Yan'an, the largest city in northern Shaanxi, ushered in the Central Committee of the Communist Party of China and the Military Commission led by Mao Zedong in mid-January 1937, and has since become the command center and strategic general rear of the Chinese Communist Party leading the Chinese Anti-Japanese War.Mao Zedong and his comrades worked and lived in Yan'an for 10 years until they withdrew from Yan'an in March 1947. After a stage of fighting and talking, driven by various favorable factors at home and abroad, and through the mediation of Marshall, the US special envoy to China, the Kuomintang and the Communist Party issued armistice orders on January 10, 1946.Since then, the fighting in the pass has basically subsided for a time.

On the day when the armistice order was promulgated, the long-awaited Political Consultative Conference of the Chinese people finally opened, and the dawn of peace once again appeared on the land of China. After 21 days of hard work by people from all walks of life, the Political Consultative Conference, which attracted the attention of the Chinese people, closed on January 31, 1946.The 38 representatives representing the three political forces fought complex and sharp struggles at the meeting. The Political Consultative Conference passed government reorganization bills, peaceful nation-building program bills, military issue bills, National Assembly bills, and draft constitution bills. These agreements actually negated the KMT’s dictatorship and civil war policies, and were beneficial to the people at the time.The Chinese Communist Party sincerely seeks domestic peace and spares no effort to strive for a path of peaceful development that is beneficial to the people. It is also sincerely preparing to implement the agreements of the CPPCC.Under such circumstances, the Central Committee of the Communist Party of China began to prepare for the issue of moving south.
