Chapter 99 On the relationship between Communist Party members and non-Party personnel [1]

(March 1942) The tasks of our Party's anti-Japanese national united front policy are: Except for traitors and those who are determined to destroy the unity of the Anti-Japanese War, the anti-Japanese people of all walks of life, whether they have party or faction or have no party or faction, whether they sympathize with our party or only Part of the program is willing to cooperate with our party, and whether they have already worked with our party or have not yet worked with our party, the Communist Party members must cooperate with them in unison and work together for the general goal of the War of Resistance and the founding of the country.Our Party has made great achievements in implementing this correct policy resolutely for a long time. The whole nation's war of resistance depends on its support and the reunification of the whole country depends on it.These are great situations.But on the other hand, no matter whether the party in the anti-Japanese base area is in the government, military, party affairs, democracy movement, cultural and educational departments, or in the secret party, there is a serious isolation phenomenon between some party members and some party organizations and non-party personnel However, the style of sectarianism or closed-doorism has not been completely wiped out.These party members and party organizations still do not understand the content and significance of our party's anti-Japanese national united front policy.They go against our party's principle of being closely connected with the people.Instead of being in close contact with the people, they are isolated from the people; instead of standing among the people and humbly understanding their psychology, they stand above the people, self-righteous and domineering.They are unwilling to listen to the opinions of non-Party people, and regard non-Party people as insignificant.They are unwilling to learn from people outside the party, and instead regard themselves as leaders.They are indifferent and distrustful of non-Party personnel who are willing to cooperate with our party, or they are critical and critical.They are unwilling to resolutely implement the "three-three system"[2] of the regime, and still take an arranging attitude towards mass organizations.They still don't understand that state affairs are the public affairs of the country, not the private affairs of one party or another.The only task of the Communist Party is to unite all the people, to fight forward without regard for one's own life, to overthrow the national enemy, and to seek the interests of the nation and the people, without any self-interest at all.The Communist Party members are only a very small number of the people from the beginning to the end. Without the overwhelming majority of the people understanding our party's ideas and sincerely willing to cooperate with our party, our party's ideas cannot be realized.Therefore, for all loyal anti-Japanese personnel, the Communist Party members only have the obligation to carry out democratic cooperation with them, and absolutely have no right to exclude them.In order to seriously and thoroughly correct all kinds of unhealthy phenomena and reform the Party's style of work, it is necessary to launch a struggle against subjectivism and sectarianism (i.e., closed-doorism) within the Party, to launch self-criticism in all places and in all departments, and to eliminate such Self-criticism is made public in front of non-Party personnel without condoning or covering up, so as to achieve the effect of thorough exposure and thorough correction.At the same time, the following specific measures are stipulated, and all Party members and all Party organizations are required to conscientiously and resolutely implement them.

(1) Caring for and listening to the opinions and demands of non-Party people and learning from non-Party people must be regarded as the serious responsibility of every Communist.All Party members have the responsibility to reflect the opinions and demands (whether correct or incorrect) of non-Party personnel to the Party and various work departments on a regular basis, and the leaders of all Party organizations and all work departments have the responsibility Consider these opinions and requests, and include them in the agenda in due course for discussion and resolution. (2) In the anti-Japanese base areas, the government system, the council system, and the leading organs of the mass organizations at all levels should implement the "three-three system". Non-Party personnel accounted for two-thirds.If the number of elected Communist Party members is less than one-third, the party organization shall not appoint unelected party members to make up one-third, let alone exclude elected non-party personnel.In these organs, Communist Party members must implement democratic cooperation with non-Party personnel, listen to the opinions of non-Party personnel, discuss issues and decide issues together with them, and jointly abide by the democratic centralism system in which the minority is subordinate to the majority, some parts are subordinate to the whole, and subordinates are subordinate to their superiors. , and must enable non-Party people to have positions and powers, dare to speak out, and dare to take responsibility.

(3) In the anti-Japanese base areas, in the government, councils, mass organizations, and other agencies, the appointment and removal of staff members who must be democratically elected by the people shall be in accordance with the provisions of the "three-three system" in the preceding article.The appointment and dismissal of other staff members who do not need to go through democratic elections should not be based on whether they are party members, but should be based on whether they support the unity of the Anti-Japanese War and their ability, experience, knowledge, and enthusiasm for work. The correct policy of employing people based on merit.

