Chapter 69 Draft agreement between the Kuomintang and the Communist Party to resist Japan and save the nation[1]

(October 1936) 1. The Central Executive Committee of the Chinese Nationalist Party and the Central Committee of the Communist Party of China, in view of the fact that the Japanese imperialists have intensified their aggression against China and endangered the preservation of China's territorial sovereignty and the survival of the nation, agreed that the two parties must cooperate and arouse the people to unite the whole country All parties, factions and all walks of life, unite the nations and countries in the world that treat us as equals, and carry out armed resistance against Japan, in order to achieve the goal of driving out Japanese imperialism, defending and restoring China's territorial sovereignty, and striving for national independence and national survival.Therefore, the two sides sent plenipotentiary representatives to hold negotiations and conclude this Anti-Japanese National Salvation Agreement.

2. The two sides jointly recognize and commit to each other's greatest sincerity and determination, and are committed to the following great political tasks: (a) Carry out armed resistance against Japan, defend and restore the territory and sovereignty of the whole of China; (B) Realize the united front of all parties, factions, walks of life and armies in the country to resist Japan and save the nation; (c) Realize the establishment of the Democratic Republic of China based on the democratic program. 3. In order to achieve the above political tasks, both parties agree to implement the following necessary steps and methods:

(a) From the date of signature of this Agreement, the two sides shall immediately cease military hostilities. (B) The Chinese Kuomintang admitted that the Military Commission of the Nationalist Government ordered to stop attacking the Red Army and invading the Soviet area and cancel the economic blockade. It also admitted that after separate consultations, on the one hand, it mobilized the troops attacking the Red Army to leave the current area and go to the anti-Japanese front. On the other hand, it stipulated that the Red Army must Provide the necessary ordnance, military uniforms, military expenses, food and all military supplies, as well as supplementary soldiers, so that the Red Army can carry out the War of Resistance against Japan with peace of mind.The Communist Party of China admitted that the Red Army was ordered not to attack the Kuomintang troops by the Revolutionary Military Committee of the Soviet Government, and that the national army, including the Red Army, exercised unified command and control during the War of Resistance Against Japan provided that the organization and leadership of the Communist Party members in the Red Army remained unchanged. (c) The Chinese Kuomintang recognizes the reform of the current political system, abolishes all laws and regulations restricting democratic rights, allows the people freedom of speech, publication, assembly, association, etc., punishes traitors and pro-Japanese elements, releases political prisoners, and releases Communist Party members who have been arrested, and Recognize that in the future it will no longer destroy the organization of the Communist Party and no longer arrest members of the Communist Party.The Chinese Communist Party recognizes the cessation of speeches and actions to overthrow the Kuomintang regime by force, and recognizes the establishment of a democratic republic throughout the country and the convening of a national congress based on universal suffrage elections. (D) The Chinese Kuomintang and the Communist Party of China jointly admit that before the National Democratic Congress of China was convened and the democratic government was established, in order to carry out the real armed resistance against Japan, there was a call for anti-Japanese national salvation representatives based on the elections of all parties, factions, walks of life and armies across the country Such anti-Japanese national salvation congresses or national defense conferences have the power to decide on all anti-Japanese national salvation policies and plans. (5) The Chinese Kuomintang and the Chinese Communist Party jointly recognize that in order to carry out the real armed resistance war against Japan, it is necessary to quickly establish a military command organization (military committee and general headquarters) that will unify the whole country and to adopt all practical measures for the real war of resistance against Japan.
