His answer is as follows: The Kuomintang government decided to convene the so-called National Political Council on July 7 this year, but few people from the CCP attended.This is because: (1) Since September last year, the CCP, the China Democratic League and other democrats have unanimously demanded that the Kuomintang government immediately abolish the one-party dictatorship, convene meetings of representatives of all parties and non-party parties, and establish a democratic interim The coalition government issued a democratic program and carried out democratic reforms in order to mobilize and unify the anti-Japanese forces of the Chinese people and effectively cooperate with the Allies[2] in defeating the Japanese invaders; , implement free and unrestrained people's elections, convene a national congress, formulate a constitution, and elect a formal government.This proposition actually reflects the general will of the majority of the Chinese people, but after several negotiations between representatives of our party and the Kuomintang government, it has been rejected by the Kuomintang government.As for some minimum conditions for the restoration of unity and the establishment of a coalition government, such as the abolition of decrees that suppress the freedom of the people, the abolition of secret agents, the release of arrested Communist Party members and all patriots, the recognition of the legal status of the CCP and other democratic parties, and the recognition of the Liberated Areas of China, Not only did they not want to carry out any such items as withdrawing the troops that surrounded and attacked the Liberated Areas of China, but they intensified them and intensified reactionary measures that undermined unity and the War of Resistance. (2) The convening of the so-called new National People's Political Council, the Kuomintang government authorities did not consult with the party beforehand, nor did it negotiate with other democratic parties. Like the previous National Political Council, it was completely arranged by the Kuomintang.According to the decrees of the Kuomintang government, the CCP and other democratic parties have no legal status so far.Even as far as the political representatives of the CCP are concerned, they are also appointed by the Kuomintang authorities, not elected by the CCP itself.The anti-Japanese force led by the CCP has now become the central force for defeating the national enemy and liberating the Chinese people.The Kuomintang government's attitude towards the CCP not only violated the principles of democracy, but also did not conform to the CCP's position in the War of Resistance Against Japan. (3) What is especially important is that the Sixth National Congress of the Kuomintang, in spite of all the objections of the Chinese people, the Chinese Communist Party and other democratic parties, insisted on convening the meeting on November 12 this year. The so-called National Assembly, which splits the people and prepares for civil war, will force the adoption of many specific measures at the National Political Council, which is about to meet, in order to carry out the reactionary resolutions of the Kuomintang.And if it does so, it will be a big mistake, and a large-scale civil war against the nation, the people, and democracy will break out.Obviously, the result of doing so was only helping the Japanese invaders.Based on the above-mentioned reasons, the CCP has decided not to participate in the meeting of the National Political Council in protest.
