Chapter 11 In the next three years, we should strive to consolidate and stand undefeated

(June 1, 1943) Comrade Dehuai[1]: (1) Received the telegram [2] and agreed to deal with Tainan. (2) The Kuomintang has no proper way to deal with the five aspects of the enemy, the outside world (Britain and the United States), the Communist Party, the people, and the party (the central and local governments, Xixi[3] and Fuxing[4]), and the crisis is growing day by day.The other side had no countermeasures against the new policy of Tojo[5] supporting Wang[6] and overthrowing Chiang[7]. The number of surrenders increased and the combat power was greatly damaged.The United Kingdom and the United States are still focusing on Germany, with little aid to China, no lip service, and the other side has nothing to do.They are very suspicious of me, unwilling to solve the problem, publicize our party's "crime" every day, attack our party's prestige, strictly enforce the spy policy, and try to destroy our party from within, and there is no other way.Gansu, Guizhou, Sichuan, and Shaanxi civil uprisings occurred four times, and the scale was very large. There was no other way but to suppress them.Disputes within the party are endless and tend to increase.All of these make the situation of the Anti-Japanese War increasingly difficult.There are still three years to prepare for the war of resistance. At that time, the situation in China is worthy of attention. (3) Our party should strive to consolidate and stand undefeated during these three years.Use all methods to maintain the essential base areas against the enemy. The military struggle against "sweeping" and "cannibalization" and the political struggle to disintegrate the enemy and puppet must pay attention to the best strategy.For the Kuomintang, we should try our best to avoid major military conflicts, so that all the forces of the other side can be used against the enemy.In addition to adhering to the "three-three system" [8] for the people, we should vigorously develop agriculture and handicrafts. If the people's (mainly farmers) economy tends to dry up, our party will not be able to survive.For this reason, in addition to organizing the production of the people, the production of the party, government and military itself is extremely important.Regarding internal party policies, the first is to rectify the three styles (the one-year plan should be adhered to); the second is to review cadres (including the investigation of internal traitors); the third is to preserve cadres (send a large number of cadres to study in the rear).If the above items can be implemented without making major mistakes, our party can remain invincible.
