Chapter 50 Order of the Central Executive Committee of the Chinese Soviet Republic on Changing the Policy on the Rich Peasants

(December 15, 1935) In view of the active aggression of Japanese imperialism and the danger of China's fall, workers, peasants and patriots all over the country actively participated in the national revolutionary struggle against the Japanese invaders and their lackeys, Chiang Kai-shek and others; The peasants all over the country revolted and rioted. The rich peasants have changed their hatred of the Soviet revolution and began to sympathize with the struggle against imperialism and agrarian revolution. In order to expand the national revolutionary front against Japan against Chiang Kai-shek, Decided to change the policy towards the rich peasants.

(a) The land of the rich peasants, except those leased to the tenants at a high feudal level, shall be confiscated as landlords, and the rest of the land cultivated by the rich peasants themselves and hired by others, regardless of the quality of the land, shall be treated equally. Not included in confiscation. (2) The chattels and livestock implements of the rich peasants shall not be confiscated, except those lent by feudal usury to deprive the peasants. (c) In addition to the unified progressive tax, local governments are prohibited from imposing special taxes on rich peasants. (d) As long as the rich peasants do not violate Soviet laws, the governments at all levels shall guarantee their freedom to engage in industry and commerce and to employ labor.

(e) In areas (townships, districts) where all land is divided equally, rich peasants have the right to share the same land as ordinary peasants. (f) Rich peasants should be punished in accordance with the law when they violate Soviet decrees, and they should be punished in accordance with the provisional regulations on counter-revolutionary punishment when they engage in counter-revolutionary activities. (G) Rich peasants still have no right to join the Red Army and all armed forces (including the Red Guards), and have no right to vote. (Xin) The land law and all other laws and regulations promulgated before, which are in conflict with this order, shall be repealed.

(ⅰ) This decree shall come into effect from the date of promulgation (for areas that have not been contacted, it shall be implemented on the date of the document's arrival).
