向昆明撤退消息;蒋介石、何应钦及桂系正在做建都重庆、割据西南的梦。而欲消灭胡军及川、康诸敌,非从南面进军断其退路不可。 几天后,随着上海战役的胜利结束,进军大西南这个解放南中国的最后一个战略性行动,被正式提上了中央和中央军委的议事日程。 “同志们,刚才邓政委已经说了,蒋介石有三怕——一怕我军入关,二怕我军渡江,三怕我军进军西南。现在,我军一入了关,二渡了江,三是马上又要向西南进军。蒋介石在大陆的时间,是兔子的尾巴——不长了!” 南京国民大会堂里响起热烈的掌声和开怀的笑声。二野正在这里召开团以上干部会议,听刘伯承、邓小平作“大报告”。 刘邓作报告,依旧是老习惯——桌上没有讲稿,每人面前只放一个茶缸,而且讲话随时穿插,互相补充。这就使得报告更加精彩,生动活泼,相得益彰。 邓小平望了一眼风雨同舟的老搭档,接过来说:“在不到一年的时间里,战争的局势发生了两次转折性的变化。一次是几个月前,二野、三野合为一股,并肩作战,解决了淮海,渡过了长江,拿下了京沪。第二次转折呢,目前正陆续进行。这就意味着,自淮海战役时成立的总前委已经完成了使命,两大野战军又要各奔东西,去完成新的战略任务。对于我们第二野战军来说,这次的任务可能特别艰巨。我们必须做好各项准备工作,坚决完成中央赋予我们的任务。”说到这里,他拿出香烟,点上火,又诙谐地说,“这两个月头绪纷乱,原因是敌人溜得太快;我们部队也放了羊,成团成营地追,部队也不知分了多少路。陈赓打得最远,占领了江西全省,所以他不能来参加会议。不过,这也好,了了他的一桩心愿。红军时期,陈赓被蒋介石抓住,关在南昌。蒋介石念及陈赓在大革命期间救过他的命,便没有把陈赓杀掉。据说,在南昌时,有位国军将领对陈赓说'欢迎你再来',陈赓告诉他,'再来,我就带十万部队来'!结果,十多年之后,陈赓果然带着部队解放了南昌。你们说,这是无巧不成书呢,还是历史发展的必然?” 在一旁的刘伯承朗声大笑,幽默地说道:“要我说,二者兼而有之。幸好我们当时没有让陈赓打南京,而让他直接南下。否则,他能坐上'总统府'里蒋介石的皮转椅,却实现不了他的诺言和愿望,岂不是一大遗憾?” “那可是终生的遗憾哟!”邓小平说起陈赓,神情中总是带着十分骄傲和欣赏。 刘伯承喝了一口水,清了清喉咙,把话题继续引向深入:“邓政委把我们接下来的任务比作第二次转折,而且比第一次转折更为艰巨复杂,需要我们有充分的准备——我完全同意。请大家注意,这次中央关于《向全国进军的部署》,整个电文共有五段,其中四段涉及我们二野的作战任务与行动。可见,进军西南作战,事关全局,责任重大。” 接下来,刘伯承对进军大西南作了具体的部署:“根据军委决定,第四兵团辖第十三、十四、十五军首先协同第四野战军出战广东、广西,然后迂回昆明。第三、五兵团先由浙西、闽北、赣东北地区向湖南之常德、邵阳一线集结,尔后第五兵团的第十六、十七、十八军附第三兵团第十军西出贵州,迂回川南,切断国民党军队退往云南的道路,协同第三兵团作战;第三兵团的第十一、十二军直出川东,占领黔江、彭水,牵制国民党军队,与第五兵团协同聚歼重庆地区之国民党军队。第三、五兵团完成上述任务后,会同一野第十八兵团围歼胡宗南集团于川西地区,进而占领全川,解放整个西南。” “我们必须明确一条基本原则,”邓小平伸出一个手指,用力一挥,“这就是坚决执行毛主席的指示!西南之战,必须以政治方式作为战争方式的辅助。必须明确一个基本的目标,这就是攻占成都的时间,不能耽误了布置春耕。这样一来,就更增加了进军的困难。由于这是一次新的千里跃进,路程比挺进大别山要来得远,有两千公里,第四兵团甚至达到四千公里;地形也更加复杂,有秦岭之险、巴山之固,还有历史上被称为瘴疠之地的沼泽森林……可以说,进军西南的胜利有一半拴在我们的脚上。” “政委说得有道理。”