Chapter 44 Ask localities to investigate and answer ten questions

(July 28, 1944) Comrades Xiannian, Soseki, Ronghuan, Huang Jing, Xiaoping, Zihua, Lin Feng[1]: Please reply to the following questions. (1) After education on current affairs, rectification, anti-specialism, and rent reduction, has a "left" phenomenon developed towards the unity of non-Party people and the implementation of the "three-three system" [2]? Are non-Party people treating us? When dissatisfaction occurs, what are the main points of dissatisfaction? Do they feel that they have positions but no rights? How can they be empowered? How can they go through councils, symposiums, and participate in government work and social undertakings to further unite them? At the same time, what are the phenomena of the right?

(2) The bias in the rent reduction, does the overt reduction and the dark reduction still exist, and should the rent reduction be set as the task of this year? At the same time, what is the excessive left phenomenon in the rent reduction? (3) Are the two tasks of supporting the government and loving the people and supporting the military and superior resistance more advanced than before? What are the shortcomings of the two tasks? (4) According to your opinion, what is the possibility of the large-scale training of the army in autumn and winter? Have you started to study this matter? What are the main shortcomings of the military and political work in the army?

(5) What are the shortcomings of the militia work? Is there still a possibility of massive development? How to make the militia and mine warfare generally develop in a large scale? And how to fully realize the combination of combat and production in the militia movement? (6) Has there been greater development in the cooperation between legal and illegal work in the enemy-occupied and enemy-occupied areas? Has the red-white opposition ever occurred and how has it been overcome? (7) According to your opinion, what is the possibility of realizing the central government's work instructions for cities[3]? Have you started to study this work?

(8) After this year's large-scale production campaign, is it possible to reduce the burden on the people as appropriate? For example, will a reduction of 10 to 20 percent not damage the fiscal expenditure? (9) On the basis of the production and development of the army and government agencies this year, have you seen that the lives of soldiers and staff have improved considerably? Or are they still suffering? At the same time, in terms of helping farmers to develop production, have you seen that? What is the increase in farmers' income? What is the attitude of farmers towards family planning, mutual aid organizations, and cooperatives? Is there serious commandism in these jobs? What is the degree and possibility of self-sufficiency in grain, cotton, and various industrial products in the entire base area?

(10) What is your opinion on transferring the work of mass organizations to leading people from all walks of life to develop production, culture, and health after the reduction of rent and interest? According to your opinion, is it only after such a shift is made that mass organizations (all Only those who work for the rescue) have work to do, so they are not empty-handed? Is this kind of transformation being made in various places? Please answer the above ten questions once or several times (each item does not need to be too detailed, as long as it can briefly explain the problem), so that the central government can give proper instructions on several of these tasks this autumn.
