Chapter 66 Current Situation and Party Policy[1]

- Questions of war and revolution (1) As for the Soviet Union not joining the war, the two factions of imperialist countries, when the war cannot be stopped, the people will rise up against the war, and the Soviet Union will not join.The realization of this plan of non-joining is the result of the Soviet Union's 20 years of struggle, the result of the support of the people of the world for the Soviet Union, the result of the Soviet Union's adept use of the contradictions of imperialism, and the greatest victory in the world strategy of the proletariat. Not only protected the Soviet Union, but also guaranteed the victory of the world revolution.

This victory was achieved in the German-Soviet and Soviet-Finnish agreements[2], and the next task is to consolidate it. (2) Regarding the two imperialist fronts The so-called two imperialist fronts and the two united fronts do not mean that there are no contradictions and struggles between the two allied countries. Conflicts and struggles do exist and are serious.For example, Britain, the United States, and France have conflicts and struggles among themselves, and between the three countries and other small countries.There are also contradictions and struggles between Germany, Italy, and Japan among the three countries, and between the three countries and other small countries.

Nor does it mean that the various fronts are fixed and do not change.On the contrary, they are fluid, subject to change, and have changed. On the one hand, there are changes in Northern Europe, the Netherlands, Belgium, and the Balkans, and there are major changes in France, which show the weakening of the front, which is the Anglo-American-French front. On the one hand, it shows the strengthening of the front, which is the German-Italian-Japanese Front. Hence the current imbalance. Japan was pro-British and American for a while, and now it is pro-German and Italian. This is because the Fascists in Japan will replace the Anglo-American factions.

Neither side has a completely fixed alliance treaty, such as the United States and Britain, France, Britain, France and Northern Europe, the Netherlands, Belgium, Germany, Italy and Japan. These are the so-called contradictions, struggles and changes within the Front.In the future there will still be contradictions and struggles, and there will also be changes. Regardless of whether it is the East or the West, the struggle between the two imperialist fronts is no longer mainly on the mainland, but on the sea. There is still no decisive battle in this area, so there are still huge conflicts. If Britain surrenders, the United States will still have maritime hegemony.The United States is the Monroe Doctrine plus cosmopolitanism, "what's mine is mine, and what's yours is mine." It is unwilling to give up its interests in the Atlantic and Pacific. Both Germany and Italy have weak navies, and the surrender of France did not change this situation.Germany, Italy, and Japan cannot manage the British, French, Dutch, and Belgian colonies without destroying the British and American navies.

On the one hand, the Versailles and Washington system, on the other hand, oppose this system and attempt to establish a new Versailles and a new Pacific system.This struggle is not yet over. That is to say, there are still contradictions among the imperialist countries that can be exploited by the revolution, and therefore must be exploited.The Soviet Union must use it, India must use it, China must use it, and the proletariat and oppressed nations of all other countries must use it. Now is an era of great shock and great changes in the world, not an era of "peace" and "capitalist stability". This era has long since ended, and it will never be established in the future.

If you do not see this, it is because you have incorrectly estimated the following: 1. Overestimating the counter-revolution. (1) The contradictions among the imperialists expanded, not narrowed, due to the war; (2) The bourgeoisie and the capitalist system of various countries lost confidence among the people; (3) Social Democrats lost confidence; (4) The destruction of the war sex etc. 2. Underestimation of the revolutionary forces. (1) The existence of the Soviet Union; (2) the existence of the Chinese revolution; (3) the upsurge of the Indian revolutionary movement; (4) the existence of the Communist Party in Europe and various countries.

(3) Revolution is inevitable 1. The victory of Germany and Italy over Britain and France is tantamount to breaking the two imperialist chains, and the new imperialist chain may be broken just after it is put on or before it is too late.The capitalist front can be breached in three places - Europe, India and China, which amounts to basically breaking the entire capitalist front. 2. In Europe, a simple October Revolution is impossible. There, it can only be the October Revolution plus the Soviet Red Army.And that time has yet to come. 3. At present, it is the eight-hour work system in the Soviet Union and the maturity of the world revolutionary situation, not the world revolution.At present, imperialist wars should also be used, as it is the eve of world revolution.

Two Chinese issues (1) Improve the problem 1. Initial improvement—the external cooperation between the two parties and the two armies aims to awaken the masses and isolate the big landlords and big bourgeoisie. 2. Complete improvement - only when the united front regime of all parties, factions, walks of life and armies in which the Communist Party participates is established 3. Get rid of pessimism—the possibility of initial improvement and complete improvement exists. Our allied army is vast, and the national bourgeoisie is still the allied army at present. 4. Get rid of illusions—when the big landlords and the big bourgeoisie are in power, there cannot be a complete improvement.

(2) The problem of retreat is currently part of the strategic retreat (concealed policy) in the strategic offensive.But strategically, in general, it is still offensive (broad united front policy). (3) The issue of nationalities and democratic revolution 1. Resistance to Japan and revolution are one and the same. 2. There are differences between the national revolution and the democratic revolution, but there are also similarities.It can be roughly divided into two stages: one-sided war of resistance and comprehensive war of resistance, but both are in the process of war of resistance.The present is the entire revolutionary stage of resisting Japanese aggression and eradicating traitors, and there is no other purely agrarian revolution stage.It is an issue of anti-Japanese and eradicating rape, not a simple issue of the agrarian revolution.

3. "The basic problem of all revolutions is the problem of political power." The national revolution and the democratic revolution are simultaneous, not a stage of the democratic revolution after the national revolution has passed. Anti-Friction—Democratic Revolution in National Revolution. (4) The problem of centrists 1. In terms of the world scope: the oppressed nation is a centrist between imperialism and the proletariat, but it is a part of the allies of the proletarian revolution. 2. In terms of the anti-Japanese camp (different from the enemy camp): the diehards or the Chinese big landlords and big bourgeoisie are the ruling class and the vacillating class, not the centrists. Treating them as centrists confuses the people. The middle class and the upper petty bourgeoisie - the centrist. Lower petty bourgeoisie and proletariat - Progressives. (5) Emphasizing the issues of unity and struggle 1. We have always emphasized unity, and it will remain the same in the future-to deal with all resistance factions. 2. Objective—the above two types. Subjective - insufficient education (insufficient self-criticism). (7) The issue of the border area has two bases on the track-the Shanxi-Gansu-Ningxia border area and the Shanxi-Hebei-Chassis border area.Because of the efforts of the party, the government, and the army.
