Chapter 49 Refutation of the KMT Government Proposal[1]

(September 19, 1944) One can see from the government’s reminder on June 5th[2] that there is not a single word in the reminder that mentions the War of Resistance (this is the most noteworthy), not a single word that mentions the current difficult situation, and nothing that indicates a change of course Abandon the intention of wronging the country's policies. The reminder should "cancel within a time limit" of more than four-fifths of the armed forces that have made outstanding contributions in the war of resistance against the enemy's rear and fought against five-sixths of the enemy's puppet troops. That is to say, the case allows ten divisions to be formed. According to the KMT’s establishment, each division is about 10,000 people, but no more than 100,000. Is it the accent of the Japanese? The Japanese robbers have tried their best to use cruel methods of war to "cancel" what cannot be "cancelled". ?The reminder also requires that the democratic regimes democratically elected by the people in the liberated areas of China, who are closely related to the people behind the enemy, share weal and woe, and resolutely lead the war of resistance, "all be taken over by the provincial governments."But where are these so-called "provincial governments"? No one knows where they have fled. What do they have to do with the people and their arduous struggles? If one day their location is found out, these so-called provincial government gentlemen should only give them a fair treatment, that is, the four characters "removed from office and investigated" .What's more, there are still many traitors lurking in these so-called provincial governments! Aren't the traitors Pang Bingxun and Shi Yousan[3] all former chairmen of this kind of provincial government? In short, this reminder is only beneficial to the Japanese aggressors, and it is only a reflection of the will of those who forget the country and the nation for self-interest.To put it more clearly, the so-called reminder case is the crystallization of the despicable consciousness of a small group of Kuomintang fascists who only seek the interests of the party and do not know the righteousness of the nation. It is impossible and should not be accepted by every true patriot, because Whoever accepts this kind of reminder is tantamount to helping the Japanese aggressors.

[2] See note [7] on page 135 of this volume. [3] Pang Bingxun (1879-1963), a native of Xinhe, Hebei, served as the chairman of the Hebei Provincial Government of the Kuomintang in 1940, and surrendered to Japanese imperialism in 1943.Shi Yousan (1891-1940), a native of Changchun, Jilin Province, served as the deputy commander-in-chief of the Hebei-Chahar Theater of the Kuomintang Army, the chairman of the Chahar Provincial Government, and the commander-in-chief of the 39th Group Army. The southwestern part of the province specifically united with the Japanese army to attack the Eighth Route Army, destroyed the anti-Japanese democratic regime, and massacred Communists and progressives. In June 1940, he signed the "Anti-Communist Agreement" with the Japanese garrison and prepared to openly surrender to the enemy.Afterwards he was executed.