刘伯承十分认真地说,“同志们,要实现对敌人的大迂回大包围,还要不误农村布置春耕,办法只有一个,那就是加速前进!我们可不能心疼自己的脚板哟!” 会场里又漾起一阵笑声。刘伯承摆了摆手,正色道:“我可不是和大家讲笑话哟。我们每一个共产党员都必须知道,今后革命的路是很长很艰苦的。为此要时时刻刻检查自己有没有这个思想准备,还要随时揭发和纠正现存的各种错误思想和行动,这对进军西南是十分重要的。那么我们关键存在哪些问题呢?我以为一是骄傲自满,以功臣自居,自以为二野功劳大,应该得大赏。特别是这种骄傲不在战士和下级同志中,而是存在于大干部中间,所以危险性更大!如果不把这个问题弄清楚,我们就无法完成进军西南的任务。 “第二点,是为数不少的同志所产生的停顿不前和贪图享受的情绪。今后,二野的一些干部要继续留在南京,执行经济战线上的任务,大部分将要到西南去进行军事战线上的斗争。不论留在南京的还是到西南的,都要服从党的决定。我们向西南发展,去消灭敌人的残余力量,建立西南国防,乃是实现完全彻底胜利的光荣任务。南京固然好,上海更加好,但我们千万不能因为'此间乐',就'不思蜀'了!否则,你这个半截子革命派还算什么共产党员?!” 参加会议的干部们见刘伯承又一次动真格的了,一个个的神情也随之严肃起来。 邓小平站起身来,略微提高了声调:“司令员的话,一言九鼎,是我们进军大西南的最好动员。我最后说一句,毛主席、中央军委把这样艰巨而光荣的任务交给我们,是对我们全军的信任。我们一定要全力以赴,完成好解放大西南的任务!” 一次伟大进军前的政治动员和军事部署,就这样在刘伯承、邓小平深刻、全面而又具有针对性的你一言我一语中结束了。 这就是刘邓的作风、二野的作风。 毛泽东把进军西南,消灭蒋介石在大陆最后一个军事集团的任务交给二野,看中的正是这支部队雷厉风行、不讲价钱不叫苦的作风,尤其看中了文韬武略的刘邓——一个炉火纯青、雄才大略、举重若轻的政治家和一个千锤百炼、运筹帷幄、决胜千里的军事家的珠联璧合,相得益彰。 陈毅得到二野进军西南的正式消息,破例指示管理员:“好好搞一顿饭。”他要做东请客,把二野的主要领导接到上海来。 做什么饭,烧什么菜,他都亲自指示,并提了许多具体要求。 见刘伯承、邓小平和二野各兵团的领导来了,陈毅高接远迎,高声大嗓地说:“听好多人说,在南京,连伯承、小平同志的伙食都很简单——一张旧圆桌,一荤一素一碗豆腐汤;连椅子都没有几张,人一多还要站着吃饭。今天就改善一下吧。” 刘伯承笑道:“你陈老总在大上海还不是一样?一张餐券一份饭菜,顿顿在伙房窗口排队,排到了喊一声'给碗饭吃'!” “饭到,菜到,齐啦!”陈毅学着伙房大师傅的腔调,吆喝了一嗓子。 人们未落座,先爆发出一阵开怀的笑声。 “坐坐坐,都是自家人,想吃的就吃,能喝的就喝,莫讲啥子客套。”陈毅嘴上说自家人莫客套,一举箸,首先“见外”了,“听闻毛主席起草电报,明确由两位老总和贺龙组成西南局,经营川康滇黔。说句实话,到大西南,其实我去最合适。你们守京沪杭,我去入川进藏……” “陈老总,你这是'贼'心不死哟!”刘伯承笑对,“我警告你,莫搞小动作,背后拆我们的台。” “我陈毅向来搞大动作,即便拆台也当面拆。” 陈毅说的倒是实情,他确实当面“拆”过二野的台。渡江前,中央在西柏坡分配工作。毛泽东提出,三野南下福建,解放东南沿海;二野直进川黔,解放大西南。 陈毅首先表示反对:“不行,不行。二野太苦了,进军大别山苦,淮海战役又把老本拼得厉害!不如二野、三野对调,三野去经营西南,二野经营富庶的东南沿海地区。” 刘伯承倒没有像陈毅那样大喊大叫,只平心静气地说了一句话就让毛泽东定了乾坤:“主席,有道是'兼资文武此全才',还是'儒将'管上海好。” 毛泽东颔首:“有道理。三野的老底子是新四军,过去就在江南水乡,有江湖作战经验。相比较而言,二野在这方面就差些。三野不仅要解放东南沿海地区,还要跨海作战,解放舟山
