Chapter 66 Resistance to Japan and Chiang Kai-shek cannot be raised simultaneously

(September 8, 1936) Comrade Zhu Zhangren[1]: A. Received the call.Moving westward requires the assistance of the Soviet Union. We have already sent several telegrams to the International, and sent Deng Fa[2] to Mozambique via Xinjiang to apply. They are waiting for Deng Fa to find out the situation and they will reply immediately.Your call has been forwarded. The deployment of the three front armies from September to November will be carried out according to the agreed method. B. The greatest enemy of China is Japanese imperialism, and it is wrong to mention anti-Japanese and anti-Chiang together. We started changing this slogan in February. In March, someone from Nanjing came to contact me.We put forward general conditions and then go to Nanjing. In June and August, there were two more cases from Nanjing. In the first ten days of August, the Politburo discussed the policy towards Nanjing, as you can see in the previous telegram. However, our estimate is still insufficient, and the international government has further instructions in late August. At present, our liaison representative has gone out to contact Nanjing, and the two parties are formally responsible for representatives to carry out specific negotiation issues. Depending on the situation, there is hope for success. In Nanjing, it is not only our problem, but also the problem of alliance with Russia.According to Nanjing's announcement that Jiang Tingfu is the ambassador to the Soviet Union, there is hope for success in the issue of alliance with Russia. We have now published a letter from the Communist Party of China to the Chinese Kuomintang[3], which is our new manifesto, including new content such as the Democratic Republic, the Democratic Congress, and the Democratic Government. The international political instruction to the Chinese party has arrived, and you will be informed after the Politburo discusses it.

C. You should not put forward the slogan of overthrowing the Central Army or any Chinese army, but put forward the slogan of united anti-Japanese.Send personnel to Mao, Wang [4] and other ministries to contact them, and only fight against them when we encounter their opposition in the places we need to occupy, but at the same time conduct propaganda and contacts.I hope you will reform your propaganda work in accordance with this policy. D. Do not take a genuinely aggressive attitude towards any part of Zhang Xueliang [5]. You should write letters to his division, regiment, and battalion commanders, and make general publicity to the soldiers. Before our negotiation with Nanjing fails, the various departments in the Northwest under the command of Zhang Xueliang, including the Northeast Army, cannot stop their hostile actions against us.The Northeast Army's He and Yu[6] units were still under little influence from us, and He had contact with Jiang. Zhang could not sue him for the Lianhong incident, and you must work harder.

E. The plan you put forward to go out of Sichuan, Shaanxi, Henan and Hubei is a posture of attacking Nanjing. It is feasible and necessary only when you can't go out to the northwest and break the negotiation with Nanjing. We have telegraphed this point to the International, and we have proposed to the International two plans: to go to the northwest and to go to the southeast as a last resort. Ji and Dehuai[7] commanded the field army at the front, Yuying[8] worked in the Northeast Army in Huan County, and we were in security.