(4) In the anti-Japanese base areas, in the government, the Senate, and all departments that have or should have non-Party personnel working, the tasks of the party branch are: to educate the party members, lead them to become role models for work, and unite Non-Party personnel to ensure the completion of the department's work tasks.The branch shall not directly interfere with the administrative leadership, let alone replace the administrative leadership.In terms of administrative relations, party members must obey the leadership of the administration.In departments where non-Party personnel are responsible for administrative leadership, if the local or departmental Party organizations and Party members have different opinions on administrative work, appropriate methods should be adopted to resolve them through consultation with non-Party personnel, and should not be dealt with directly.The lack of separation between the party and the government in certain places should be corrected.Party members who violate administrative regulations shall be subject to administrative sanctions; those whose mistakes involve party discipline shall be subject to party discipline sanctions at the same time.However, in terms of administrative relations, non-Party personnel who are responsible for administrative leadership must also obey the leadership of the higher-level administration.

(5) Party members and Party organizations must not arbitrarily and groundlessly suspect non-Party personnel. They must carefully understand the history and characteristics of each non-Party personnel around them through friendship, and carefully understand their opinions on the people, our Party, and our work. and request.Their religious beliefs, freedom of thought and living habits must be respected.It should be noted that the willingness of non-party personnel to cooperate with our party and our party's respect for non-party personnel are indispensable conditions for mutual cooperation.

(6) Any non-Party person who is willing to cooperate with our party has the right to criticize our party and our party members and cadres.Except for malicious attacks by those who undermine the unity of the Anti-Japanese War, all well-intentioned criticisms, whether written, oral or otherwise, should be listened to by Party members and Party organizations with an open mind.Correct criticism should be accepted. Even if the criticism is inappropriate, it can only be explained in a fair and good faith after the criticism has been completed and after careful consideration.Absolutely must not cover up mistakes, reject criticism from non-Party personnel, or misinterpret well-intentioned criticism as an attack, causing non-Party personnel to keep silent about the Party's faults.Non-Party personnel have the right to file complaints with Party committees at all levels, up to the Party Central Committee, in addition to filing complaints with courts or administrative agencies against Party members and cadres who violate government laws or Party policies.

(7) "Xinhua Daily", "Liberation Daily" and the newspapers and periodicals of the anti-Japanese base areas should absorb the opinions of the majority of people outside the party, so that all anti-fascist and anti-Japanese imperialists have the opportunity to speak in our party newspapers, and Absorb non-Party personnel as much as possible to join the editorial committee to make newspapers and periodicals run better.Party newspaper workers must learn ways and means to be good at attracting non-Party people to write articles and newsletters in Party newspapers.The subjectivism and sectarian attitude of some party newspaper workers must be criticized.

(8) When a non-Party person who works with our party makes a mistake in his work, the relevant party organization and party member must carefully consider it, take appropriate methods, and sincerely tell him the truth of the mistake committed in a timely manner with the attitude of a critical friend. Facts and legitimate reasons, and negotiate with him to correct the way to help him correct his mistakes.We must never adopt the attitude of keeping silent and letting them accumulate, or not speaking in person and discussing behind the scenes. We must know that this attitude will only hinder cooperation and be detrimental to non-Party personnel.

(9) In the anti-Japanese base areas, all non-Party personnel who work with our party are completely equal to the Communist Party members in law.At work, necessary and possible working conditions should be given.In terms of study, in all institutions and schools with non-Party personnel, regardless of in-service cadre education or school education, non-Party personnel have the same learning rights as Communist Party members.In terms of material, it is not just empty calls for preferential treatment, but to give really necessary help according to the work situation, work needs and existing material conditions, and party members must understand that this kind of help is due.

(10) In the anti-Japanese base areas, in government agencies, military units, and schools, non-Party sympathizers working in the same department are allowed to attend the general party branch meetings and group meetings, and are allowed to express their opinions. (11) In the anti-Japanese base areas, party committees at all levels above the county committee must plan to convene cadre meetings and symposiums where party members and non-Party personnel jointly discuss various anti-Japanese policies with non-Party personnel, and solicit non-Party personnel for opinions. party opinion. (12) In each anti-Japanese base area, in the party organization department or the department that manages cadres, set up a special agency for the management of non-Party cadres, responsible for contacting, registering, understanding and caring for non-Party cadres.In the Party's health protection committees at all levels, a non-Party cadre section is set up to manage the health care of non-Party cadres.
