Chapter 39 Opinions on Strengthening Spring Plowing Work

There is no demarcation of fields for fields, which is a big problem in the red area now.In the past, the land was owned by the Soviet, and the peasants only had the right to use it. What can’t be used can be saved by him, or he can change the land or run a business.Those who say that the peasants' surplus money and rice will be used by the Soviets are all rumors.If the farmer's family lacks the labor force to plow the land, or has no labor force and cannot cultivate it by itself, it is allowed to rent it out.How much to rent is decided by various parties based on the principle of not losing money.There is also a red area that allows free business, and all the money earned belongs to the person.The above stipulations are the process that should be in the era of the civil rights revolution. There is a shortage of cattle. First, we should promote mutual assistance in farming. Only when the renting of cattle is officially allowed can the problem of cattle shortage be solved to a considerable extent.Second, if the whole township or district lacks too many cattle and it is almost impossible to go down to farming, the county, district and township level governments should try to make adjustments and encourage Niuduo district townships to lend or sell cattle.Here, the governments at the county and district levels should have a survey on the number of cattle in the whole county and district. Only with this survey can adjustments be made.Third, the killing of cattle is prohibited.Now while there is a shortage of cattle, there are still cattle slaughtered in various fairs, which violates the interests of the poor peasants and should be banned.Fourth, the circulation and trading of general agricultural products and industrial products in the red and white areas is completely free, and there are no special circumstances (such as rice shortages) without prohibition and price limits (not to mention price limits in the red areas).But at present, exporting cattle, because the shortage of cattle in the red area is too great, it will have a great impact, so it should be temporarily banned.

As for the border between red and white, the peasants were intimidated by the Jing bandits and did not dare to plow their fields, so many fields were abandoned.
